In respect to the bodies of the Perished victims abused by the Government - Philippine Army and condolence to their families. We the Human Rights Promotions encouraging People to support the Human Rights and IHL implementations to stop those violent abuses and barbaric way in battle and fighting. We condemn using strength and power of Governance given by the people to those enforcers and our Government Leaders who violates and abuse Human Rights and IHL Protocols in the so called protections of the People but merely protections of their own interest....

The Human Rights Promotions almost never take to look at those people in pictures and those in the descriptions given on what abuses the military did to the victims. Those people perished are human being having love ones in life and not must be treated like animals abused like that.

There is Human Rights and International Humanitarian Laws Protocol to abide in the insurgency or internal conflict United laws in United Nations adopted by Philippines as state party of UN and it is also agreed in Peace talk table and formulate an agreement called CARHRIHL. These protocol are must be oriented and teach to the military much in implementing Governance and taking actions in suppressing lawless elements and enemy of the state. Man are barbaric in Nature which Human Rights are being implemented and unite in the world to protect every people in their life specially in war and invasion of countries.

The Protocol of IHL in the Internal conflict can be understand much in Tagalog version if you don't understand it in English so it can be carried in implementations of the law in enforcements. Our Government Military and enforcers always violates Human Rights in suppressing the so called enemy of the state and any lawless element. Is our Government military School and Trainings are not that well taught good manners in fighting in the military and not making barbaric ways in suppression and abuses. What they did to those people are murders and barbaric ways in implementing the law abusing those people and violates Human Rights and IHL.

These are clear and gross violations of Article 3 of the International Humanitarian Law, which states that: “Persons no longer taking active part in the hostilities, including members of armed forces who have laid down their arms and thus place HORS DE COMBAT by sickness, wounds, detention, or any other cause shall in all circumstances be treated humanely. Acts such as violence to life and person, in particular murder of all kinds, mutilation, cruel treatment and torture, among others are and shall remain prohibited at any time and any place whatsoever with respect to the above mentioned persons.” This law applies to both parties in an internal armed conflict

The military are not just take actions of abuses in suppressing so called enemy of the state they barbarically killed all those Comrades of NPA and mutilated also and make different types of barbaric killings. These are not a mind of a normal person in fighting respecting Human Rights but they are mere insane - Psycho doing those dirty killings. They are comes from the family of Satanic in hell and A relatives of Dracula sucking blood and brains of those enemies. Those military brutally killing persons and forgot the Human Rights are not in their mind due to Demoralizations and Money Guarantee on what they do.

The Battle is simply to understand with the abidance of protocols if you are educated and oriented and in normal mind. Simple destabilize the bodies even not killing them for not making any return harm and threats on suppressing them will enough actions to do. In this case we don't say to Government and Military that you just make hi! to the enemy and say get your arms down so suppress them but even you scatter their whole bodies in ground and air in fair fight due to massive resistance and high power of guns and munitions to suppress them which is accordance to IHL protocol. The Government must be fair in fighting abiding protocols and not barbaric and abusers and making murders suppressing enemies. Even they cannot return back in fighting the victims are smashed out even scattering of brains in brutal abuses. The military almost eat the brains of those comrades of NPA in the bodies perished pictures.

Those people doesn't have the heart on killings not just heart but discipline in fighting abiding IHL Protocols and Human Rights. They are Humans not animals to suppress even animals we have cruelty law in animals. And even in you animal pest abusers you have Human Rights before the suppression in your abuses be implemented in you. Those military abusers doesn't know God and forgot God in fighting doing those abuses. Those "tsismis in the NPA they doesn't Believe in God but they are very well fair in fighting abiding Human Rights and IHL Protocols having heart in their enemy and medicating wounded enemies if they see those are not life threats and lay down arm not resisting fighting, they are the one believing in God in in Works in what they do in fighting and political perspective even they cant say it.

The Military and government were demoralized in Cervantes Ilocos Sur and neighboring province which the Website of PRWC states of 19 Military combatant were killed and in return they brutally killed and abuse the 10 NPA Red Fighters, 2 in Cervantes which is almost doubled killed in battle brutally smashed the eyes of the victims and the 8 victims in Abra are brutally killed in fighting which they are abused and murdered and the bodies are being mutilated and rudely not respected. As long as the enemy are neutralized and not resisting, the offensives to them must stop and even in dead person already they must not be rudely and cruel mutilate it and make any smashing. Those 19 soldiers in the military are have love ones also and families and it is painful but they are killed in fair fight and I hope the military know what are the line of their works. The military must not become more barbaric even their comrades are being killed in fair fight and make a brutal and abusive return and suppression. Suppress enemy with the implementations of Human Rights and IHL. The 19 Military killed against the 10 NPA abused and brutally killed are not the same it is not right attitude in fighting's and suppression's.

Every one has Good Political perspective and it is everybody know that there is oppressions in the country and unequal in Justice and Social etc and even military are making "Quo de Tat" to overthrow Government and take in control for the political perspective they believe is right.

In this kind of Human Rights violations who are the enemy of the State and people and truly protecting people.

The Human Rights Promotions promoting to Government and Arm Forces of the Philippines to abide and implement Human rights and International Humanitarian Laws. We are not tolerating those barbaric cruel abuses of the Government and Military, we are not in time of gladiators smashing brains out in battle in arena. We are in Modern society technology and world and Human Rights and IHL are being united in the world to impose by each country for the benefits of humanity. We are humans and not animals. We understand the battle ends in heavy fights could cause casualties of even scattering their bodies in high powered arms and munitions and explosives in fighting, but it must be in fair fight towards suppressing each others in their belief in internal conflicts. The bodies if already neutralized and not resisting they must put in jail immediately and if died in battle they must be immediately put in their families to be buried and be respected and give any honor burials their believe to each others not to be perished like that.

As what happened in the abused victims they were not being immediately be turn over to the families and any will hand over them to care for any proper and good burials. They were being perished and it is not a right the person are already dead in their Political will and must give any proper burial for their bodies and not being denied of those honor and respect and not be perished like that. Everybody simple person will shake and fear in the military in this connections and we also fear in this abuses but we have to promote to our government and society to have modern and humane life not his kind in suppressing enemies. How could I say our Government and military is Good with this kind of abuses and say that in any gatherings, promotions of Human Rights. We Do have conscience to say that Government and AFP is good when we see those kind of abuses its very nightmares.

Again in Battle suppress them in humane way by abiding human rights and IHL specially protecting innocent people. Never do this in humane and barbaric and Ungodly way of fighting or protecting it is murder and abuses. Always remember your work and duties in the AFP and Government to protect the people and not be a barbaric gladiators making those kinds of abuses.

Remember God is not sleeping in what happening to us he will support the oppressed and Right and Good. God helps people winning war for Good against evilness like those.

The Human Right Advocacy Promotions promoting to Government and CHR Commission on Human Rights to investigate those abuses in Tineg and Cervantes and implement the Law against those abusers do all those abuses and oust them in military and they are not entitle to be a protector in society in that kind of suppressing the so called enemy of the state. The CHR and Government must investigate the abuses and the promulgations of PRWC sites on the NPA fighters Victims of violations in CARHRIHL or the Human Rights and International Humanitarian Protocols and implements the agreement punishment against he violators be fair in this kind. The Military also must be Psychologically examined for this kind of brutal killing doing abnormal Psycho in fighting's. We hope they never be abuse also innocent non-combatant civilians like that.

Father Tentorio Extra Judicial Killings

In recent individual Human Rights violations are the killing of the foreign priest Fr. Tentorio who are dedicate his life in church and advocate the stopping of mining harming people and imbalance environment and it is for the Filipino People not for the foreign people.

This extra Judicial killings is related in Mining stopping by the priest according to the PRWC Site and the priest works and advocacy. This is a big mistakes again and evil work of the government and those conspiracy of the abusive killings. A priest want for goodness of Filipino people being killed is not a right thing. Even priest are being salvage for advocating the good for the people.

The big companies are getting super profit in mining and it is harming peoples in environment imbalance and effects and stopping of their operations will shutting down of their investment and it is very sad story but it is most very sad story that they are sipping the wealth of Filipino people in mining and destroying also the Philippines soil and environment. The investment of the foreign companies are nothing to the income they will get in mining which is needed by many people Filipino in poverty issues like in the program of Pantawid Kapamilya which this supposed super profit of very mining in the Philippines operated by foreign investors would alleviate poverty in the Philippines for our Natinal and owned operations. This is not get feel by government officials because they are profiting in it and loosing those investments is their lost of corruptions and extra illegal income not thinking the poverty for Filipino people would alleviate in this mining and not his extra income or interest in having Political sit.

We promote to the Government to protect Filipino people even Foreign people having heart in Filipino not on those Foreigner getting and sipping our mining and environment natural resources. have Good Governance with Human Rights not being evil in mining protecting those foreign miners investors and not the natural resources of Filipino people for the Filipino....

Again this is Human Rights violations in the country reflecting of bad image of our society and Governance. We promote Good Governance and implementing Human Rights in the country to Global.

Manila, Oct. 25 – “We will not pursue all-out war; we will instead pursue all-out justice.”

With finality, President Benigno Aquino III yesterday declared this amid persistent calls made by lawmakers and politicians to launch an all-out war against the Moro Islamic Liberation Front (MILF).


“There have been calls to wage an “all-out war” against the MILF. While it is tempting for government to join the chorus in calling for blood, we believe that such a course of action is not appropriate at this point. We are not interested in knee-jerk reactions that will jeopardize our efforts to address the roots of conflict in the region,” he stated in a press briefing held in Malacañan.


On October 18, 19 soldiers were killed in a bloody encounter in Al-Barka, Basilan while operations were being held to pursue lawless elements. Among these criminals include Ibrahim Malat Sulayman, a leader of the Abu Sayyaf bandit group and a notorious criminal wanted for nine counts of murder.


Aquino said that choosing war over peace talks will result to further problems. “It is so easy, out of frustration, to close the door on negotiations at this time. If we go down this path, more innocent civilians will be put in harm’s way. The difficult peace process cannot be enhanced by shedding more blood and generating more ill will. We have to exhaust all possibilities for attaining peace through dialogue.”


The President said that he has instructed intensified operations against all the criminal elements. “The mailed fist of the state will be brought to bear upon them so that justice may be served. There is no question that the state will find them; the only remaining question is when. There will be sacrifices in addressing this decades-old problem.”

Aquino urged all sectors to cooperate in this endeavor. “This is not a purely military or police effort. Our local government and community leaders must assist in our efforts to achieve a holistic solution to the problems of the region,” he said, stressing that the government will always be mindful of the safety and needs of the people.

“Let me remind everyone that there are those who will try to use this incident to gain political leverage and further agitate the public. Rash decisions fueled by a thirst for vengeance can only serve to dishonor the memory of the 19 brave souls who died last week, and the many others lost in our efforts to win the peace,” he added.


Statements of support


Various sectors, particularly in Mindanao, called on the public to support Aquino’s decision not to pursue an all-out war against the MILF.


Sulu Governor Abdusakur Tan said “War mongering will only worsen the situation and stokes sentiments that are divisive and counter-productive. Sobriety is called to fore in these trying times and patience should prevail to give peace a surviving chance.”

Rep. Pangalian Balindong likewise said no to total war in Mindanao. “To wage 'total' war is by definition to take huge numbers of innocent lives--- and perpetuate the cycle of senseless violence, death, and destruction.”


In the same light, the Association of Women Religious in the Archdiocese of Cotabato stated that all-out war can cause massive displacement as what happened during the time of former president Joseph Estrada. “In an all-out war, it’s the civilians that will suffer, anger and hatred among people will escalate especially among those who lost their loved ones because of war.”


Fr. Robert Reyes, more popularly known as the running priest, said that violence breeds more violence. “Right now, we need to re-assess our ways during armed struggles. With the President’s decision not to wage war against the MILF, I just hope that the constituencies of peace will grow.”


The San Carlos Borromeo Parish Pastoral Council, in its statement, appealed for “peace and sobriety in this most trying time for us Mindanaoans in the wake of the Basilan crisis.”

“We condemn in the strongest terms, violence and criminality. We appreciate the stand of the President to pursue the Peace Process as well as the MILF's suggestion for an impartial investigation. We, however, seek justice for the 19 young soldiers and 5 MILF combatants who were killed,” they also said.


The Philippine Center for Islam and Democracy also called for the “immediate conduct of an investigation to pinpoint once and for all the culprit of these atrocities and spare the innocent civilians from armed hostilities.”


On the other hand, the Bangsamoro civil society organizations in South Central Mindanao expressed support to the steadfastness of Secretary Ging Deles in pushing for peace initiatives in the region. 


As the Al-Mujadillah Development Foundation said in a statement in support to President Aquino's call for everyone to come together to achieve a holistic solution in the region, "lahat ng para sa kapayapaan ay dapat magkaisa at di manira ng mga taong tunay na nagtatrabaho at tumutulong upang makamit ang kapayapaan at kaunlaran ng ating bansa."

The National Democratic Front of the Philippines in Mindanao (NDFP-Mindanao) condemns in the strongest terms possible the gruesome killing of Italian Catholic priest Fr. Fausto Tentorio. We sympathize with family, friends, and the people of Arakan, North Cotabato, especially with poor peasants and agricultural-workers whom Fr. “Pops,” as he was fondly called, served as a foreign missionary until his death.


Fr. Tentorio was a true friend of the Filipino people. He understood the plight of poor Filipinos, and his concern for poor peasants and Lumads in Arakan town at North Cotabato led him to initiate livelihood and education projects for them. He stood side by side with peasants and Lumads to defend the Arakan Valley Complex from the entry of destructive mining operations threatening to wipe out both the people’s livelihood and the abundant natural resources in the area.


As a staunch anti-mining proponent, he helped organize anti-mining campaigns, which strengthened the resolve of local communities to block big mining corporations from plundering the Arakan Valley complex. This has elicited the ire of big mining businesses that wanted desperately to gain access to Arakan Valley, but prevented by the resistance of the local masses


Without doubt, Fr. Tentorio’s progressive outlook, especially on the defense of the basic rights of peasants and Lumads, and the extent of the influence it had on people made him a veritable target of government security forces, especially by death squads of the AFP who are emboldened by the reactionary government’s continued backing.


This latest brazen murder completely belies Benigno Aquino III’s “winning the peace” and “respect human rights” slogans under the aegis of Oplan Bayanihan (OPB), exposing it as a total hoax. Extra-judicial killings rage on with impunity, masterminded and orchestrated by the AFP, continuing to target political activists, including members of the religious, who espouse pro-people, anti-big business causes.


Clearly, there is only one motive for the murder of Fr. Fausto Tentorio: He took a bold stand against big mining interests, against the continuing militarization of the AFP in the area, and against those which trample upon the rights of the both the peasants and the Lumad. And, for the reactionary state, he is a thorn that needed to be pulled out in order for foreign monopoly interests to pillage the Arakan Valley and other parts of North Cotabato unhampered.


The NDFP-Mindanao, together with the entire revolutionary movement, is one with the Filipino people in calling for justice for the extra-judicial killing of Fr. Fausto Tentorio. The revolutionary movement is committed to render punishment against units and elements of the AFP, PNP or para-military groups responsible for carrying out extra-judicial killing operations.

Red salute to the martyrs of Tineg

On October 10, 2011, the 503rd Brigade pounced on NPA guerillas in Barangay Caganayan, Tineg, Abra. The soldiers were guided by treacherous elements and caught the guerrillas off-guard. It was a dark moment as 8 NPA guerrillas died while fighting a more powerful enemy force.

The brave guerrillas who perished in the battle are Ka Rencel, Ka Oxy/Alon, Ka Arbis/Ogie, Ka Recti, Ka Kris, Ka Berlin, Ka Bunso/Ronald, and Ka Andoy. Their birth names or identities will be released and confirmed, pending identification of their families and by the masses.

While the AFP immediately airlifted their lone casualty and boasted of the massacre in the mass media, unscrupulous elements reported that the bodies of the NPA guerrillas were immediately transported to Bangued, the capital town of Abra. But the truth is that as of the moment, families of the slain guerrillas and humanitarian groups are still on their way to retrieve the bodies. Earlier efforts by the Municipal Government of Tineg and local townsfolk from Tineg and Lacub to retrieve and transport the bodies were futile, because nobody from the locality can help as most men hid for fear of military reprisal and atrocities; the people were terrorized by continuous bombings and indiscriminate machinegun fire. Caganayan is 4 hours ride and 4-5 hours hike from Bangued.

We condemn the overuse of firepower not only against the NPA but the terror effect of these acts on the masses. On humanitarian grounds, the AFP should have transported the bodies and stopped military operations in the area to allow safe and unhampered humanitarian missions access to the area.

While the revolutionary movement gives premium importance to cadres, members, officers and red fighters alike, the revolution cannot be stopped by the death of individuals. Instead, their shining example of arduous struggle, bravery in battle, and selfless sacrifice serves as inspiration to the masses and all revolutionaries. On the other hand, the AFP is feasting on the death of Ka Roger and the Tineg 8, while their former chiefs-of-staffs and commander-in-chiefs died of suicide or are very sick because of shame due to plunder and tyrannical rule.

The brave NPA guerrillas died fighting for the interests of the masses by advancing revolution so that genuine national peace and democracy can be achieved. On the other hand, 503rd Brigade soldiers are serving as security forces for large-scale mining companies hell-bent on grabbing the natural resources of Abra, particularly that of Tineg. We are fighting a just war and will surely win. The AFP is fighting a lost cause, and Oplan Bayanihan, like its predecessor Oplan Bantay Laya I & II, will surely fail.

Tineg October incident: marked with inhumanity

The Agustin Begnalen Command vehemently condemn the fascist troops of the 503rd Brigade and the 41st IB, led by Col. Eliseo Posadas and Col. Noel Baluyan, for the brutal killing and the barbaric desecration of the remains of our 8 comrades who perished in the Tineg October Incident that took place on October 10, 2011. Instead of being awarded by Governor Bersamin a certificate of commendation, Lt. Jeson Capoquian should be held liable for violations of the International Humanitarian Laws and of the CAHRIHL (Comprehensive Agreement on Human Rights and International Humanitarian Law).

The Agustin Begnalen Command waited for confirmation of initial reports pertaining to numerous and gruesome atrocities that were committed by the troops of the 503rd Brigade and the 41st IB on the remains of the 8 comrades, such as over-killing of hors de combat and the mutilation of the remains of the 8 comrades. Except for the remains of Dorothy “Ka Rencel/Winnie” Ating, the bodies of the 7 victims bore evidences of torture, overkill and mutilation. These include the following:

1. Edgardo “Ka Recti” Balbin – 8 major observable wounds that crushed his skull severing the upper portion, lesions, wounds, abrasions and fractures. A survivor said that Ka Recti was still alive and tried to fight back after suffering a head wound during the first volley of gunfire, but immediately fell due to the serious injury. He was still alive but hors de combat when soldiers pepered him with bullets. Other injuries were caused by physical blows and not from gunshots.

2. Reynaldo “Ka Kris” Masadao – 4 observable major wounds which include a gunshot wound in front of the left ear fired at close range as evidenced by gunpowder wounds around the major wound, a large wound at the right part of the neck nearly severing the head, and the crushing of the bones of the lower right leg into fragments, almost severing the lower leg. According to a survivor, Ka Kris was wounded during the 1st volley of gunfire and was already down but managed to fire back at Cpl. Tega, the sole fatality from the AFP. The other soldiers angrily ganged up on Ka Kris, kicked and hacked him, and killed him at close range.

3. Miguel “Ka Oxy/Alon” Anggaboy – 4 observable wounds which include 2 head wounds and abdominal wounds. The upper cap of his skull was blown out and his brains were scooped out of the skull. Ka Alon was the first to be wounded as he led his team during the first volley of gunfire, and was still alive as he fell in the river. His remains were clad in short pants, but were in pants during the firefight.

4. Reyna “Ka Ogie/Arbis” Villacarlos – 4 observable major wounds among which is a gunshot wound in front of the right ear and a large wound on the body. Her short pants and her panties were torn in the croth area; some people from the localities claim to have found her body naked.

5. Rodel “Ka Bunso” Corpus – 6 observable major wounds which include 2 gunshot wounds in the head, blowing off the upper cap of the skull, long incisional wounds on the left flank of the body most probably caused by bolo hacking, and arm and leg wounds.

6. Ka Omeng – 4 observable major wounds that include 2 body wounds and blackened area in the neck, most prabably caused by a rope or a cloth.

7. Ka Berlin – 2 major observable wounds in the face, flattening the nose.

Survivors of the massacre attest to the gruesome acts committed by fascist AFP troops. While the Governor and AFP propagandists and their apologists and minions in some media outfits boasted of their trophies, they also prematurely reported that the bodies have already been identified and taken to the town center of Bangued, Abra, the truth is that the corpses were were left to rot and decompose to the local townsfolk who were helpless in transporting the said corpses. It was only because of pressures from certain humanitarian and people’s organizations that the Governor committed some help.

The 8 comrades who were casualties in the Tineg October Incident were already deemed hors de combat with their serious injuries, yet some were tortured and overkilled. Already dead, fascist troops still proceeded with their mutilation spree. The Armed Forces of the Philippines hailed this incident as an achievement, granting interviews left and right, gloating about their so-called victory. But we ask, what kind of an achievement is this? An achievement marked with inhumanity? We can only describe what they have done to the bodies of the 8 dead comrades as pure slaughter.

This incident further shows the fascist character of the AFP and the kind of training and indoctrination that they give to their troops, which strips them of their dignity and humanity and transforms them into inhuman killing machines. The Philippine Army Officer Candidate School (PAOCS), like the Philippine Military Academy, develops fascist killing machines; Lt. Jeson Capoqiuan is a member of PAOCC 29-06 “Matingala” Class. All their talk of ‘human rights’ under the Oplan Bayanihan is mere rubbish, for they cannot hide their barbaric orientation. And it is a folly for Governor Bersamin to be blindly supporting “Bayanihan” in Abra and awarded a Lt. Jeson “The Barbarian” Capoquian a certificate of commendation.

It is ironic and hypocritical for the AFP to be crying foul when 19 of their officers and enlisted personnel were killed in a legitimate battle in Basilan because of failures, weaknesses and opportunism of their senior officers. While 2nd Lt. Efren Khe rightfully cites provisions in International Humanitarian Law in expressing his grief over the death of his brother 2nd Lt. Jose Delfin Khe, the fact is more officers of the AFP and PNP systematically violate human rights and other rules of war.

In contrast, the New Peoples’ Army treats enemies wounded or taken prisoner in combat humanely, even to the point of treating their wounds when necessary. Almost all of the forces of the enemy taken as prisoner-of-war by the NPA can attest to the fair and humane treatment given by the NPA to them.

Consistent with the grand psy-war design of “Bayanihan”, Pnoy declared that all-out war in Mindanao is not an option, and instead declared “all-out justice”. But as always, internal contradictions are rife among those in power because “Bayanihan’s” pretensions and lip-service of human rights, justice and peace are not compatible with the fascist orientation and training of the AFP and the PNP. Demoralization is widespread and deepening in the AFP, even as 20,000 refugees have already been displaced in Basilan and Zamboanga-Sibugay, because Pnoy is advocating “all-out justice” and most in the AFP and some influencial politicians are pushing for all-out war.

What they did to the bodies of the 8 comrades who died in Tineg is part of the AFP’s dirty psywar tactics. They want to shock the people, break our morale and cow the whole revolutionary movement to surrender. But on the contrary, this incident further served to strengthen our ranks and our link with the people. Despite our sorrow, we clench our fists and our teeth in our burning anger against the rotten system. We will continue to fight for the people. We will continue to wage this war until the whole reactionary and fascist ruling system tumbles down. We will continue to fight for the revolution and for the memory of our fallen comrades. We will continue the revolution until a just and lasting peace is achieved and all forms of brutality and barbarism by the reactionary state have been wiped out.

We will never forget this incident. We will never stop until revolutionary justice has been served.

Muli na namang mauunsyami ang nakatakda sanang pagdaraos ng pormal na usapang pangkapayapaan sa pagitan ng National Democratic Front of the Philippines (NDFP) at Gubyerno ng Pilipinas (GPH) sa Oktubre 31-Nobyembre 12 sa Oslo, Norway. Ito'y dahil nabigong muli ang GPH na tupdin ang mga obligasyon nito sa ilalim ng Oslo Joint Statements ng Enero at Pebrero 2011 na palayain ang karamihan kundi man lahat ng 17 ibinilanggong konsultant ng NDFP na protektado ng JASIG.
Katatapos lang ng GPH na mangako noong Setyembre na tutupdin ang obligasyong ito bago mag-Oktubre 10. Ito ay para mabigyan pa ng pagkakataon ang magkabilang panig na maghanda para sa kanilang paglahok sa negosasyong pangkapayapaan sa Oslo.

Binitiwan pa man din ng mga kinatawan ng GPH ang pangakong ito sa harap ng upisyal na kinatawan ng gubyerno ng Norway na nagsisilbing tagapamagitan sa usapang pangkapayapaan. Pero halos dalawang linggo na ang lumipas mula sa itinakdang dedlayn na pangakong pagpapalaya ay wala pa ring ginagawang hakbangin ang GPH para tuparin ito. Bagkus ay nagmatigas ang GPH at ang AFP na wala itong hawak na mga bilanggong pulitikal at pawang mga detenidong may kasong kriminal ang tinutukoy ng NDFP. Mismong pinuno ng negotiating panel ng GPH ang nagsabing hindi makaaasa ang NDFP na may mapalalaya pang konsultant nito.

Nais sana ng NDFP na matuloy na ang pakikipagnegosasyon sa GPH upang resolbahin ang mga ugat ng armadong tunggalian at makabuo ng mga kasunduan hinggil sa mga batayang reporma sa lipunan, ekonomya at pulitika para mailatag ang daan tungo sa makatarungan at pangmatagalang kapayapaan sa Pilipinas. Subalit ginawa nang imposible ng GPH na matuloy pa ito sa Oktubre 31.

Sukatan ng sinseridad ng NDFP na ipagpatuloy ang negosasyong pangkapayapaan ang ipinakikita nitong pagpapasensya na maghihintay nang kahit ilang panahon para tuparin ng GPH ang mga obligasyon nito. Sa balikat ng GPH nakaatang ang pananagutan at kahihiyan kung bakit patuloy na naipagpapaliban ang pormal na usapan.

Sa kabiguan nitong tuparin ang mga obligasyon nito, ipinakikita ng GPH na hindi ito interesado na ituloy ang pakikipagnegosasyon sa NDFP. Panay lamang ang satsat nito tungkol sa usapang pangkapayapaan subalit wala naman itong ipinakikitang kaseryosohan sa aktwal na pakikipagnegosasyon para resolbahin ang mga saligang suliranin ng bayan na siyang ugat ng rumaragasang digmang sibil sa bansa.

Lumalabas na makabuluhan lamang ang usapang pangkapayapaan para sa GPH kung magsisilbi ito sa pasipikasyon at pagpapasuko sa armadong rebolusyonaryong kilusan. Sa gayon, ginagamit lamang itong palamuti para pagtakpan ang kalupitan ng Oplan Bayanihan, isang brutal na kontra-rebolusyonaryong kampanyang dinisenyo ng imperyalismong US. Ang bukambibig na kapayapaan ng Oplan Bayanihan ay walang iba kundi pagpapatahimik sa mamamayang gutom, api at pinagkaitan ng katarungan.

Nakahanda ang rebolusyonaryong kilusan na harapin ang mapanlinlang na patakarang ito ng GPH. Determinado nitong panghawakan ang mga saligang kahilingan ng mamamayang Pilipino para sa katarungang panlipunan at pambansang kalayaan, sa larangan ng usapang pangkapayapaan at sa larangan ng mga pakikibakang masa at armadong paglaban.

Ang krisis ng naghaharing sistema ng malalaking panginoong maylupa at kumprador ay patuloy na lumalala at gumagatong sa galit at paglaban ng mamamayang Pilipino. Sa harap ng kinakaharap na labis na kahirapan at pagdurusa, ibayong nagpupunyagi ang mamamayang Pilipino na bagtasin ang landas ng rebolusyonaryong pakikibaka upang labanan ang pananalasa ng mga naghaharing uri at kanilang mga imperyalistang amo.

Maidaos man ang negosasyong pangkapayapaan o hindi, patuloy na susulong ang rebolusyonaryong kilusan upang itaguyod ang tunay, makatarungan at pangmatagalang kapayapaan.

The Policing or Police matters is valuable in everyday life for Peace and Order and It is our buddies in everyday life in society.  The Policing or Police matters has procedures in the system of enforcement.  The Police procedures or engagement procedures are the prime rules in Police in social integration in responding crimes. There is a need of Human Rights strict implementations in Police matters or Policing for avoiding abuses and respect the dignity of a person specially innocent person.

The CHR and during Leila De Lima terms she is the CHR Chairperson that time pushing thru the Human Rights based Policing and also Partner in tailoring the Fair Police procedures in the Government and Enforcement 2010. The CHR and Police force hierarchy coordinate and established this so called Human Rights based Policing. The Primer now is scattering in the website of PNP.  This Human Rights based Policing was established with CHR Leila de Lima Terms and PNP Chief Director General Jesus Versosa, RAUL M BACALZO Police Director for Investigation & Detection Management and Executive Director, PNP Program Management Office.  FRANKLIN JESUS B BUCAYU Police Senior Superintendent Chief, PNP Human Rights Affairs Office PAUL G. SCHÄFER Resident Representative Hanns Seidel Foundation/Germany.   

The Value of the Human Rights Based Policing, the society and every individual are being benefited in this implementations and it is a must in our governance specially in Police force abiding the Human Rights Law , International Human rights Law, International Humanitarian Laws  and being state party in United Nations applying this Human rights In our Governance.

It is now in handbook and being educated in Police force we hope the practice and implementation of this are strictly abide by entire Police force and the Human Rights Affairs in the Police Force are fair in this matter and keep educating their Police in Human rights based Policing.   

We appreciated this much efforts of the said leadership of PNP and the Leaders in Governance in connections in this implementations. We hope that it is not in paper only and handbook and Psy-war but it is in practice and implementations and in heart of every Police keeping the standards of Police in high standards. We hope also the abusive in the government and Police Force will diminished in this implementations.

The Human Rights based Policing and Human Rights procedures must always analyze in given time to perfect this Police procedures and implementation for the benefits of the people, civil society also the Police and also making standards of policing.  The Police hierarchy and the human rights affairs must analyze it carefully to develop this procedures in the future and to become successful.

The Human rights promotions are promoting Human Rights since 2002 and educating Police in Human Rights to become educated in Policing with Human Rights so they avoid abuses.  We try hard to promote and pray also for the entire Police force to become educated in Human Rights and diminished abusers in Police force and put the standards of Police in high standards. Now the Police Force has development and we are happy on this human rights based policing implementing it now in the system of enforcement.

We Promote the PNP to develop well this Human rights based policing and think effective implementations for the benefits of the people also our Police force.  We promote also to be strict with Human Rights against the abusive in the Police force for the people and our Government and the dignity of our Government. Those abusive are not imparting dignity in the Police force but shame and problems and putting police force in lower standards.  The people are not inclined in police force thoroughly on the abuses, the people has no choice to complaints and lean for peace and order.  In complaining in our country you must be assisted by media for free abusive occurrences. Only wealthy and influencial people are the one can use police force for themselves and who can get lawyers assistance.

We promote to Government also to strict in Police force Policing to avoid abuses and give their needs in life , their rights also in life specially economic life to handle a nice family and not to be tempted to abuse and use their police power to make money and educate them in simplicity in life in our Democracy and Human Rights is the prime base in life.  Always the economic status in life of a Police is their abusive reason in abuses secondary are demoralizations from enemy and thirdly only their error and stupidity in Law and everything and Psychologically incapacitated and inflexibility in Policing, low and weak decision making upholding the law.

We promote the strict implementations of International Humanitarian Laws and Human Rights in the Philippine National Police enforcement, specially applying Policing in insurgency, common criminals, terrorist, avoiding abuses, and those innocent are get protected not being abused also. Be a professional Police and Educated Protectors of society abiding and Respecting dignity of Person in Human Rights implementations.  Be the Model of our citizen.  Keep the good and faith to God, sacrifice in nice Good fair Policing for the good of the others and Good, Policing is not a joke it is a sacrifice for the Goodness, do not abuse it and use the force for self interest and evilness. Be the handmade of God towards goodness. The Lights is yours keeping the Good of our Almighty God.

The Human Rights Promotions are always watch and analyze, criticize the Government and entire Police implementations of enforcement seeing to it that Human Rights Laws and lnternational Humanitarian Laws are abide in Governance and Good Governance are being implemented.  We will continues promoting to the society to our Government and Police force the development of Human Rights and its strict implementations. Inauguration of Gregorio "Ka Roger" Rosal to the Filipino people's Hall of Heroes and Martyrs

Today, the Filipino people usher Gregorio "Ka Roger" Rosal into their Hall of Heroes and Martyrs. Today they engrave Ka Roger's name onto the granite wall next to those of such great working class heroes as Andres Bonifacio, Macario Sakay, Crisanto Evangelista, Amado V. Hernandez, Felixberto Olalia, Crispin Beltran and many others.



Like them, Ka Roger led a full life of service to the Filipino peasants, workers and other ordinary people and helped in advancing their revolutionary struggle for national and social liberation.

While Ka Roger always insisted that he was simply an ordinary people's servant and fighter, he will always be remembered by the Filipino people for his exceptional work as their public advocate, serving as the spokesman of the Communist Party of the Philippines, the face and voice of their resistance against oppression and exploitation and their struggle to break free from feudal bondage and imperialist subjection.

He was indefatigable in advancing the rights of the peasantry for land, in fighting for the rights of the minority people, in upholding the rights of women, in demanding higher wages, in pushing for the cause of the students, youth and other democratic sectors, in exposing and denouncing military fascist abuses, in defending the environment against despoliation by foreign mining and logging companies and in asserting national sovereignty against US political and military intervention and economic domination.


Like our other heroes and martyrs, Ka Roger's life story will forever inspire us to rebel against the rotten ruling system that breeds oppressors and exploiters. His life of selfless service to the people stands in contrast to the imperialist-inspired culture of individualism that leads to apathy and social paralysis.

In death as in life, Ka Roger's voice reverberates across the archiepelago with his call for mass struggles and revolutionary armed resistance. His voice will continue to resonate among the Filipino people because he spoke the truth about the Filipino people's oppression and exploitation and about their aspirations to put an end to their life of hardship, poverty and hunger.

Even as we usher Ka Roger into the Hall of Heroes and Martyrs, millions of Filipinos continue to resist and fight to achieve freedom from oppression and exploitation and genuine national liberation. They form part of the continuum of revolutionary struggle that has set its sights on overthrowing the corrupt, the abusers of power, the fascist criminals, the oppressors and exploiters. Soon, the workers, peasants and other ordinary people for whom Ka Roger fought for will stand proudly as their own heroes as they write their history of freedom and liberation.
