AFP gains another ground in its peace and security efforts in the Visayas

CAMP PERALTA, Jamindan, Capiz – The Armed Forces of the Philippines (AFP) through the Army’s 3rd Infantry “Spearhead” Division has gained another ground in its peace and security efforts in the Visayas after the joint declaration of Capiz as Peaceful and Ready for further Development Province.
Hon Victor Tanco, Sr, Governor of Capiz; Major General Rey Leonardo Guerrero, Commander of the 3rd Infantry Division, Philippine Army, representing the AFP; and Police Chief Superintendent Josephus Angan, Regional Director of Police Regional Office-6 for the PNP signed the joint declaration at the Hall of Governors, Capiz Provincial Capitol in Roxas City last December 23.
The issuance of the joint declaration is a manifestation that the sustained peace and security efforts of the AFP, the intensified internal security operations of the PNP and the continuing economic and developmental activities spearheaded by the province of Capiz have successfully prevented and denied the insurgents of their expansion efforts over the area. Major General Rey Leonardo Guerrero said, “Having a peaceful community and environment in the province, Capiz can now move forward towards faster development. Our gains in peace efforts must be sustained by working closer together with the stakeholders in pursuing our goal for this province to become an insurgency-free.”
The Army’s 301st Infantry “Bayanihan” Brigade under the command of Colonel Eric Uchida facilitated the signing of the joint declaration.
“We will continue with our Bayanihan Team Activities (BTAs) in the hinterland Barangays of Capiz together with our partners in the local government units and the people of this province for the sustainment of development programs as well as infrastructure development projects,” Colonel Uchida said.
The stable peace and security situation being experienced in the province under Governor Victor Tanco, Sr, had paved the way for uninterrupted inflow of investors and infrastructure development projects. Gov Tanco, Sr said that conflict was never a way to achieve peace. Instead, we should start change from within.
Just a day before the declaration of Capiz province, Roxas City, the province’s capital was declared as Peaceful and Ready for further Development City. In October 29, 2014, the AFP through the 3rd Infantry Division, Philippine Army handed over the responsibility over the internal peace and security efforts in Guimaras to its Provincial Peace and Order Council as the peace and security situation continue to improve while being an insurgency-free province for the past six years.
While in May 7, 2014, the province of Negros Oriental was declared as conflict-manageable and development ready due to the dwindling level of insurgency in the province. It is a manifestation that the people of Panay and Negros Islands are now moving out from the communist affectation and really desire to move forward for further development.
The 3ID also urged the people to continue to foster “Bayanihan” and collaborate in the efforts to end the insurgency towards a better Visayas region.
