AFP-PNP ended their ceasefire declaration with more violations! NPA-Rizal will carry-out more tactical offensives!

The Government of the Philippines (GPH) ended their empty declaration of ceasefire last midnight of January 3, 2011. For the whole duration of their declared ceasefire, AFP and PNP units in the province of Rizal continuously launched offensive military operation. From December 16, 2011 until yesterday, January 3. 2012, AFP troops under 16th IB-PA, 76th IB-PA, and 59th IB-PA in close coordination with Manuever Battalion of Special Action Force-PNP scoured the farming villages in the towns of Jala-jala, Pililia, Tanay, Baras, Montalban, San Mateo and Antipolo City. They did not stop their military offensives even during Christmas day.

In Sitio Payagwan Kaysakat, San Jose, Antipolo City, a platoon of SAF-PNP led by P/Chief Inspector Mark Green Lagura illegally arrested 3 civilians whom they suspected as NAAC-NPA mermbers on Christmas day, December 25, 2011 at 3:45 in the afternoon. The arrested civilians were Emmanuel Quioyo, 20 years old, single and resident of Mayamot, Antipolo Cuty and the 2 young girls aged 16 years old (name withheld upon request) both resident of the said place. The said young girls were released after being interrogated without counsel for 5 hours while Mr. Emmanuel Quioyo was tortured, interrogated without counsel while being forced to admit his membership with the NAAC-NPA. He was also forced to guide members of SAF-PNP and 16th IB-PA in their operation to find NPA camps in the province and to derail the 43rd anniversary declaration of the CPP-MLM on December 26, 2011. For 2 days, he was held against his will with his family not informed of his whereabouts. He was only released after he agreed to work as deep penetration agent (DPA) for the AFP-PNP. As DPA, he was instructed to join the NAAC-NPA and report regularly to his military handlers any information about NPA movements and activities in Rizal province. Upon release, Mr, Quioyo, immediately informed his families and friends and went into hiding for fear of his life.

Other troops of AFP and PNP continued their military offensives without let-up in their objective to stop the 43rd anniversary celebration of CPP-MLM. But much to their dismay, they failed in their objective. The anniversary celebration pushed through last December 26, 2011 attended by more than 200 persons, friends, supporters and members of the underground revolutionary members coming from urban areas and mass bases in the country sides. It was held inside the territory of the Democratic Peoples’ Government secured by members of the NAAC-NPA and peoples’ militias.

While the PNP-AFP forces continuously violated their own ceasefire declaration, all armed revolutionary units in the province under NAAC-NPA-Rizal seriously implemented the unilateral declaration of ceasefire the CPP-NPA covering December 24-26, 2011 and December 31, 2011 – January 2, 2012. All NPA units in Rizal did not conduct any offensive actions against AFP-PNP units and remained in their respective area of operations.

Starting today, January 4, 2012, all members of the revolutionary movement especially members of the armed units of Narciso Antazo Aramil Command (NAAC-NPA-Rizal) must carry out tactical offensives to advance the peoples war in the province. All armed units of NPA must arrest landlords who violently oppose land reforms and bring them to trial under the revolutionary people’s court. Notorious human rights violators, plunderers, drug lords and enemy spies must be punished. All NPA-Rizal units must interdict and dismantle enterprises that violate the laws and regulations of the people's government and destroy the environment and agricultural production, plunder natural resources and prevent land reform and national industrialization. We must make them pay for their crimes against the people.We will do our share to advance of people’s war from the strategic defensive to the strategic stalemate. We must defeat OPLAN BAYANIHAN that wreak havoc to the lives and properties of the people. We must utilize everything at our disposal to protect the rights and welfare of the people and foil the plan of the Noynoy Aquino Regime to crush the revolutionary movement in the province.
