Insurgency-Free Province of Dinagat Islands
CAMP EVANGELISTA, Cagayan de Oro City– The provincial government of Dinagat Islands signed a memorandum of agreement declaring the province as Insurgency-free in a ceremony held at the Provincial Capitol, Dinagat Islands on December 17, 2014 at 10:00 am in the morning.
Through the Commander 402nd Infantry Brigade and the Provincial Director of Dinagat Islands Provincial Police Office jointly recommended to the Provincial Peace and Order Council of Dinagat Islands that the province is Insurgency-free in view of the existing peaceful security situation and ready for further development.
A province is considered insurgency free based on the following parameters. There has been no influence of the CPP-NPA; No record of terrorist and NPA initiated violent incidents and criminal activities are manageable by the PNP.
Major General Oscar T Lactao, Commander 4ID said, “Province of Dinagat Islands would only be the beginning for an insurgent-free Caraga region. People all over Caraga already realized that insurgency has only brought destructions and loss of precious lives. That is why before the NPA can have their foothold to the Province of Dinagat Islands, all the stakeholders have converged their efforts especially in going to all communities to conduct information drives to help the people see the unfortunate situation in other areas. This is the essence of adopting the “Bayanihan” approach in solving the insurgency situation.
“Let us take Bohol as an example wherein once they were declared to be insurgent-free, Bohol became a top tourist destination in the country. Investments poured in as investors are more confident to do business in areas where peace and security exist. Many jobs were offered since there is relatively peaceful environment in the province. This is what we envision for the whole Caraga region to become. This province has lots of wonderful places to be proud of, with peace and security, progress and development can certainly follow.
