8ID troops arrest top NPA Commander in Samar

Camp Aguinaldo, Quezon City – Combined elements of 87th Infantry Battalion, 801st Infantry Brigade, and the Municipal Police Station of San Sebastian, Samar arrested a top New People’s Army leader holed up in a safe house at Barangay Dolores, San Sebastian, Samar on the evening of May 8, 2013.
Identified as Renato Abadiano, the said NPA leader was reported to be waiting for the arrival of the Permit To Campaign and Permit To Win (PTC/PTW) fees and other extorted items from political candidates seeking elective positions this coming May 13 elections.

Seized from the NPA leader was a caliber .45 pistol, improvised explosive devices, blasting caps, subversive documents, personal belongings and campaign paraphernalia for the NPA-supported election candidates.
Moreover, Abadiano has a standing warrant of arrest for Murder with no bail recommended and another warrant for attempted murder with the use of an unlicensed firearm.
Prior to the arrest, information was received from a local resident in the area about the presence of Abadiano, who handles various positions in the NPA’s Samar Provincial Party Committee.
According to local residents in the Barangay where the NPA was arrested, Abadiano is responsible for the collection of PTC/PTW fees since the start of campaign period.
The residents in the area also revealed that the group of Abadiano is the same group who were responsible in shooting the tires & fuel tanks of heavy equipment of a construction company in Barangay Pabanog, Paranas, Samar on April 25, 2013 when the owner refused to give in to the extortion scheme of the rebels. Upon arrest, Abadiano was immediately brought to Camp Lukban Station Hospital for medical check up and found to be in good physical condition.
“Our series of accomplishments in thwarting extortion activities of the NPA is a product of our good rapport with the people much more so with the local candidates who are no longer willing to support the extortion scheme of the NPAs,” Captain Amado C Gutierrez, the Public Affairs Chief of the 8th Infantry Division said.
“With the people’s help, we conducted a successful operation against the NPA in Samar and lessened their capability to either fund criminal activities or harass local candidates thru extortion,” Gutierrez added.
Major General Gerardo T Layug, Commanding General of 8th Infantry Division, Philippine Army lauded his troops for a job well done in arresting a top NPA leader who was responsible in extorting money from politicians in the Province of Samar.
“This is the third time that the 8th Infantry Division was able to spoil the extortion scheme of the NPAs. This only goes to show that since the reports came from the civilians themselves, they are already tired in giving logistical support to the NPAs. The NPAs have already resorted to sheer banditry in harassing and intimidating the peace-loving people of the whole island of Samar. The Samarnons long for true peace and development, and that is exactly what the 8th Infantry Division will give to the people.” Major General Layug added.

BGen Tutaan Assumes as New AFP Spokesman

CAMP GENERAL EMILIO AGUINALDO, Quezon City – Having served as the face and voice of the military in various human rights issues and developments, BGen Domingo J Tutaan Jr will assume a much bigger role of speaking on behalf of the 125,000-strong military as Spokesman of the Armed Forces of the Philippines on all matters concerning the AFP.
The former AFP Human Rights Office Chief will replace Col Arnulfo Marcelo B Burgos Jr., the current Chief of the AFP Public Affairs Office and AFP Spokesman, who have been designated as Commander of the Civil Military Operations Group of the Philippine Army effective May 1. His duties and responsibilities as Chief, PAO will be turned over to Maj Ramon P Zagala.
BGen Tutaan will simultaneously hold the position as new Chief of the Office of the Internal Auditor which he assumed last May 2nd.
As the Internal Auditor, AFP, Brig. Gen. Tutaan will be in charge of overseeing the fiscal administration of AFP units and offices. “Under my stewardship, the office shall be proactive in setting and implementing our agenda in order not to simply react on situations. We will aspire without compromise to have transparency in all our actions,” he said.
“The judicious and prudent use of resources, most especially our funds must be the primordial consideration on all our undertakings,” Brig. Gen. Tutaan added.
BGen Tutaan will turn over the leadership of the AFP Human Rights Office to Col Rhoderick M Parayno, the Philippine Army Human Rights Office Chief, in a Change of Chief of Office Ceremony tomorrow, May 6 at the AFP Commissioned Officers’ Clubhouse here.
Col Burgos Relinquishes Post to Former Public Affairs Office Deputy
Meanwhile, Col Burgos, the longest tenured Chief, PAO, while performing as spokesman who served for over three years, will formally relinquish his position to former Assistant Chief, PAO, Major Zagala tomorrow, May 6th.
Colonel Burgos assumed the position as Chief, PAO and AFP Spokesperson in March 10, 2010. He has served as the AFP Information Officer under five Chiefs of Staff, namely, Gen Delfin Bangit, BID Commissioner Gen Ricardo David, DOTC Undersecretary Gen Eduardo Oban, Gen Jessie Dellosa, and now Gen Emmanuel Bautista.
His assumption as the Chief, PAO and Spokesman of the AFP came when the military’s current campaign plan, the Internal Peace and Security Plan (IPSP) Bayanihan is about to be crafted in 2010.
“I sincerely thank Army chief Lieutenant General Noel Coballes for designating me as commander of the Army’s Civil Military Operations Group. I would like to thank also AFP Chief of Staff General Emmanuel Bautista for giving me the opportunity to serve under him and for allowing me to further my growth and career in the military profession,” Col Burgos said.
“I feel so indebted to the people I’ve worked with specifically to Team Public Affairs of the AFP and to the media  particularly to the members of the Defense Press Corps who were instrumental in coveying our messages to the public,” Col Burgos added.
Prior to his current position, Col. Burgos was the Commander of the 80th Infantry Battalion based in Mindoro and then the Army Chief Public Affairs and concurrent Philippine Army Spokesman before finally assuming his present position. He is a graduate of the Philippine Military Academy “Maringal” Class of 1988.
His successor, Major Zagala on the other hand is not a stranger to PAO, AFP. He was once appointed as the Assistance Chief, PAO in 2008 under the headship of Colonel Bartolome Vicente Bacarro. At present, Major Zagala is the Assistant Chief of Staff for Civil-Military Operations, Special Forces Regiment (Airborne) of the Special Operations Command, Philippine Army based in Fort Magsaysay, Nueva Ecija.
