3 NPA rebels killed, 3 soldiers injured in Zamboanga del Sur clash

ZAMBOANGA CITY, Philippines—Three communist rebels were killed while three soldiers were injured in a clash in Tigbao, Zamboanga del Sur around 2:45 p.m. Wednesday, a report reaching the military’s Western Mindanao Command (Westmincom) based here, said.

In that report, sent by the 4th Scout Ranger Battalion, soldiers were patrolling Barangay Mati in Tigbao when the clash took place.

As a result, three New People’s Army rebels had been killed and their firearms recovered, the report added.

The Scout Rangers also suffered three injuries, the report said.

The fleeing rebels were still being pursued as of late Wednesday, a Westmincom statement, said.

In Makilala, North Cotabato, one soldier was killed while another one was wounded in a clash in Barangay (village) Kabilao, a village bordering the province and Davao del Sur on Tuesday, Lt. Col. Noel Dela Cruz, commander of the Army’s 57th Infantry Battalion, said.
He said soldiers were conducting patrol when they were fired upon by some 40 rebels as they were going uphill on Mt. Matungis in Kabilao.

Dela Cruz said some villagers had fled for fear of getting caught in the crossfire and had taken refuge in the village center.

He said the military had also fired artillery rounds against the fleeing rebels.

The whole revolutionary movement in the Province of Rizal led by the NDFP-Rizal vehemently condemn the brazen violation by the Armed Forces of the Philippines (AFP) of the synchronized declaration of ceasefire between the CPP-NPA-NDFP and the  AFP-PNP-GPH from  December 20, 2012 until January 15, 2013. While the revolutionary movement seriously implemented the ceasefire, the AFP troops disregarded and brazenly violated their own declaration of  Suspension of Offensive Military/Police Operation (SOMO/SOPO). This forced the NPA-Rizal to engage in battle and fought the AFP attacking troops to defend themselves.

The AFP troops temporarily pull out their operating troops from Dec. 20 until Dec 25, 2012 to deceive the people that they are implementing the ceasefire. But midnight of December 25, 2012, they surreptitiously returned to continue their offensive military operation  to disrupt and prevent the celebration of the 44th  founding anniversary of the Communist Party of the Philippines last December 26, 2012. But they failed. The anniversary celebration was successfully held inside the territory of the People’s Democratic Government in Rizal province attended by more than 200 persons coming from the revolutionary mass base in the countryside and visitors and friends from the urban centers.

The AFP troops were fuming mad when they learned belatedly that the anniversary celebration was successfully held despite their strict guarding.  They scoured the mountain villages of the towns of Montalban, Tanay, Antipolo City, Rizal and the nearby towns of Gen. Nakar, Quezon and San Jose del Monte City, Bulacan. The NPA tried to evade the attacking AFP troops because of the ceasefire. Last January 10, 2013, members of the 16th IB-PA-AFP shot three members of the NPA-Rizal who were visiting their friends in Sta. Inez, Tanay, Rizal. The 3 NPA members did not return fire knowing that ceasefire is still in effect and to avoid civilians being caught in crossfire. However, last January 12, 2013, a platoon of NPA-Rizal members were resting inside the territory of the People’s Democratic Government  in Kinabuan, Tanay, Rizal when they were attacked by a platoon 16th IB-PA-AFP,   the NPA members were forced to return fire and successfully defended themselves against the  onslaught of the government troops. The firefight resulted to four (4) government soldiers killed and three (3) wounded with no casualties from the NPA-Rizal members.

In the name of  OPLAN BAYANIHAN, AFP troops continued their heightened military operations in Rizal Province and nearby towns of Bulacan and Quezon provinces during the duration of the ceasefire between CPP-NPA-NDFP and AFP-PNP-GPH.  The recorded ceasefire violations of the AFP in the province of Rizal are the following:

 1. Since December 21, 2012 , combined elements of 16th IB-PA, 58th IB-PA and 56th IB-PA launched a combat operation and scoured the farming villages in the boundaries of Montalban Rizal and San Jose del Monte City, Bulacan. Until now, two (2) platoons of 56th IB-PA are staying in the neighboring barangays of Paradise 3 and San Isidro, San Jose del Monte City, Bulacan. A platoon of 16th IB-PA troops is staying in Brgy. Macabud, Montalban, Rizal and a platoon of  59th IB-PA troops is staying in Karahome. San Isidro, Montalban, Rizal. For the whole duration of the ceasefire, the AFP troops controlled and encamped in the day-care centers, schools and barangay halls of the said barangays, instilling fear and anxieties among school children and the people. The AFP troops are doing psy-war operations in the said villages and terrorizing civilians whom they suspect as NPA supporters. They are restricting the movements of people passing through the boundaries of Montalban, Rizal and San Jose Del Monte City, Bulacan.

2. Since midnight of December  25,2012 until now, a company of 16th IB-PA troops launched a combat operation and scoured the mountain villages of Barangays Sto. Nino, Tinucan,Mamuyao, Cayabu, Laiban, Sta. Inez and Kinabuan, Tanay. Rizal.  A platoon of 16th IB-PA attacked a platoon of NPA-Rizal members who were resting inside the forested part of Kinabuan, Tanay in the morning of January 12, 2013. They were  repulsed by the NPA-Rizal

3. A platoon of SAF-PNP continuously launched combat operation in Barangay San Jose, Antipolo City since midnight of December 25, 2012 until after the ceasefire ended last January 16, 2013

These violations proved that the AFP and the Aquino government are not sincere in their declaration of ceasefire. For them, the ceasefire declaration only served as camouflage to hide the brutalities of the AFP against the Filipino people. It is therefore right and just that the NPA members remained vigilant and fight the attacking government troops to defend themselves.

Starting today, January 17, 2013, in coordination with proper revolutionary authorities, the  armed troops of NAAC-NPA-Rizal including its partisan units and people’s militia, must seize all opportunities to launch offensives to punish  notorious human rights violators, plunderers of environment and natural resources, companies who does not follow the rules and regulations of the Peoples’ Democratic Government,  despotic landlords,  exploiters and oppressors of the people. Let us frustrate Aquino’s OPLAN BAYANIHAN war of suppression and defeat its objective to destroy the revolutionary movement in the province of Rizal.

The Moro Islamic Liberation Front (MILF) has been mum on the criticisms hurled against it by the Communist Party of the Philippines (CPP). We know it is not beneficial to both organizations if they are dragged into the verbal tussle.  However, it is not good either if the MILF allows the one-way verbal assault continues.   There must be a brake to it by way of this explanation.

The CPP in its 44th Anniversary Statement released last December 26, 2012 criticized the MILF bitterly for allegedly submitting itself to the supreme authority of the oppressive Manila government.  It alleged further that the main objective of the Manila government is to pacify and subordinate the MILF and use it for the political and economic purposes of Manila and Washington. Truth is, this is very difficult to ascertain, but so far, the MILF finds the Aquino administration as real partner in peace-making.

In this write-up, we do not intend to defend or glamorize the Framework Agreement on the Bangsamoro (FAB) and the four Annexes. Such an act is not necessary. The Agreement will prove its correctness or incorrectness in the course of time. History will judge the MILF.

Our purpose here is to appeal to the CPP to give the MILF the benefit of the doubt whether its decision to sign the FAB with the Manila government will redound to the benefits of our people, or it is a doomed exercise. The MILF and the FAB are different from the MNLF and the GPH-MNLF Final Peace Agreement of September 2, 1996, respectively. The leadership of the MILF also differs from that of the MNLF, especially in orientation and approach.

More importantly, we appeal to the CPP not to judge the MILF and its policies and decisions on the basis of the Marxist-Leninist-Maoist ideology. Besides, the MILF and the CPP are coming from two different points. The CPP believes in armed struggle as the sole route to people’s liberation, while the MILF gives armed struggle and non-armed struggle almost equal footing in freeing the Bangsamoro from bondage.
We hope this appeal will not be like a voice in the wilderness!

Emmanuel Bautista will end his term in frustration as he is bound to fail miserably in his declared objective of "rendering irrelevant" the New People's Army (NPA) in the next few years. Bautista is widely regarded as the author of Oplan Bayanihan, the current counterinsurgency operational plan of the AFP.

The United Nations has approved during its 57th Plenary Session on December 18 a Philippine-sponsored resolution seeking interfaith and intercultural understanding and cooperation around the world.

Pakistan co-sponsored the resolution, which was adopted and supported by 51 member states.  The resolution improves on earlier UN resolutions seeking to promote greater tolerance and harmony among people of different cultures and religions around the world during the International Decade for the Rapprochement of Cultures (2013-2022).

We in the Government Negotiating Panel for Talks with the Moro Islamic Liberation Front (MILF) enter 2013 with the conviction to finish what we have begun together with the MILF.

The will and the goodwill are there to make this happen. The two negotiating partners, the Bangsamoro, the peoples of Mindanao, the Filipino public and the international community all want this peace process to succeed.  With this much public support, how can we not reach our goal?

It took some two years to achieve the set of consensus that now make up the Framework Agreement on the Bangsamoro (FAB). The difficult issues were set aside for the annexes.  Only in December did we begin work on a fourth annex.

Still, the GPH and the MILF are way past the mid-way mark after meeting only twice since the signing of the FAB on 15 October 2012. There has been much progress both in the substance and in the ‘languaging’ of the texts.

For one, there has been important breakthrough in coming to terms with the principles that will guide the “intergovernmental relations” between the Central and Bangsamoro governments and constituent parts.

An example is the principle to settle conflicts in laws, programs or policies in a non-adversarial manner. This way harmony is maintained between and among the parts not only under the P-Noy administration but also under all future national administrations.
The three lists defining the allocation of powers – reserved to the Central government, devolved or exclusive to the Bangsamoro, and concurrent – are almost complete. They make up the bulk of the Annex on Power-sharing.

Only about four power-sharing issues remain to be discussed. These remaining issues are substantial and rather technical. The parties have agreed to solicit advice from technical experts to help them find workable solutions.

There is a working consensus on a new and better sharing formula in relation to government revenues derived from the exploration and utilization of natural resources.
This wealth-sharing formula, a set of devolved taxes, and the system of block grants reflect the mutual desire of the two parties to achieve sustainable self-governance and fiscal autonomy for the Bangsamoro.

Soon, the GPH and MILF panels will be presenting to the public a jointly produced road map that shall serve as the official guide to the implementation of the FAB.
There are many more consensus points in the current draft annexes. These will be openly discussed in due time.

More importantly, both parties are open to consider options on the remaining eight or so issues, across the annexes, including the “technical impasse” pertaining to the Bangsamoro Transition Authority.

We firmly believe that there is no deal-breaker in this process, in which much trust and effort have been invested, and for which much more support will be given.
It should not take more than two months to finish the four annexes.  By this time, the Transition Commission should have been fully organized and ready to build on the terms laid out by the Panels in the Annexes.
The future is on track.

Kinukundena ng Partido Komunista ng Pilipinas (PKP) ang rehimeng Aquino sa paglulunsad ng malawakang opensiba at sa pagtatalaga ng mga armadong tropa nito laban sa mga rebolusyonaryong base at sa Bagong Hukbong Bayan sa kabila ng pansamantalang sabayang tigil-putukan sa pagitan ng National Democratic Front of the Philippines (NDFP) at ng Gubyerno ng Republika ng Pilipinas (GPH).

Batay sa mga ulat mula sa mga kumand ng Bagong Hukbong Bayan sa mga erya, may lumilitaw na padron ng paunang pagpapakat ng tropa ng Armed Forces of the Philippines (AFP) at ng mga espesyal na pwersa ng pulisya na malinaw na paghahanda para sa isang todo-todong opensiba sa pagtatapos ng kasunduan sa tigil-putukan sa Enero 15.

Tinutuligsa ng PKP ang mapanlansing pahayag ng Malacañang at ng AFP na nagsasabing matapat nilang sinusunod ang kasunduan para sa pansamantalang sabayang tigil-putukan habang isinasagawa ang mga opensibong operasyon sa tabing ng tinaguriang mga operasyong "peace and order". (Tingnan ang pinakahuling ulat sa ibaba.) Halatang-halata na sinasamantala ng AFP ang tigil-putukan upang buong-layang isagawa ang malawakan at malakihang operasyon dahil batid nilang magpipigil ang mga yunit ng BHB sa paglulunsad ng mga kontra-atake bilang pagtalima sa pansamantalang kasunduan ng tigil-putukan.

Ang patuloy na mga operasyong kombat, pagtatalaga ng mga tropa, militarisasyon at pagpapaigting ng operasyong paniktik sa mga komunidad sa kanayunan ay bahagi lahat ng pinaigting na kontra-rebolusyonaryong opensiba ng rehimeng Aquino ngayong taon. Bahagi lahat ito ng kapanyang panggerang Oplan Bayanihan nito upang wasakin ang Bagong Hukbong Bayan sa kalagitnaan ng taon, at ipasa ang tinaguriang mga operasyong counter-insurgency mula sa AFP tungo sa Philippine National Police (PNP).

Matingkad na naiiba sa todong paglapastangan ng AFP sa pansamantalang sabayang tigil-putukan, ang lubos na pagtalima ng mga yunit ng Bagong Hukbong Bayan at milisyang bayan sa kautusan ng Komite Sentral na ihinto at umiwas sa pagsasagawa ng mga operasyong opensibo. Pawang walang batayan at kasinungalingan ang mga bintang na paglabag ng BHB sa deklarasyon ng tigil-putukan ng PKP na inimbento ng AFP sa pamamagitan ng mga utusang-US na tagalubid ng kasinungalingan. Ulat ng mga opensibong operasyon ng AFP na paglabag sa kasunduan sa sabayang tigil-putukan

1. Simula Disyembre, ginagalugad ng mga elemento ng 57th at 40th IB ang mga baryo ng Old Bulatukan, New Israel at Biangan, pawang sa Makilala, North Cotabato at ipinwesto ang dalawang kanyong 105 howitzer na nakatutok sa Larangang Gerilya 51 at 72 ng BHB.

2. Nagtalaga ng tatlong seksyon ng sundalo ang 10th ID sa bawat barangay sa pagitan ng Mapula hanggang Barko-barko, Lumiad hanggang Riverside at sa Pandaitan, lahat sa Paquibato District, Davao City.

3. Nagtayo ng mga teskpoynt ang 10th ID sa mga daan patungong Paquibato upang pigilan ang mga bisita na makadalo sa mga pagtitipong masang nakatakda upang gunitain ang anibersaryo ng PKP noong Disyembre 26.

4. Patuloy na sinisindak ng mga elemento ng 69th IB at 84th IB ang mga residente ng Purok Isled, Barangay Damilag sa Calinan, Davao City upang pwersahin silang iulat ang kinalalagyan ng mga lokal ng yunit ng BHB.

5. Inaresto ng mga elemento ng 74th IB ang limang lokal na magsasaka noong Disyembre 21 sa Mulanay, Quezon at inakusahan silang mga kasapi ng Bagong Hukbong Bayan (BHB).

6. Inaresto noong Disyembre 25 ng mga elemento ng 302nd Brigade at lokal na pwersa ng pulisya sa Manjuyod, Negros Oriental si Oligario Sebas, na inakusahan ng militar na si Felimon Mendrez na diumano’y mataas na lider ng rebolusyonaryong kilusan.

7. Inaresto ng mga elemento ng Cagayan Valley Regional PNP noong Disyembre 28 sa Bagumbayan, Tuguegarao City si Rene Esmondo Abiva na pinagbibintangan din ng militar na diumano’y rebolusyonaryong lider.

8. Noong Enero 1, pinasok ng tatlong platun ng 84th IB ang Barangay Tambobong, Baguio District, Davao City at nag-operasyon sa lugar. Noong Enero 3, pinalaki pa ang pwersa mula sa ibang tropa, pwersahang pinalikas ng 84th IB ang 125 pamilya, pinagbawalan ang pagtatrabaho sa mga plantasyon at kinontrol ang paghahatid ng bigas at iba pang pagkain sa lugar.

9. Ilang oras bago mag-Disyembre 16, sa pagsisimula ng deklarasyon ng tigil-putukan ng rehimeng Aquino, palihim na pinasok ng isang platun ng 31st Infantry Battalion ang Barangay Hamorawon, Bulan, Sorsogon. Sa loob ng ilang araw, sinuyod nito ang mabundok na lugar hanggang sa may hangganan ng mga bayan ng Bulan at Irosin, bago bumalik sa kanilang kampo.

10. Naglunsad ng operasyong kombat ang mga elemento ng PNP Regional Public Safety Battalion (dating Regional Mobile Group o RMG) sa Barangay Macahoy, San Pascual, Masbate noong Disyembre 24 at 25. Noong Disyembre 28 at 29, niryed ng tropang ito ang bahay ng isang pamilya ng magsasaka sa Barangay Mabini na pinaghihinalaang aktibo sa rebolusyonaryong kilusan.

11. Noong Disyembre 23, dinukot ng mga elemento ng PNP Milagros, Masbate City at ng mga tropa 9th Infantry Battalion sina Olalio Gonzaga, 32, ng Barangay Bolo, Masbate City at si Noel Espinosa, 37, isang barangay tanod sa Barangay Miabas, Palanas, Masbate.

12. Noong Enero 2, pinasok ng mga elemento ng 2nd IBPA ang Barangay Sta. Cruz, Donsol, Sorsogon at naglunsad ng operasyong kombat laban sa Bagong Hukbong Bayan at mga rebolusyonaryong organisasyong masa sa lugar.

13. Patuloy na naglulunsad ng mga tinaguriang "peace and development teams" ng AFP ang paniniktik at operasyong saywar sa humigit-kumulang 40 barangay sa Bicol.
