“For my part, I believe it (passage of Bangsamoro Basic Law) would certainly push Mindanao, and the Philippines, further into the global spotlight,” President Benigno S. Aquino III said in his message during the inauguration of the 300-MW Davao baseload power plant last Friday (Jan 8).
“Each time I speak about Mindanao, I mention how the goal for our administration is to transform it, from the Land of Promise, to the Land of Promises Fulfilled,” he said.
The President cited the beginning of transformation in the Autonomous region in Muslim Mindanao (ARMM) under the leadership of Regional Governor Mujiv Hataman.
“Gov. Hataman chose to carry out policies as dictated by all stakeholders, and the effect has been palpable,” he related.
Aquino mentioned the BOI-ARMM approved investments that increased to P3.9 billion in 2014 from its P87.9 million records in 2010.
“But you must remember, Gov. Hataman’s time in office is limited, and we need to make sure that his region has a framework that can truly make good, inclusive governance the norm rather than the exception,” he said.
“This is why we need to pass the Bangsamoro Basic Law in the soonest possible time,” he explained.
The Aquino administration is bent on the passage of the BBL, a measure that will provide the establishment of new autonomous Bangsamoro region with more fiscal powers and improved governance.
Last December, the President held a luncheon meeting with the members of House of Representatives at Malacanang to renew his call for the passage of the proposed legislation.
Peace advocates, Civil Society Organizations and other supporters of the peace process have been calling the lawmakers to pass a basic law that is acceptable to the Bangsamoro people, in a form that complies with the Comprehensive Agreement on the Bangsamoro (CAB), the peace deal signed by the government and the Moro Islamic Liberation Front.
The BBL was drafted by the Bangsamoro Transition Commission, a body created by the Aquino administration.
