AFP units implement 5-day SOMO in Surigao & Agusan

NSFA, Panacan, Davao City - The AFP’s Eastern Mindanao Command under Lt. Gen. Ricardo Rainier G. Cruz III implemented the five (5) day suspension of military operations (SOMO) effective July 27, 2014 in the municipalities of Placer, Bacuag, Tubod, Gigakit, Claver and Alegria all of Surigao del Norte and in Santiago, Kitcharao and Jabonga all of Agusan del Norte based on the directive issued by higher headquarters.
The 5-day ceasefire temporarily prevents the AFP from the conduct of deliberate offensive operations against the NPA except on movements or activities aimed to support the civil authorities, government instrumentalities and other agencies in promoting peace, development and humanitarian assistance programs.
Continuous joint Army and PNP pursuit operations in the said provinces resulted to 13 encounters with several NPA members killed in the course of the firefight while the wounded NPA were brought to different places as they scampered for safety and evade our forces.
From year 2010 to date, there were around 20 kidnappings/abduction committed by the CPP/NPA in Eastern Mindanao area. Some of which are the following:
On May 5, 2010, a candidate for vice-mayor of Surigao del Sur Roberto Luna, Jr., and four of his companions were kidnapped by NPA members along national highway in Monkayo, Compostela Valley Province.
On April 16, 2011, CPP/NPA kidnapped 2 civilians and 2 soldiers in President Roxas, North Cotabato.
On July 11, 2011, 4 jail guards were kidnapped by CPP/NPA in Kitaokitao, Bukidnon while the said jail guards were transporting convicts from Ozamis City to the Davao Penal Colony.
On July 6, 2014, CPP/NPA admitted they were responsible in killing Impasug-ong, Bukidnon Mayor Mario Okinlay in an ambush while the said mayor was on his way home from a community service.
On May 4, 2014, CPP/NPA kidnapped and used as human shield 39 innocent civilians who are all lumads in Brgy. Panamin, Mabini, Compostela Valley Province when cornered by the pursuing security forces.
On May 31, 2014, CPP/NPA kidnapped 5 innocent DENR surveyors in Brgy New Leyte, Maco, Compostela Valley while conducting inspection and validation in the area for the national greening project of the government.
On July 15, 2014, more or less 70 NPA members attacked the Indigenous Peoples (IP), “Lumad” community in Brgy. Sta Irene, Prosperidad, Agusan del Sur where 13 NPA members were killed while 4 bagani tribal guards and a soldier also were killed who repulsed the attack.
Joint AFP/PNP units are working closely with the concerned LGUs and other civilian stakeholders for the protection of the people and their communities from attacks, harassment and extortion activities by the CPP/NPA.
“CPP/NPA members are carrying terroristic attacks indiscriminately in the peace-loving communities including the peace-loving lumad villagers in Eastern Mindanao in an effort to undermine the developmental programs of the government”, a tribal leader said.
IP or Lumad communities in CARAGA and Davao region are continuously abused and exploited by the CPP/NPA and its partner organizations through deception as the key to the recruitment.
