THE 2012 SONA STATE OF THE NATION ADDRESS OF THE PRESIDENT EMPHASIZED HIS TRANSPARENCY FROM THE OFFICE AND GOVERNANCE HE ARRIVED AND HOW HE MANAGE THE PHILIPPINES IN HIS PROCESS OF HIS TERMS AND HOW HE BRING OUR NATION TO DEVELOPMENT AND PROGRESS AND GOOD GOVERNANCE……



IN POLITICS / GOVERNANCE:

THE SYSTEM OF GOVERNANCE OF OUR PRESIDENT WITH HIS POLITICAL LINE ARE LIBERAL GOVERNANCE AND CAPITALISM TO DEVELOPED AND GOVERN THE PHILIPPINES……

THE PRESIDENT ARRIVED ON GOVERNING THE COUNTRY WITH THE DIFFERENT HISTORY OF GOVERNANCE LIKE THE DICTATORSHIP JETLAG IN THE PHILIPPINES AND HE START FROM THE DEEP DEBT HISTORY AND DEEP CORRUPTIONS HISTORY AND ABUSERS AND HUMAN RIGHTS INEQUALITY AND MANY PROBLEMS IN GOVERMENTALISM…. AS WHAT I’VE SAID IN MY PAST COMMENTARY ITS HARD TO THINK HOW TO GOVERN AND START ARRIVING ON THE GOVERNMENT SYSTEM WHICH THE GOVERNANCE ARE FULL OF HISTORY OF PROBLEMS…. 

THE PRESIDENT HAD GOOD PLAN IN PROCESS OF HIS GOVERNANCE OF RIDDING CORRUPTION AND ABUSERS WHILE GOVERNING TOWARD PROGRESS AND DEVELOPMENT AND IT HAS A GOOD RESULTS OF LOWERING CORRUPTIONS AND OUSTING A CORRUPT OFFICIALS AND IT HELPS MUCH THE DEVELOPMENT OF THE COUNTRY ON OUSTING CORRUPT AND ABUSERS AND IT HAS ALSO CLEAR TRANSPARENCY OF OFFICE IN THE GOVERNMENT FROM THE DEPARTMENT TO LOCAL AND ROOT LEVEL……  

THE FOREIGN RELATIONS TIED UP MUCH AND LEANING THEM ON THE PERSPECTIVE OF THE PRESIDENT IN HIS GOVERNANCE I HOPE IT WOULD HELP THE PHILIPPINES AND THE PHILIPPINES ARE NOT GET EATEN BY THE FOREIGN RULES AND POLICY LIKE THE MANAGEMENT OF PAYMENT OF DEBT AND ADDITIONAL DEBT FOR OUR YEARLY BUDGET NEEDED…. 

THE FOREIGN TIED UP WITH THE UNITED STATES I HOPE WILL NOT RULE THE PHILIPPINES FOR THEIR OWN GOODNESS…

THE FOREIGN INVESTMENTS AND BUSINESSES WHICH IT WILL BENEFITS THE LARGE BUSINESSMEN AND IMF-WB RULES AND POLICY MANIPULATING OUR GOVERNANCE AND NOT THE FILIPINO PEOPLE WHO MAKE THE PRODUCTIONS FOR THE PROFIT OF THE FOREIGN COUNTRIES………WE HOPE THE FILIPINO WILL GET ENOUGH BENEFITS AND SALARY FROM THOSE FOREIGN INVESTMENTS AND THE GOVERNMENT GET FAIR TAXES AND INCOME SHARING AND BENEFITS TO THE EMPLOYEE….. 

AS WE SEE THE SYSTEM OF GOVERNANCE OF PRESIDENT AQUINO TRYING TO MAKE A GOOD TRANSPARENCY OF OFFICE SEEING TO IT FROM EVERY DEPARTMENT AND LOCAL OFFICES ARE TRANSPARENT ON THEIR OFFICE PROJECTS AND OFFICE MANDATES…..THE PRESIDENT TRY TO RID CORRUPT IN THE PROCESS OF DEVELOPING THE COUNTRY ON EACH DEPARTMENT SEGREGATION OF FUNCTIONS OF WORKS AND LOCAL OFFICES AND SEE THEIR TRANSPARENCY AND WE SEE THE PRESIDENTS HISTORICAL VIEW IN EVERY DEPARTMENTS AND HOW HE DEVELOPED IT….  IT IS RIGHT THAT WE LOOK ALSO THE START AND HISTORY IN THE COUNTRIES SITUATION AND HOW THE PRESIDENT IDEALISTICALLY RULES AND TAKE ACTIONS FOR IT AND IT IS VERY HARD TO GOVERN JUST LIKE THAT THE PRESIDENT WILL NOT MAKE A MAGIC WAND JUST LIKE THAT TO DEVELOPED THE PHILIPPINES IT NEEDS A BLOODY ACTIONS AND THINKING AND IDEAS OF PERSPECTIVE PLAN AND IMPLEMENTATIONS MUCH AND PROCESS PLAN TO DEVELOPED THE PHILIPPINES AND MAKE GOOD GOVERNANCE…. 

THE QUESTION IS THE PRESIDENT PERSPECTIVE PLAN IN GOOD GOVERNANCE IMPLEMENT WELL AND A GOOD STEP OF GOVERNANCE AND LITTLE BY LITTLE DEVELOPED AND MAKE PROGRESS THE PHILIPPINE SOCIETY AND MAKE A GOOD GOVERNANCE WHICH EQUAL AND JUST TO FILIPINO PEOPLE AND RESPECT THE DIGNITY OF THE FILIPINO PEOPLE SPECIALLY HUMAN RIGHTS, IS THE GOVERNMENT GIVE THE RIGHTS OF THE FILIPINO PEOPLE ON THEIR BASIC LIVES TO STANDARD LIVES……. ACCORDING TO HIS SONA I HOPE HE IS NOT LIAR AND BRINGING HIS CHAIR HE SAID THAT HE DEVELOPED THE PHILIPPINES BY A LITTLE RATHER THAN BEFORE AND HELP MUCH IN SOCIAL SERVICES….   

HUMAN RIGHTS VIOLATIONS STILL SCATTERED IN THE COUNTRY AND THE PRESIDENT MUST FOCUS ON IT…..CRIMES AND ABUSERS WILL NOT VANISHED UNTIL JUDGEMENT DAY BUT IN YOUR TIMES MR. PRESIDENT I HOPE YOU WILL DIMINISHED THEM AND YOU WILL NOT PERMIT THE ABUSES AND CRIMES IN YOUR LEADERSHIP TO RUIN OUR ERA AND TIMES, LET US HELP EACH OTHER IN OUR TIMES PROMOTES THE GOOD GOVERNANCE AND HUMAN RIGHTS AGAINST ABUSES AND CRIMINALITIES…  ACCORDING TO YOUR SONA YOU DIMINISHED THEM I HOPE WITH HUMAN RIGHTS BASED POLICING AND GOVERNANCE……

IN CHA CHA THE CHANGING OF THE CONSTITUTION FOR THE BETTER GOVERNANCE I HOPE IT IS FOR THE FILIPINO PEOPLE BENEFITS WHICH THE DRAFT IN CHA CHA THE FOREIGN RULES ARE CHANGE TO GIVE THEM CHANCE TO LIBERALLY CONDUCT BUSINESS IN THE PHILIPPINES AND EASY ACCESS TO MININGS AND OTHER CHANGES WIHICH THE FILIPINO WILL NO BENEFITED AND THE NATIONALISM ARE WEAKENED…..WE HOPE THE STRONG NATIONALISM OF THE FILIPINO AND A CONSTITUTION WITH NATIONALISM AND GOOD EXTERNAL RELATIONS ARE OBSERVED AS COUNTRY UNITING THE WORLDS PROGRESS AND GOOD UNITY AS THE PRESIDENT SAID WE ARE NOT ALONE IN THE WORLD WE MOVE WITH DIFFERENT COUNTRIES AROUND AND THEY ARE PART OF NATIONS DEVELOPMENT AND PROGRESS……..IN SOME CARICATURE IDEA WE NEED ONION OF UNITED STATES AND UNITED STATES NEED THE PHILIPPINE GARLIC SIMPLE AS THAT TO LIVE IN THE WORLD WITH A GOOD LIVING BUT STRICTLY THE UNITED STATES CAN NOT DOMINATE OUR POLITICAL AND ECONOMIC RULES AND POLICY IN NEEDING THEIR ONION…..   

IN THE OUSTING OF THE FORMER SUPREME COURT CHIEF JUSTICE WE THANKS FOR THE RIGHTFUL JUDGEMENT OF THE GOVERNMENT ON THE THE ANOTHER HISTORY OF THE PHILIPPINE GOVERNANCE AND NOW WE NEED A NEW SUPREME COURT CHIEF JUSTICES AND I HOPE THE PRESIDENT APPOINTMENT AND THE JBC OR JUDICIAL BAR COUNCIL WILL CHOOSE THE BEST CHIEF JUSTICE REPLACEMENT. WE PROMOTE TO THE PRESIDENT AND JBC TO CHOOSE THE CRITERIA OF A CHIEF JUSTICE WITH HUMAN RIGHTS ADVOCACY AND ALREADY DONE HUMAN RIGHTS IMPLEMENTATION IN GOVERNANCE IN THE PHILIPPINE SOCIETY....  THE CHIEF JUSTICE WITH HUMAN RESPECT TO RIGHTS WILL RESPECT THE DIGNITY OF THE FILIPINO PEOPLE AND THEY WILL GOVERN WITH HUMAN RIGHTS IN JUSTICE IMPLEMENTATIONS AND NO FILIPINO PEOPLE WILL ABUSE IN HUMAN RIGHTS BASICALLY.......AND THE SUPREME COURT DECISIONS ARE WILL BECOME HUMANE IN IMPLEMENTATIONS AND EQUAL IN POLITICS........

HE WILL PROTECT THE RIGHTS BASICALLY THE OPPRESSED AND POOR PEOPLE ALMOST SUBJECT AND GAIN MUCH IN HUMAN RIGHTS STRICT IMPLEMENTATIONS AND ALMOST FILIPINO ARE POOR WHICH IS NEEDED HUMAN RIGHTS IN THIS OPPRESSORS SOCIETY AND GOVERNANCE.....IT IS NOT JUST THE POOR WHO WILL GAIN ALWAYS THE HUMAN RIGHTS EVEN THE BIG PEOPLE ARE PROTECTED AND NEED MUCH HUMAN RIGHTS LIKE WHAT HAPPENED IN DICTATORSHIP NO RICH ARE EXCEPT FROM THIS THE VIOLATIONS OF HUMAN RIGHTS AND ABUSES AND MANY MORE SITUATIONS, THE RICH ARE ALSO CAN BE ABUSE IN HUMAN RIGHTS BY THE OTHER RICH AND INFLUENCED PEOPLE, THE HUMAN RIGHTS ARE NOT JUST BENEFITING POOR BUT ALL THE PEOPLE EVEN IN LARGE IMPLEMENTATION OF GOVERNMENT IN ANY PARTICULAR FIELD IN HUMAN RIGHTS...........THE RIGHT TO LIFE IS THE RIGHT EVERYONE NEEDED MUCH NO RICH AND POOR.......AND HUMAN RIGHTS IS NOT BENEFITING CRIMINALS IT GIVE DIGNITY OF EVERY PERSON AND PROTECTION FROM ABUSES AND BARBARIC GOVERNANCE AND ENFORCEMENT SPECIALLY TO INNOCENT PEOPLE.... WE NEED SUPREME COURT CHIEF JUSTICE WHO CAN STAND PROTECT HUMAN RIGHTS OF THE PEOPLE FOR ANY ABUSES IT IS RIGHT BALANCE IN THE GOVERNMENT.... 

AGAIN WE PROMOTE TO OUR PRESIDENT AND ADMINISTRATION TO HAVE ALWAYS GOOD GOVERNANCE A HUMAN RIGHTS BASED GOVERNANCE AND JUST, EQUAL AND HUMANE SOCIETY, RESPECT THE HUMAN RIGHTS OF THE PEOPLE, IN POLITICS, ECONOMIC, SOCIAL, AND CULTURAL EQUALITIES……



IN ECONOMICS:

THE PHILIPPINES ARE ENCOURAGE MORE FOREIGN INVESTORS OR CAPITALIST TO INVEST MORE BUSINESS IN THE PHILIPPINES, WE ARE ALWAYS IN THIS KIND OF ECONOMIC PLAN ON DEVELOPING ECONOMY AND GIVING MORE EMPLOYMENTS I HOPE WE GAIN AND DEVELOPED NOT JUST THOSE FOREIGN CAPITALIST JUST GET OUR SKILLS AND PRODUCTIONS FOR THEM TO EARN BUT NOT FOR THE FILIPINO PEOPLE, REMEMBER THEY ARE THE INVESTORS NOT US THE PROFIT WILL GOES MUCH TO THEM.  WHAT WE GAIN ON FOREIGN INVESTMENTS, JOBS, TAXES IN EXCHANGE  OF BIG PRODUCTIONS AND PROFITS, AND THEY MUST GIVE MORE BENEFITS TO EMPLOYEE IN WORKS, THERE MANY COMPANIES FOREIGN INVESTMENTS IN THE PHILIPPINES WHICH GIVES GOOD SALARY AND BENEFITS BUT NOT THE FULL ENOUGH BENEFITS AND SALARY FROM THEIR COUNTRIES STANDARD, WE HOPE THE FILIPINO PEOPLE AND THE COUNTRY WILL GAIN IN FOREIGN INVESTMENT NOT WILL JUNK US BY THOSE INVESTORS LIKE IN EXPORT INDUSTRIES INVESTMENTS……  

HIGHER STOCK MARKET INDEX MEANING MORE INVESTORS AND MORE EXPANSIONS AND BUSINESS, I HOPE THE BUSINESSES AROUND  IN THE STOCK MARKET WILL GIVE FAIR AND STANDARD WAGES AND BENEFITS TO THE WORKERS SIMPLE AS THAT AND WE HOPE THE PRODUCTIONS EARNED AND PROFITED WILL HAVE GOOD RETURN TO THE EMPLOYEES WHO DEDICATE THEIR LIVES FOR THE PROGRESS OF THE COMPANIES AND THEIR LIFE…… 

I HOPE THE PRESIDENT PLAN OF DEVELOPING COUNTRY IN ENCOURAGING FOREIGN INVESTORS WILL DEVELOPED OUR COUNTRY AND NOT A SECRET AGENDA CONSULTATION WITH THE IMF-WB-US ON THE FOREIGN INVESTORS TO INVEST IN THE PHILIPPINES SPECIALLY IN INVESTING IN MINING'S….. AND THOSE INVESTORS ARE SUPPORTING YOUR ALLIED BUSINESS CAPITALIST…….IS THERE ANY OTHER ALTERRNATIVES RATHER THAN FOREIGN INVESTMENTS ALWAYS IN DEVELOPING THE PHILIPPINES?….……CAN WE SUPPORT FILIPINO INVESTORS NOT FOREIGN TO PUT LARGE BUSINESS HERE IN THE PHILIPPINES TO GIVE MORE JOBS AND DEVELOPED THE PHILIPPINES, AND MORE INVESTMENTS IN STOCKS MARKETS IN FILIPINO OWNED COMPANIES SO THAT THE LARGE STILL COMPANIES FILIPINO OWNED WILL EXPAND MORE ON THEIR BUSINESS HELPING MORE FILIPINOS FOR JOB AND IN RETURN STOCK PROFIT FOR THE INVESTORS…..

ALL AND ALL IN SOCIAL SERVICES IN WHAT PARTICULAR LEVEL THE ADMINISTRATION WILL TRY TO DEVELOPED  IT AND GIVE AND MAKE PROGRESS TO HELP FILIPINO PEOPLE TO HAVE EASY AND GOOD LIFE GIVING THEIR RIGHTS BY THE GOVERNMENT IN THIS KIND…..

WE PROMOTE TO GOVERNMENT TO DEVELOPED WELL ALL ASPECT IN THE SOCIAL SERVICES TO HAVE GOOD LIVING AND EASY LIFE IN PHILIPPINE SOCIETY WHICH  THE RIGHTS OF THE FILIPINO ARE GIVEN BY THE GOVERNMENT IN THE SOCIAL SERVICES….…AS WE SEE THE PHILIPPINES ARE HAVING POVERTY ISSUES WHICH THE SOCIAL SERVICES ARE INFLUENCED MUCH AND AFFECTED ON RISING AND ALLEVIATING POVERTY WHICH IF THERE IS NO FEEDING IN THE KAPAMILYA THE BUDGET DEFINITELY GOES MUCH IN THE MUCH NEEDED SOCIAL SERVICES….THE HEALTH AND EDUCATION IS THE ONE PRIME SOCIAL SERVICES HAS TO FOCUS BY THE GOVERNMENT DEFINITELY TO CARE AND GIVE TO THE FILIPINO PEOPLE WHICH THE EDUCATION WILL EDUCATE THE FILIPINO PEOPLE AND IT HELP MUCH MOLDING PEOPLE IN A WELL LEARNED CITIZEN THAT THE COUNTRY WILL BE BENEFITED ON THEIR KNOWLEDGE….AND IN HEALTH THE COUNTRY WILL HELP THE SICK IN FREE CARE SUBSIDIZED PULIC HOSPITALS TO KEEP THE HEALTH OF THE FILIPINO PEOPLE…….AND THOSE SOME SOCIAL SERVICES I HOPE WILL BE GIVEN FULL BY THE GOVERNMENT TO HAVE WELL DEVELOPED AND MODERN PHILIPPINE SOCIETY WHICH IS GOVERNMENT WORK FOR THE COUNTRY…..     

WE PROMOTE GOOD GOVERNANCE AND HUMAN RIGHTS TO THE ADMINISTRATION GIVE THE BASIC RIGHTS OF THE FILIPINO PEOPLE SO THAT THE LIFE AND LIVING OF THE FILIPINO ARE EQUALLY GET THE BASIC NEEDS OF THE PEOPLE TO STANDARD AND HIGHER MODERN STATUS DEVELOPED SOCIETY….

THE SOCIETY HAS CHANGING IN CULTURE TIME TO TIME AND THE MODERN ERA TELLS IT AND POLITICS YOU ARE BRINGING ON………

WE PROMOTE THE NATIONALISM MUST BE ORIENTED TO EVERYONE AND HAVE UNITY TO GLOBAL SOCIETY FOR GLOBALIZATION AND EQUAL UNITY TO DIFFERENT RACES……

Manila, July 24 – In his third State of the Nation Address (SONA) delivered on Monday, President Benigno Aquino III conveyed optimism on the prospects of the ongoing negotiations with the Moro Islamic Liberation Front (MILF), stressing that peace in Mindanao will soon be achieved.

“Sa peace process naman po: hayag at lantaran ang usapan; nagpapamalas ang magkabilang panig ng tiwala sa isa’t isa. Maaaring minsan, magiging masalimuot ang proseso; signos lang po ito na malapit na nating makamit ang nag-iisa nating mithiin: Kapayapaan. (With regard to the peace process: talks have been very open; both sides have shown trust and faith in one another. There may be times when the process can get a little complicated, but these are merely signs that we are steadily moving closer to our shared goal: Peace),” he declared before hundreds who gathered at the House of Representatives to listen to the President’s SONA.

President Aquino also underlined the zero armed clashes between the two parties since January of this year. “Kinikilala natin bilang pahiwatig ng kanilang tiwala ang nakaraang pitong buwan, kung kailan walang nangyaring sagupaan sa pagitan ng militar at ng MILF. (We recognize as a sign of their (MILF) trust  that over the past seven months, not even a single encounter has been recorded between the military and the MILF).”

Gains in the GPH-MILF peace process

Peace talks with the MILF have gained ground amid challenges in the past two years.
Welcomed as a milestone in the 14-year negotiation, the parties signed the Decision Points on Principles in April 2012. The document serves as a guide to the current discussions on the substantive agenda.

The Decision Points on Principles, consisting of 10 mutually identified common standpoints, explains the status as well as the direction of the peace talks in the aim to politically resolve the decades-old armed conflict in the south. This includes the creation of a new autonomous political entity (NPE) that will replace the current Autonomous Region in Muslim Mindanao (ARMM), promotion of basic human rights, strengthening of Sha’riah courts, and power and wealth sharing between the national government and the NPE.
Government chief negotiator Marvic Leonen underscored that both parties are now at the “door of an agreement” during the 29th formal exploratory talks which successfully concluded this month in Kuala Lumpur, with both sides confident in their discussions on transition mechanisms towards realizing the NPE.

“The government looks forward to the day when both sides are able to sign the first of a series of agreements,” said Leonen so parties can “actually implement and be able to achieve the just and lasting peace that our people so richly deserve.”

“We are confident in our (GPH-MILF) working relationship that we have seen so far, that we will be true to ourselves and our principles, as well as the beliefs of our principals. That we can see a way forward,” he added.

On the ground, ceasefire has been holding between the GPH and the MILF forces.
According to the government Coordinating Committee on the Cessation of Hostilities, there have been no recorded skirmishes since January 2012. In 2010, there were only 14 recorded armed clashes, while only eight in 2011.

P-Noy’s bold, concrete efforts for peace

Presidential Adviser on the Peace Process Teresita Quintos Deles emphasized the P-Noy administration’s 'whole-of -government’ approach  in pushing for peace, citing clear directives from President Aquino to all departments and agencies to contribute to ongoing efforts to fast-track peace and development in Mindanao.

“Patuloy ang pagsisikap ng ating Pangulo para itulak ang pag-uusap sa lamesa ('Our President is continuously persistent in moving the peace talks forward'),” she stated.

The peace adviser also emphasized that the negotiating panel does not bring false or empty promises to Kuala Lumpur.

"Following the President’s instructions, the Panel ensures that the appropriate departments and agencies have been properly consulted and have come on board. The Panel goes to KL for every meeting with a fresh mandate from the President,” she said.

It can be recalled that President Aquino met with MILF Chair Murad Ebrahim in Japan in August last year. In their discussion, they agreed to fast track the negotiations and pursue a final peace agreement to usher in peace and development in the south.

In October 2011, the President also called on the nation to uphold “all-out justice” amid other sectors’ clamor for all-out war.

The President has likewise directed the peace panel to conduct regular consultations with stakeholders. To date 101 consultations have been conducted with members of Congress and Senate, retired Supreme Court justices, members of the 1987 Constitutional Commission,  local government units, civil society, religious groups, indigenous peoples groups, security forces, among others. #

1st Pulang Bagani Company, Merardo Arce Command, NPA-Southern Mindanao July 12, 2012

AFP troops operating in the countrysides of Davao City, particularly Paquibato, Calinan and Marilog districts suffered five casualties from the sniping operations of the 1st Pulang Bagani Company-New People's Army in three separate incidents on July 8 and 9.

The NPA actions were in retaliation to the strike, intelligence and civic military operations of the 69th Infantry Battalion and 84th IB of the Philippine Army and paramilitary Cafgus.  These troops have been responsible for the series of landgrabbing, dislocation and mining preparation in Marilog, profiling and psychological warfare in Paquibato and Calinan district.
On the evening of July 8, the NPA lobbed a grenade at the Special Operation Team (SOT) of the 69th IB at Upper Mabuhay, Paquibato.  Three soldiers were wounded, one of them suffering grave physical injuries.  The next day, the NPA sniped the 84th IB's SOT in Barangay Dominga, Calinan district, killing one soldier.  One soldier was also killed in a separate sniping action in Barangay Dalagdag.

The AFP troops started its squad-sized operations spread in all barangays of Paquibato and Calinan district, and some parts of Marilog district during the last week of June.  Company-sized forces were also maintained by the two AFP units.  Under its SOT activities, the AFP would oftentimes pose as Red fighters to deceive the masses.  But instead of endearing themselves to the peasant and Lumad masses, they are hated and feared.  They may enjoy the support of Davao City Mayor Sara Duterte, but they are abhorred in the hearts of the masses who can clearly see beyond the peace and development masquerade, and who anticipate to be at the receiving end of the AFP's human rights abuses.

IMT asked to investigate raid of MILF base in Lanao del Sur


July 24, 2012 News:A member of the MILF Central Committee has requested the Malaysian=led International Monitoring Team (IMT) to investigate the raid conducted by members of the Police Special Action Force (SAF) allegedly in pursuit of members of the Abu Sayyaf and Jemaah Islamiyah (JI) hiding in the area on July 16, 2012.
“This is a repeat of the Albarka incident in Basilan in October 2010 when Army Special Forces attacked MILF forces in the guise of serving a warrant of arrest on ASG. As a result, 19 of them were killed during the ensuing firefight.”
This was the statement of Muhammad Ameen, chair of the MILF Secretariat, in calling for an investigation of the incident where civilians were used by the raiders as “human shields” to protect themselves from attack.

“There was no coordination at all either through the MILF Coordinating Committee on Cessation of Hostilities (CCCH) or through the MILF Ad Hoc Joint Action Group (AHJAG) which has jurisdiction over the matter,” he added.

The preliminary report of the Bantay Ceasefire, an affiliate of the IMT and CCCHs, said that aside from the .50 caliber machinegun taken by the raiders, they also looted civilian properties including one chainsaw, one hand watch, 10 noodles, two chickens, two wallets contini8ng P10,000.00.

The investigation also stated that Colonel Lucero of the Army’s 103rd Infantry Brigade denied any knowledge of the raid, saying the SAF came all the way from Region X.
“I was commanded to remain silent,” the Colonel was reported to have said.
Ameen said that when the dust of the raid settled, there was no ASG or JI captured or killed, but reports of looting by the raiders and the herding of the civilians, as human shield, including an elderly woman named Noraida Makasimbar, and three sons: Fahad (8 yars old), Koko (4), and a sick child (one year old), and more than a hundred civilians, who were about to register that day.

The MILF-AHJAG was furnished of the report of the alleged presence of the JI and ASG in said area, but while it was concluding its investigation, the raid was suddenly ordered by higher Police headquarters.

“This is ridiculous,” one member of the MILF-AHJAG told Luwaran, without elaborating.

Sultan Kudarat, Maguindanao, July 10 - “The time for peace is now,” Presidential Adviser on the Peace Process Teresita Quintos Deles declared, emphasizing the ‘whole-of -government’ approach of the P-Noy administration in pushing for peace.
In her speech during the Moro Leaders' Assembly held over the weekend in Camp Darapanan, Secretary Deles cited the clear directives from President Aquino to all departments and agencies to contribute to ongoing efforts to fast-track peace and development in Mindanao.


In what was probably the most emotional and inspiring moment of peace advances in southern Philippines, thousands of Moro Islamic Liberation Front (MILF) members with their families and other Moro leaders repeatedly chanted in unison their “takbirs” of “Allahu Akbar!” (God is the Greatest),  as Presidential Adviser on the Peace Process Teresita Quintos Deles defined government’s efforts in its relentless quest for lasting peace in the south.

“Patuloy ang pagsisikap ng ating Pangulo para itulak ang pag-uusap sa lamesa ('Our President is continuously persistent in moving the peace talks forward'),” she stated.

The peace adviser mentioned how the Armed Forces of the Philippines and the Philippine National Police have been carrying out their functions in support of the peace process. She also said that the GPH Panel has been diligently consulting all government agencies and departments on the agenda of power and wealth-sharing, and governance which are being discussed with the MILF on the peace table.

“The Panel does not bring empty or false promises to Kuala Lumpur.  Following the President’s instructions, the Panel ensures that the appropriate departments and agencies have been properly consulted and have come on board. The Panel goes to KL for every meeting with a fresh mandate from the President,” she stated.

Further, she emphasized that regular consultations are being done with Congress and Senate. “I tell you the feedback has been positive from the leadership of both Houses of Congress,” she said adding that dialogues with retired Supreme Court justices and members of the 1987 Constitutional Commission are set to be conducted.
Consultations with local government units and civil society organizations, as well as business sector and the academe are also continuing in line with P-Noy's directive for transparency in the negotiations.

Deles stressed President Aquino’s tuwid na daan (straight path) principle, which is also upheld by the Islamic principle alsirat al mustaquim and his hands-on leadership in securing permanent peace in Mindanao within his term. “Sa tuwid na daan, ang salita ay sagrado.  Sa ilalim ni P-Noy, siya mismo ang diretsong namumuno, gamit ang buong kakayanan at resources ng gobyerno, pati na ang kaniyang sarili, para sa paghanap ng kapayapaan para sa buong bansa.”

She recalled the President’s move to personally meet Murad in August 2011 in Japan where they agreed to fast track the peace negotiations and the stand he made against the outcry for an all-out-war in October of last year, which he silenced with his call for “all-out-justice."

“P-Noy has been tried and tested in the search for peace.  Nasubok na po si P-Noy at siya ay tapat na nanindigan.  He has passed the test,” she said.

Deles graced the kick-off of the Moro assembly which ended yesterday with other key government officials, chief negotiator Marvic Leonen; peace panel members Miriam Ferrer, Yasmin Busran-Lao, Senen Bacani and Hamid Barra, 6th Infantry Division’s Major Gen. Rey Ardo, Government of the Philippines (GPH) ceasefire chief BGen. Gilberto Jose Roa, senior military adviser BGen. Leo Cresente Ferrer and senior police adviser SSupt. Noel Delos Reyes.


Also in attendance were Organization of Islamic Conference (OIC) representative Tahir Akmad Saif, Malaysian facilitator Tengku Dato’ Ghafar Tengku bin Mohamed, members of the Moro National Liberation Front (MNLF), foreign dignitaries and local government executives and representatives.

Joint security efforts for a historic and peaceful assembly

The peace adviser's compelling message reinforced the MILF Chair Murad Ebrahim's declaration that he "sees a flickering light at the end of the long tunnel," referring to a possible breakthrough in the GPH-MILF peace process.

“Kami ay narito dala ang pagkilala at pagpupugay ng national government sa inyong tuwirang pagsisikap na buuin at patingkarin ang suporta at pakikilahok ng Bangsamoro para sa nangyayaring usaping pangkapayapaan sa pagitan ng gobyerno at MILF,” Deles said. ("Our presence here signifies the national government's recognition of your sincere efforts to gather support from and ensure the participation of the Bangsamoro for the ongoing peace talks.")

“Saludo po kami sa inyong (We salute your) show of unarmed force in support of the peace process,” she added conveying the national government’s recognition and appreciation to the MILF leadership’s initiative to hold the public assembly.

Deles also took note of the successful collaboration of government security forces and the MILF in ensuring the safety and security of the participants to the four-day Bangsamoro Leaders’ Assembly.


New leadership spells the difference

She related that it was not her first time to be in Camp Darapanan. She attended the Bangsamoro People’s Consultative Assembly here back in 2005 barely a month and a week before she resigned as Presidential Adviser on the Peace Process during the Arroyo administration.

"In 2005, together with Secretary Silvestre “Yongyong” Afable, I brought the message of hope, solidarity, and persistence in pursuit of peace," she recalled, adding that she brings the same, but at the same time, different message. "The difference is the change of leadership under P.Noy.  Ngayon dala ko ang mensahe na sinsero si P.Noy, seryoso si P.Noy, sa kaniyang paghangad at pagsisikap para sa kapayapaan at kaunlaran dito sa Mindanao."
The peace adviser told of reliving the heights of energy, hope and commitment for peace that she experienced. “Now I have returned, filled with joy and hope once more as I sense how strong your drive is to attain peace.” she said.

The peace adviser concluded with an expression of new hope and commitment from the government.

"I have dared to return to government and I face you again today with new hope and commitment because under our current President, under P.Noy – sa daang matuwid – al sirat al mustaquim – we can dare to hope again.  With you we say – the time for peace is now."

Goal is for signing of peace pact this year

Chief government negotiator Dean Marvic Leonen conveyed the same sincerity and commitment from the government. He also underlined the urgency that a peace pact with the MILF should be signed soon.

“Our final agreement should be simple but meaningful and it should be signed within this year so that there is an opportunity to implement and assess and learn some more,” Leonen explained that by signing it this year both parties will have ample time to adjust the agreements.

“We know that our national government, who we represent at the negotiating table is poised and ready to invest technically, politically, and financially to achieve all these,” he added.

Leonen also pointed out the importance of building trust in the negotiations. “As the President reminded me time and again: It is not the complexity of the agreement that will ensure its implementation or the achievement of its aims—it is the trust that is built in the process of negotiation and in the process of assessing its implementation. At the end of the day, we build on each other’s sincerity and we do this while we are implementing programs and projects than just simply talking for that perfect peace agreement at the negotiating table,” he said.

“We negotiate for more than peace. We negotiate that we can live in a society that not only aspires for justice but also painstakingly tries to achieve it,” he stressed.
Leonen also lauded the MILF peace panel for being able, patient and wise in the peace negotiations. “To negotiate with your panel and your leaders is indeed a lifetime honor that we will cherish,” he told the participants.

July 10, 2012: Five hundred fifty thousand people from all walks of Moro society and from as far as Palawan had started to arrive at Darapanan, Sultan Kudarat, Maguindanao as early as July 6 to show their unity and solidarity behind the efforts of the Moro Islamic Liberation Front (MILF) to seek their views on the need for a common stand in the face of the difficult situation facing them as a whole and on the ways the MILF handles the peace negotiation with the Government of Philippines (GPH).
However, not included in the figure were the guests and visitors and their respective entourages, because they were not required to register as a sign of respect and protocol. Also the vendors who number by hundreds were not included in the registration.

At least 84 distinguished guests and visitors, some coming from abroad, graced the occasion and expressed their support to the peaceful efforts of the MILF and the Philippine government to settle the Moro Question and the armed conflict in the possible soonest time.

However, due to time constraint, only handful of the guests was able to deliver their messages. They all, however, congratulated the MILF for the successful holding of the assembly, especially the arrival of Moro leaders, irrespective of their organizational and party affiliations.


Even Mlang Mayor Lito Piñol, the brother of former North Cotabato Governor Manny Piñol, so far the harshest critic of the MILF, and former Executive Director of the Office of the Muslim Affairs (OMA) Engr. Zamzamin Ampatuan, who was also a former critic of the MILF, were among the early guests who arrive earlier. Former Partylist Congressman Satur Ocampo did not make it on the second day but came on July 8 and was requested to make his message, which he did sincerely.

Ocampo also attended the press conference by MILF Chairman Al Haj Murad Ebrahim July 9 where hordes of media people   including correspondent of the International Crisis Group.
Among the prominent guests were He Taher Ahmad Saif, Personal and official representative of HE Ekmeleddin Ehsanoglu, Secretary General of the Organization of Islamic Cooperation (OIC); HE Dato’ Tengku Abd’ Ghaafar bin Tengku Mohamed, Malaysian Facilitator of the GPH-MILF peace negotiation; Secretary Teresita “Ging” Quintos-Deles of the Office of the Presidential Adviser on the Peace Process (OPAPP); Hon. Sritomo Wirodihardjo, Deputy Chief of Mission of the Indonesian Embassy in Manila; Hon. Saad Zamuna, Deputy Chief of Mission of the Libyan Embassy in Manila; Dean Marvic Leonen, Chairman of the GPH Peace Panel, and all members of his peace panel; David Gorman, Country Representative of the Center for Humanitarian, and coordinator of the International Contact Group (ICG), as well ICG members from Japan, Turkey, Indonesia, The Asia Foundation, and the Conciliation Resources; Maj. The Moro leaders’ assembly drew-in around 1,000 leaders from various organizational and party affiliations including from the traditional sultanates. Among the prominent personalities who attended the assembly were Congressman Simeon Datumanong, Former Congressman Didagen Dilangalen, and Dr. Abdulrahman Amin of the MNLF. Hadji Akmad Bayam, former spokesman of the MNLF, Vice Governor Esmael “Dustin” Mastura, Mayors  Datu Mando Mastura of Sultan Mastura municipality, Haji Nasser Nandang, Labangan, Zamboanga del Sur, and Datu Seam Jr. of Datu Saudi Ampatuan, Maguindanao.

Also present were Bai Ali Endayla of the Kawagib Human Rights group, a militant organization, and scores of indigenous natives.


After the whole day assembly, they unanimously passed a manifesto or statement, containing all the agreed points, which they approved openly.

Text of the manifesto follows:

STATEMENT OF BANGSAMORO LEADERS

In obedience to the commandment of Allah (S.W.A.) for believers to unite and to hold to the rope of Allah and in accordance with the Sunnah of the Holy Prophet Muhammad (P.B.H), and in order to hasten the resolution of the armed conflict between the Bangsamoro people and the Philippine Government, we the Bangsamoro leaders gathered here at Darapanan this 8th day of July 2012 AGREE to unite and call upon all Bangsamoro leaders coming from all tribes, political parties, organizations, groups all over the Bangsamoro Homeland to unite in purpose and action.


We further agree on the following:

We are in agreement with the position of the Moro Islamic Liberation Front that in order to address the legitimate grievances of the Bangsamoro people and to attain their aspiration there is need to redefine their relationship with the Philippine State in a State-Substate assymetrical relationship;

We believe that there is need to establish new political entity and other institutions to replace existing ones for the Bangsamoro people to achieve peace and development;

We support the MILF and express our confidence in its leadership  in articulating and working for the realization of the aspiration of the Bangsamoro people for justice, freedom and self-determination, as well as in the MILF peace panel in negotiating political solution to the armed conflict between the Bangsamoro people and the Philippine Government;

We urge Bangsamoro leaders to take complimentary steps in support of the MILF efforts;

We commit to be vigilant in protecting and promoting the human rights of the Bangsamoro people; 

We call on the international community to continuously support the GPH-MILF negotiations; and

We call on the Organization of the Islamic Cooperation (OIC) to work for the implementation and operationalization of unity agreements between the Moro Islamic Liberation Front and the Moro National Liberation Front, particularly the establishment of the Bangsamoro Coordinating Forum, which were signed under the auspices of the OIC.

Statement issued by the participants to the Bangsamoro Leaders Dialogue held on 8 July 2012 at Camp Darapanan, Sultan Kudarat, Maguindanao participated by 1,000 Bangsamoro leaders from Palawan, Tawi-Tawi, Sulu, Basilan, Zamboanga Peninsula, Ranao, Maguindanao and Cotabato Region, Davao Region, Northern Mindanao and Metro Manila representing  local government units, Philippine Congress, NGOs and People’s Organizations, Moro National Liberation Front, Moro Islamic Liberation Front, traditional leadership, Indigenous People, and other sectors like the youth, women, religious, professional, farmers, fisherfolks and business.

AFP troops operating in the countrysides of Davao City, particularly Paquibato, Calinan and Marilog districts suffered five casualties from the sniping operations of the 1st Pulang Bagani Company-New People's Army in three separate incidents on July 8 and 9.

The NPA actions were in retaliation to the strike, intelligence and civic military operations of the 69th Infantry Battalion and 84th IB of the Philippine Army and paramilitary Cafgus.  These troops have been responsible for the series of landgrabbing, dislocation and mining preparation in Marilog, profiling and psychological warfare in Paquibato and Calinan district.
 
On the evening of July 8, the NPA lobbed a grenade at the Special Operation Team (SOT) of the 69th IB at Upper Mabuhay, Paquibato.  Three soldiers were wounded, one of them suffering grave physical injuries.  The next day, the NPA sniped the 84th IB's SOT in Barangay Dominga, Calinan district, killing one soldier.  One soldier was also killed in a separate sniping action in Barangay Dalagdag.

The AFP troops started its squad-sized operations spread in all barangays of Paquibato and Calinan district, and some parts of Marilog district during the last week of June.  Company-sized forces were also maintained by the two AFP units.  Under its SOT activities, the AFP would oftentimes pose as Red fighters to deceive the masses.  But instead of endearing themselves to the peasant and Lumad masses, they are hated and feared.  They may enjoy the support of Davao City Mayor Sara Duterte, but they are abhorred in the hearts of the masses who can clearly see beyond the peace and development masquerade, and who anticipate to be at the receiving end of the AFP's human rights abuses.
