Effects
CASUALTIES
  • 43 dead and 78 injured were reported in Region II, III,IV-A, NCR, and CAR
  • A total of five (5) persons were reported missing in Regions I, III and CAR.
AFFECTED POPULATION
  • A total of 268,877 families or 1,242,239 persons were affected in Regions I, II, III, IV-A, V, NCR and CAR.
  • Inside 455 ECs – 25,182 families/113,584 persons
  • Outside ECs – 85,668 families/384,998 persons
  • All evacuees in the provinces of Quezon, Cavite, and Rizal (Region IV-A) have returned to their respective houses.
  • A total of 5,426 families or 23,993 persons were pre-emptively evacuated in Regions I, II, III, IV-A, and CAR.
INCIDENTS MONITORED
  • A total of 818 incidents were monitored in Regions I, II, III, NCR, and CAR:
    • 765 flooding incidents in Pangasinan, Isabela, Nueva Ecija, Tarlac, Bulacan, Pampanga, Zambales, Cagayan, and Benguet
    • Six (6) drowning Regions II, III, IV-A, and CAR; and,
    • Four (4) landslides in Regions I and CAR;
    • Two (2) collapsed wall in Zambales;
    • Two (2) electrocution in Regions II and III;
    • Five (5) toppled tree in Regions I and NCR;
SUSPENSION OF CLASSES AND WORK
  • A total of 5 cities, and 21 municipalities in Regions I, III, and CAR have suspended classes on 22 October 2015.
  • Classes in all levels in Region II have already resumed.
  • A total of three (3) provinces, three (3) cities and 19 municipalities in Regions I, III, and CAR have already resumed classes.
  • The CSC Examination scheduled on 18 October 2015 in Regions I, II, NCR, and CAR, and in the Province of Tawi-tawi has been cancelled as a precautionary measure.
  • Work in all government offices, except frontline service providers and response agencies, in Regions I, II, III, and CAR were suspended on 19 October 2015.
DAMS
  • Ambuklao has 3 gates open (1.5m)
  • Binga has 4 gates open (2.1m)
  • San Roque has 1 gate open (0.1m)
  • Magat has 1 gate open (1m)
ROADS AND BRIDGES
  • 102 road sections and 11 bridges are not passable due to flooding and landslides in Regions II, III, V, and CAR.
  • All roads and bridges in Region V are now passable.
POWER SUPPLY
  • Power interruptions/outages were reported in 6 cities and 90 municipalities in Regions I, II, III, IV-A, IV-B, and CAR.
  • Province-wide power outages still remain in Kalinga and Aurora.
  • Power has been restored in 11 cities and 265 municipalities I, II, III, IV·A, and CAR.
COMMUNICATIONS
  • All communication lines are open.
TRANSPORTATION SERVICES
  • On 17 October 2015, 5:50 PM, LTFRB RIII and Genesis Transport were advised to suspend operation of buses and mini-buses travelling via Baler, Baler-Cabanatuan/Baguio Routes.
  • On 18 October 2015, LTFRB advised RORO Bus Operators (Batangas Route) and Bus Operators for Regions I, II, IV-A, V to stop operations due to poor weather/sea state conditions.
  • On 19 October 2015, LTFRB, as per recommendation of DOTC-CAR, advised all motorists and Public Utility Vehicle (PUV) transportation companies in Benguet Province and Baguio City to suspend operations due to continuous heavy rains and strong winds.
SEAPORTS
  • A total of 8 passengers and 3 motorized bancas are still stranded in Port of Aparri due to rough sea condition.
AIRPORTS
  • Since 16 October 2015, a total of 103 flights (100 domestic and 3 international flights) have been cancelled due to bad weather.
  • Two (2) domestic flights were cancelled on 22 October 2015.
  • As of 8:00 AM, 20 October 2015, San Fernando Airport operations were suspended due to flooding, affecting general aviation and training flights.
  • Issued Notice to Airmen (NOTAM) on 20 October 2015, 3:30 PM.
  • Training flights at Lingayen Airport were suspended due to strong winds and rains. No reported damage to airport.
DAMAGED HOUSES
  • A total of 21,199 houses were damaged in Region I, II, III, and CAR.
COST OF DAMAGES
  • A total of P7,543,461,104.63 estimated cost of damages to agriculture and infrastructure in Regions I, II, V, and CAR:
    • agriculture – P6,626,070,673.63
    • infrastructure – P917,390,431.00
COST OF ASSISTANCE
  • A total of P26,574,528.98 worth of assistance was provided by DSWD and LGUs of Regions I, II, III, V, and CAR.

  • A total of two (2) provinces, one (1) city, and nine (9) municipalities were declared under State of Calamity.

Disaster response
  • Activated Response Cluster effective on 16 October 2015, 12:00 NN, to monitor and act accordingly on identified/required needs and resources for response operations.
  • Conducted Response Cluster meeting on 17 October 2015, 2:00 PM at NDRRMC Conference Room.
  • Issued OCD Travel Order No. 200, s. 2015 re Authority to Travel to Region III for the deployment of the National Rapid Damage Assessment and Needs Analysis (RDANA) Team from 21 to 27 October 2015.
  • Initial assessment led by SSWD with SILG, ED, NDRRMC and other NDRRMC Officials was done on 21 October 2015 in Baler and Casiguran, Aurora.
  • RDRRMC Region I conducted Aerial Survey in the Western and Eastern part of Pangasinan following the Agno River System and some parts of Central Pangasinan on 21 October 2015.
  • The Response Clusters activated the Emergency Response Information Center (ERIC). ERIC introduced and utilized the web-based platform, “Philippine National Disaster Response Pillar”, intended for information exchange and harmonization of the efforts of all government agencies responding to any eventuality.
  • Activated volunteer groups for Search, Rescue and Retrieval (SRR) and Rapid Emergency Telecommunications Team (RETT).
  • RDRRMC I – two (2) regional RDANA Teams are on standby for possible deployment.
  • On 21 October 2015, 7:25 AM, DSWD Secretary Corazon Juliano-Soliman, DILG Sec. Mel Senen Sarmiento, NDRRMC Executive Director and OCD Administrator Usec. Alexander P. Pama, representatives from Philippine Disaster Response Foundation and PAF proceeded to Baler, Aurora for distribution of food items to the affected families.
  • PNP Personnel were deployed as security to different evacuation centers in the affected regions.
  • Barangay Peace-Keeping Action Teams (BPATs) of Local Government Units (LGUs) were mobilized to support maintain law and order.
  • RDRRMC Region I conducted Aerial Survey in the Western and Eastern part of Pangasinan following the Agno River System and some parts of Central Pangasinan on 21 October 2015.
CAMP COORDINATION AND CAMP MANAGEMENT
  • A total of 268,877 families or 1,242,239 persons are affected of which 25,182 families/113,584 persons are inside 455 evacuation centers and 85,668 families/384,998 persons are outside evacuation centers in Regions I, II, III, IV-A, V, CAR, and NCR.
  • DSWD Quick Response Team (QRT), Social Welfare Action Development Team (SWADT), and Municipal Action Team (MAT) continuously coordinates with their respective Local Government Units (LGUs) and monitors affected families inside and outside the evacuation center.
  • OCDRC I endorsed report from DENR-MGB I to the Provincial Government of llocos Sur for appropriate action regarding landslide in Barangays Bequi-Walin, Lidlidda, llocos Sur and possible evacuation of families in the said barangays and Barangay Mapanit, Burgos.
  • DILG III issued an Advisory on the implementation of Forced Evacuation dated 17 October 2015 especially in flood, landslide and storm surge-prone areas in the Province of Aurora.
  • Baler MDRRMC – on 18 October 2012, conducted evacuation in Sitios Sta. Monica and Manggahan, Barangay Pingit, Baler, Aurora due to possible flooding.
  • Coast Guard Sub-station (CGSS) San Fabian conducted evacuation operations at Barangay Lekep, San Fabian, Pangasinan.
  • PCG conducted evacuation operations to affected families/individuals at Barangays Alacan, Nibaliw, Vidal and Nibaliw Narvarte, San Fabian Pangasinan.
FOOD AND NON-FOOD CLUSTER
  • On 200830H October 2015, ATD of PCG Bus at HPCG composed of 50Draftees, 6 PCG Non-Officers and 2 drivers reported to DSWD Pasay City for repacking of relief goods.
  • OCD II distributed NFls to the Provinces of Cagayan and Isabela
  • Rosales Fire Station personnel assisted in unloading of relief goods at the DSWD Office.
  • NOLCOM housed 2,000 FFPs (200 sacks) of relief goods from ABS-CBN Sagip Kapamilya.
  • OCD MIMAROPA in coordination with Oriental Mindoro PDRRMO, PRC and Philippine Ports Authority Calapan provided meals to stranded passengers in Calapan Port, Oriental Mindoro.
  • Of 7,500 food packs delivered from NROC 1,500 packs received by Bayombong, Nueva Vizcaya; 6,000 packs are in Kawayan, in transit to Ilagan.
  • A total of 46,000 FFPs are in transit to Regions 1, 2, III (Baler), IVA (Quezon Province) & CAR.
  • 7th 10 provided one (1) M35 truck and six (6) personnel from 3rd Mech Division to transport family food packs of DSWD III to Castillejos, Zambales on 18 October 2015.
  • A total of 1,216 FFPs were repacked by volunteers and Field Office staff at GMA Cavite warehouse.
  • Prepositioned the following non-food items at DSWD-NROC: 148,219 pcs. Malong; 863 pcs. bath towels (assorted color, 68.58×127 sq.cm.); 8,079 pcs. Bath towels; 46,538 pcs. blankets; 9,715 pcs. mosquito net; and 38 packs of family kit (set of kaldero, kawali, ladle, drinking glass, cups, plate, spoon, fork, mats, blanket, and mosquito net).
  • AFP provided eight (8) trucks and 60 personnel at NROC for the delivery of relief goods to Region I.
  • A total of 2,000 family food packs were delivered by Field Office III to Baler, Aurora.
  • The following number of Family Food Packs were delivered by National Resource Operations Center (NROC) to the identified areas:
    • Bulacan – 300
    • Nueva Ecjia – 400
    • Tarlac – 300
    • San Fernando, Pampanga – 5,000
  • DPWH district offices may be used as temporary warehouse for relief good.
  • A total of 83,177 family food packs are prepositioned in 96 municipalities of 17 provinces in Regions CAR, I, II, III, and IV-A.
  • Isabela Province provided a total of P84,000.00 worth of assistance.
  • A total of 2,800 family food packs were delivered by National Resource Operations Center (NROC) to Field Office III.
  • DSWD-NROC has procured Non-Food Items (NFIs):
    • 148,219 pcs malong
    • 863 pcs bath towel (assorted color,68.58 x 127 sq. em.)
    • 8,079 pcs bath towel
    • 46,538 pcs blanket
    • 9,715 pcs mosquito net
    • 38 packs of family kit (set of kaldero, kawali, drinking glass, cups, plate, spoon, fork, mats, blanket, and mosquito nets)
  • Out of the released 57,248 Family Food Packs (FPPs), 51,596 were received by Field Offices, I, II, III, NCR, and CAR, while 5,652 are in transit.
  • A total of P977,399,596.95 standby funds are available at Field Offices CAR, I, II, III, IV·A, IV-B, V and NROC.
  • To date, a total of ₱26,574,528.98 worth of assistance was provided by DSWD (₱17,782,382.48), LGUs ₱8,754,346.50), and NGOs (₱37,800.00) to the affected population in Regions I, II, III, V, and CAR.
  • Philippine Army deployed the following:
    • One (1) platoon of Alpha Company, 241B to conduct SAR Operations in the Municipalities of Burgos, Bani, and Agno in Pangasinan.
    • Two (2) M35 Trucks with eleven (11) personnel loaded with relief goods from DWSD FOI Warehouse to Burgos and Infanta, Pangasinan
    • One (1) team of 702 Infantry Brigade to conduct SAR operation in the affected barangays of Urdaneta City, Pangasinan.
  • Zambales PDRRMC
    • PSWDO – Availability of family food packs ready for distribution.
    • PRC provided family pack of biscuits to the evacuated families.
  • DSWD joined the ocular inspection on 21 October 2015 in Baler, Aurora and distributed food and non-food items:
    • Baler – 342 FFPs
    • Casiguran – 1,158 FPPs, 1,008 mosquito nets, 1,980 blankets, 2,000 malong, and 880 packs used clothing and bottled water
  • A total of 50 Draftees and five (5) PCG Non-Officers were dispatched for repacking of relief goods at DSWD Pasay.
  • PCG assisted in the distribution of relief good from PDRRMC Pangasinan to MDRRMC Mabini, Pangasinan.
EMERGENCY TELECOMMUNICATIONS CLUSTER
  • Satellite Phone Systems at OCD Central Office and Regional Office I, II, III, IV-A, IV-B, V, and CAR are on standby.
  • CEISSAFP units at Regions I, II, III, IV-A, IV-B, V, and CAR are alerted and on standby to provide emergency radio communications through HF, VHF, and UHF spectrum.
  • Prepared CEISSAFP Communications Van and Mobile Communications Tower for possible dispatch.
  • AFP issued instruction/advisory to: major services to standby for deployment; Joint Task Force – NCR to assume control of HADR and transport team to Clark; and Northern Luzon Command (NOLCOM) to assume control of HADR and JTFNCR and to coordinate with RDRRMC in the area. 7th ID and AFP 503rd IB provided communications link on site. RETT is on standby with one (1) mobile communications van composed of 1 Broadband Global Area Network (BGAN), 1 Harris manpack 5800 with complete accessories, 1 Motorola GM300 base radio, 1 HF 2301 transceiver hawk, 1 Motorola GM700 repeater, 1 power supply (Harris), 1 Telephone extender (Aguinaldo line), 1 Generator Set (4.5 kVa), 1Printer, 1 Vari Loop Antenna, and 1 Antenna Post (aluminium).
  • PNP Communications and Electronic units at Regions I, II, III, IV-A, IV-B, V, and CAR are alerted and on standby to provide emergency radio communications through HF, VHF, and UHF spectrum; National and Regional RETT from PRO III, IV-A, and NCR ready for deployment with HF, UHF, and VHF capability.
  • BFP Communications and Electronic units at Regions I, II, III, IV-A, IV-B, V, and CAR are alerted and on standby to provide emergency radio communications through HF, VHF, and UHF spectrum; deployed their Signal Units to support SRR.
  • SMART/SUN Telecommunications prepositioned its equipment and standby its personnel for possible restoration activities. Prepared stock of spares and fuels; disseminated emergency broadcast messages on 17 October 2015 in Aurora, Isabela, Quirino, Polillo Islands, Nueva Ecija, Nueva Vizcaya, Ifugao, and Northern Quezon; RETT on standby with 4 Thuraya Satellite phones; Ongoing restoration of cell sites in affected areas; Flood Alert message was disseminated through emergency broadcast on 19 October 2015, 9:00 PM in the towns of San Miguel, Asingan, Santo Tomas, Villasis, Alcala, Bautista, Bayambang, Urbiztondo, and San Nicolas.
  • Globe Telecommunications prepositioned its equipment and standby its personnel for possible restoration activities; prepared stock of spares and fuels; disseminated emergency broadcast messages on 17 October 2015 in Aurora, Isabela, Quirino, Polillo Islands, Nueva Ecija, Nueva Vizcaya, Ifugao, and Northern Quezon; Ongoing restoration of cell sites in strategic locations waiting for advise from security group in areas still unsafe to commence recovery; Ongoing monitoring of the situation in their Operations Center and Regional Command Center in Tarlac; Flood Alert message was disseminated through emergency broadcast on 19 October 2015, 9:00 PM in the towns of San Miguel, Asingan, Santo Tomas, Villasis, Alcala, Bautista, Bayambang, Urbiztondo, and San Nicolas.
  • Red Cross Team on Radio Telecommunication is on standby.
  • NTC – Issued Memorandum to all Public Telecommunications Companies and to all concerned NTC Regional Offices in preparation to Typhoon LANDO.
  • NTC – Coordinated with Philippine Amateur Radio Association (PARA) to monitor the condition of the affected areas through their local amateur radio associations.
  • PCG – RETT on standby at Coast Guard Weapons, Electronics and Information System Service (CGWEIS)with HF and VHF radio capability.
  • DSWD- RETT on standby with 3 satellite phones, 1 portable Generator Set, 1 GSM Repeater/Extender, 1 Pair WiFi Radio point-to-point 5 GHz, 1 Omni WiFi Antenna, 1 Satellite Broadband, and 1 Laptop Computer.
  • Philippine Amateur Radio Association (PARA) on standby to monitor reports from amateur radio groups. PARA through PARA DU Net went into Ham emergency radio operations mode commencing at 7:00 PM and monitored reports from the eastern seaboard of Luzon; HERO operators were dispatched to man the DX1 PAR and NTC Central Stations.
  • NOLCOM established communication redundancies and conducted radio checks with SID, 71D, NTF40, TOG1, TOG2, and TOG3.
  • 502 Brigade, PA installed Harris Manpack Radio at RDRRMC Operations Center, Tuguegarao City, Cagayan.
  • 5ID, PA installed Harris Manpack Radio at Cordillera RDRRMC Operations Center, Baguio City as back-up communications system.
  • 561B , PA augmented the Radio Communications Group at the Operations Center, OCD III, San Fernando City, Pampanga.
  • BFP deployed their Signal Units to support SRR.
  • REACT alerted their units at Regions I, II, III, IV-A, IV-B, V, and CAR to be on standby to provide emergency radio communications through HF, VHF, and UHF Spectrum; continuously provides information to the NDRRMC Response Pilar through civic radio volunteers; deployed units to Emergency Operations Centers in La Union, Isabela, Nueva Ecija, Bataan, Olongapo, Pampanga, Quezon, Baguio, Marinduque, Laguna, Camarines Sur, Camarines Norte, Palawan and NCR.
  • ERIC deployed their Response Pillar Information Management System; Personnel deployed at NDRRMC Operations Center for augmentation to the Response Cluster Pillar.
  • TEAM48 deployed a seven (7) man RETT with two (2) 4×4 vehicles in Casiguran, Aurora with the following capabilities: one (1) ISAT Hub for satellite internet communications, one (1) Iridium satellite phone, and climbing and Emergency equipment; established satellite communications in Casiguran, Aurora.
  • ASEAN Coordinating Center for disaster management (AHA Center) – RETT on standby with the following capabilities:
    • 2 Broadband Global Area Network with phone
    • 3 Satellite phones
    • 6 UHF Radio
    • 2 Camera
    • 2 WiFi Router
    • 6 Global Positioning System (GPS)
    • 3 GSM Phones
    • 3 GSM Modem
  • DSWD RETT installed satellite communication in Casiguran Aurora
  • AFP provided 3-Team Communication Van with operators, to join the national Rapid Emergency Telecom Teams to be deployed in Nueva Ecija and Aurora Provinces
  • United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) – RETT on standby with the following capabilities:
    • One (1) Emergency Radio Suitcases (FM)(25km signal radius, 98.7 tune-in frequency)
    • One (1) deployable High Frequency (HF) Radio
LOGISTICS CLUSTER
  • A total of 930 DRRM Teams and 1,674 crew and equipment operator are on standby in Regions II, III, IV-A, IV-B, V, CAR and NCR.
  • A total of 349 trucks and 334 heavy equipment are on standby in Regions II, III, IV-A, IV-B, V, CAR, and NCR.
  • AFP, PNP, BFP, and PCG transport assets are on alert for possible HADR in their AOR.
  • DOTC suspended/postponed all motorist and UV transportation companies in CAR due to weather situation.
  • PCG imposed “No Sail” policy along the Eastern and North Western Seaboards of Luzon.
  • DPWH Regional Offices I, II, III, and CAR prepositioned heavy equipment and identified personnel for possible road clearing operations.
    • Commence rehabilitation works on Bocon Bridge, Catanduanes once the flood has subsided.
    • Regional Offices I, II, III, and CAR heavy equipment and personnel are prepositioned in identified and possible road clearing operations.
    • Installed warning signs in affected areas.
    • Clearing operations in Cordon-Aurora Road was suspended due to heavy rains and gusty winds.
  • Armed Forces of the Philippines (AFP) detailed the following medical teams for possible deployment and prepositioned medical equipment:
    • Army General Hospital – detailed one (1) Medical Doctor, one (1) Nurse, and one (1) Corpsman; prepositioned one (1) ambulance, one (1) stretcher, one (1) oxygen tank, and one (1) medical kit.
    • Camp Aquino Station Hospital – detailed one (1) Medical Doctor, One (1) Nurse, one (1) Driver, and one (1) Technician; prepositioned one (1) first aid kit with complete accessories, one (1) stretcher, one (1) oxygen tank and minor set, and one (1) Hi-Ace ambulance.
    • AFP Medical Center – detailed two (2) medical teams composed of:
      • Medical Team 1: one (1) Medical Doctor, one (1) Nurse, one (1) Corpsman, one (1) Ambulance Driver; prepositioned one (1) ambulance, one (1) stretcher, one (1) oxygen tank, and one (1) medical kit; and
      • Medical Team 2: one (1) Medical Doctor, one (1) Nurse, one (1) Corpsman, one (1) Ambulance Driver; prepositioned one (1) ambulance, one (1) stretcher, one (1) oxygen tank, and one (1) medical kit.
  • Army Station Hospital, 21D – detailed two medical teams (primary and alternate):
    • Primary: one (1) nurse, one (1) driver, two (2) aidman, and one (1) driver; prepositioned one (1) ambulance, one (1) spine board, and one (1) medical kit; and
    • Alternate: one (1) nurse, one (1) driver, two (2) aidman, and one (1) driver; prepositioned one (1) ambulance, one (1) spine board, and one (1) medical kit.
  • Air Force General Hospital – detailed one (1) medical doctor, one (1) Nurse, two (2) aidman, and one (1) driver; prepositioned one (1) ambulance, one (1) spine board, and one (1) medical kit
  • A total of 58 Disaster Response Units (DRUs), 60 officers, 1,015 enlisted personnel, 99 trucks and 15 boats of Armed Forces of the Philippines are on standby, as follows:
  • H51D – 12 officers and 280 enlisted personnel with 11 KM250 trucks, two (2) KM450 trucks, six (6) ambulances, one (1) KM451 in H5ID, Gamu, Isabela
  • 503,d BDE – one (1) officer and nine enlisted personnel with one (1) KM451 in Barangay Calanan, Tabuk City , Kalinga
  • 541B – one (1) officer and 23 enlisted personnel with one (1) elf in Barangay Calanan, Tabuk City, Kalinga; 18 personnel with one (1) KM450 In Barangay Butigue, Paracelis, Mt. Province; ten (10) personnel with one (1) KM450 in Klangan, Ifugao; one (1) personnel in Baguio City ; and one (1) personnel In Bontoc, Mountain Province
  • 50lB – 18 enlisted personnel with one (1) cargo truck KM 450 in Ugnayan Center, Bangued, Abra; and nine (9) enlisted personnel with one (1) cargo truck KM 450 in Ugnayan Center, Barangay Bulanao, Tabuk City, Kalinga.

NDRRMC
  • Alert status at the NDRRMC Operations Center was raised to Red Alert effective 12:00 NN, October 16, 2015, to continuously monitor and ensure dissemination of Weather Advisories, 24-hour Public Weather Forecasts, Gale Warnings, and General Flood Advisories to all RDRRMCs/OCDRCs through SMS, facsimile, and websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels.
  • Pre-Disaster Risk Assessment (PDRA) Meetings were conducted on 14, 15, and 16 October 2015, 11:00 AM and 17 October 2015, 8:00 AM at the NDRRMC Conference, Camp General Aguinaldo, Quezon City.
  • Directed OCD Regional Centers I, II, III, IV-A, IV-B, V, VI, NCR, and CAR to conduct PDRA Meeting and raise respective alert levels corresponding to the forecast situation in their respective AORs to ensure the execution of preparedness actions and coordination with concerned agencies.

PAF MOBILE DISASTER RESPONSE UNIT
  • Prepositioned the following personnel and assets: C130, three (3) helicopters, WASAR Team, SAR Team, Task Force team composed of ambulance, doctors, engineers, security and Communication team and RDANA team.
PHILIPPINE COAST GUARD (PCG)
  • Issued guidelines to all PCG fronline units and reminded them to make necessary and proactive measures in order to determine possible adverse effect of the weather disturbance in their respective AOR.
  • Directed all PCG frontline units to place all response assets on standby for possible deployment.
  • Advised fisherfolks not to venture out at sea until the weather improves.
  • Advised all PCG Units to ensure strict implementation of HPCG Memorandum Circular Number 02·13 (Guidelines on Movement of Vessels during Heavy Weather).
PCG I
  • Deployed additional personnel with one vehicle (Isuzu Truck) in Ilocos Norte and Ilocos Sur to augment in Deployable Response Group.
  • Rendered duty at RDRRMC Operation Center to monitor and facilitate coordination.
PCG II
  • Implemented No Sail Policy.
  • On heightened alert status, 2417 manning of respective command centers and close monitoring of maritime incidents within AOR.
  • Activated Deployable Response Group (DRG) within Cagayan/areas
  • Directed all Coast Guard Stations/Substations to coordinate with coastal barangays, ship master/owners and be guided on the memorandum circular regarding movement of vessel.
  • Continuous dissemination of weather bulletins to sub-stations, coastal barangays, and fisherfolks.
CGD NORTHWESTERN LUZON (CGDNWLZN) AND SOUTHERN TAGALOG (STL)
  • Placed all district operations center in their AOR on standby.
  • Placed all WASAR teams in their AOR on standby.
  • Coordinated with local leaders to prevent fisherfolks and other small sea vessels from venturing out on the sea.
CGD BICOL
  • Implemented No Sail Policy for provinces with public storm warning signal.
  • Ensured that all assets are ready for deployment.
  • Coast Guard Stations coordinated to all LGUs in their respective AORs.
  • Placed all units on heightened alert.

CGD NCR & STL
  • Instructed Coast Guard Stations (CGS) to undertake necessary precautions for the possible effects of TY LANDO and ensure the readiness of rescue assets.
  • Continuously providing updates to all PCG units on the latest Public Weather Forecast and advisories for gale warnings to warn small boats and fishermen of sea conditions, as well as flood and landslide alerts to warn residents in low-lying and flood-prone areas.
CGD STL
  • Placed rescue boats and equipment on standby and ready to be mobilized.
CGD PALAWAN
  • Directed the five coast guard stations and 23 substations in the Province of Palawan to be on alert.
  • Monitors for typhoon related maritime incident that may occur in their AOR.
  • Advised all CGS to strengthen their coordination with MDRRMCs.
  • Alerted all deployable response team with response equipment.
  • Encouraged to use tri-media in disseminating weather advisory to fishermen, boat operators, and tourists within the AOR.
  • Placed rescue boats and equipment on standby and ready to be mobilized.
BUREAU OF FIRE PROTECTION (BFP)
  • Directed all Regional Offices to disseminate information materials/flyers on disaster preparedness and activate their respective stations.
  • Formulated contingency measures and proactive steps for the requirements of the emergency related services.
  • Directed all BFP personnel to be on standby to extend the necessary assistance in case of emergencies and eventualities.
  • Ensured the availability of fire personnel, apparatus, and auxilliary units.
  • Directed all BFP operation units to cancel all leave application of personnel.
  • Directed personnel to conduct “Ugnayan sa Barangay”, particularly on the Basic Safety Tips on what to do during the typhoon.
  • Readied Running Card System in case of fire incidents/conflagration.
  • Placed Communications and Electronics (COMMEL) units in Regions I, II, III, IV-A, IV-B, V, and CAR on standby to provide emergency radio communications through VHF spectrum.
BFP II

  • Advised all Provincial Fisheries Offices (PFOs), Division Chiefs, Station Heads, and Project Leaders to secure people, facilities, and projects within their AOR.
  • Advised Response Group/QRTs to be on alert and prepare vehicles and floating assets for deployment.

  • Advised fisherfolks and fishing vessel operators not to venture into fishing activities and seek advise from MARINA, PCG, and other authorities.

  • Advised mining companies to monitor mine waste dumps and siltation ponds.

NATIONAL TELECOMMUNICATIONS COMMISSION (NTC)

  • Coordinated with Telecommunications Companies to ensure the continuous provision of services.
NATIONAL FOOD AUTHORITY (NFA)
  • Activated Operations Center to ensure ready assistance.
  • Constant market monitoring is undertaken.
  • Continuous coordination with Local Government Units and other relief agencies.
  • Open warehouse for rice issuance/withdrawals for relief operations.
  • Send wire authority to NFA-NCR relative to the request of DSWD to purchase 7,861 bags of NFA rice intended for Typhoon LANDO relief operation.
NFA I
  • Ensured the availability of rice supply in case of relief operations.
PIA
  1. Alerted PIA Regional Offices I, II, III, IV-A, IV-B, V, VI, NCR, and CAR for close monitoring and instructed to send situational reports through existing communication channels. 
PIA I
  1. Activated Regional and Provincial Offices and Information Officers to cover, gather and disseminate typhoon-related reports to the media, information networks, social media accounts and telephone recipients.
  2. Regional and La Union Office personnel on standby duty at RDRRMC1 OpCen.
PIA II and IV-A
  1. Constantly monitors the weather updates and disseminates the information to the public.
 PIA IV-A
  1. Continuously disseminates weather advisories and warning alerts to the public through text blast system, social media, and various media outfits.
  2. Instructed Provincial Directors to closely coordinate with LDRRMCs and Loca Information Officers.
PIA CAR
  1. Ensured that information on road condition especially access points in and out of provinces are regularly sent to various media outfits for fast dissemination.
  2. Intensified information dissemination of weather updates, advisories and provincial situations.
NATIONAL ELECTRIFICATION ADMINISTRATION (NEA)
  • Advised Regions I, II, III, and CAR Electric Cooperatives to take necessary contingency measures in order to avert any damage to the distribution facilities of evacuation centers in franchise areas. Subsequently, advised to undertake the following :
    • Prepare and implement contingency measures for the distribution system to ensure readiness
    • Conduct a thorough inspection of the entire distribution system and perform the necessary preventive maintenance, right-of-way clearing, and temporarily collapse power substation infrastructure which may be destroyed
    • Conduct inventory of materials and to preposition them in strategic areas for immediate access
    • Organize a skeletal force/personnel as Quick Response Team for any line or equipment breakdown
    • Assign a stationary lineman in every strategic area to render immediate response
    • Maintain a back-up generator and inventory of critical materials in strategic areas
    • Report all significant outages to NEA
    • Coordinate with local officials and NGCP representatives for harmonization and synchronization of contingency efforts
METROPOLITAN MANILA DEVELOPMENT AUTHORITY (MMDA)
  • Composite teams from different departments are on alert.
PHILIPPINE PORTS AUTHORITY (PPA)
PPA BATANGAS
  • Conducts headcountlupdating of stranded passengers every four (4) hours.
  • Convened port management and shipping lines to discuss actions to be taken on stranded passengers and vessels.
Department of Energy (DOE)
  • Coordinated with Petron and Shell Petroleum Companies regarding fuel stocks inventory; with available stocks.
National Grid Corporation of the Philippines
  • Mobilized its line crew and conducting aerial and ground patrol to inspect and assess the impact of the typhoon to its operations and facilities.
  • Implemented necessary preparations and precautions to minimize the impact of storm on its operation and facilities which includes ensuring availability of hardware materials and supplies necessary for the repair of damages to facilities and prepositioning of line crews in strategic areas.
  • Continuously monitors and inspects transmission lines and other facilities affected.
