We condemn the ambush today by the NPA in Ifugao that took the lives of 11 soldiers, including an officer, and the wife of a soldier. Those are 12 deaths too many in a conflict that has lasted too long and should have been settled through earnest and thoughtful negotiations.

Nothing can be gained from the loss of lives through violence. In this light, the NDF should listen to the Filipino people and return to the peace table without preconditions and talk sincerely about how to put an end to this internecine conflict.

The Communist Party of the Philippines (CPP) congratulates the Red fighters and commanders of the New People’s Army Front under Front 4 under the NPA North Central Mindanao Command for seizing 66 (not 50, as earlier reported) assorted high-powered firearms in a successful raid on Sunday evening of an arms storage facility being maintained by a security agency in Butuan City. The caché of firearms seized by the NPA is composed mostly of AK-47 assault rifles, several sniper rifles and hand pistols.

The high-powered firearms were seized by the NPA Red fighters from the Earthsaver Security Agency’s office in Barangay Libertad, Butuan City. The security agency is employed by mining companies.

“The Filipino people and their revolutionary forces are elated over the success of the NPA raid. They applaud the victorious tactical offensive and are more inspired to join the NPA and participate in the effort to advance the people’s revolutionary armed struggle,” said the CPP.

“All units and commands of the NPA salute the Red fighters of Front 4 for the highly successful raid and seek to learn from their experiences,” said the CPP. “Every other front command of the NPA should be inspired to emulate, match and surpass the success of the Butuan raid.”

“Let the successful raid and seizure of 66 high powered firearms now serve as a bar to be exceeded by all other units of the NPA in the rest of the country,” said the CPP. “The NPA needs to seize more and more firearms from the AFP, the PNP and their paramilitary groups and private armies, including special armed units posing as security agencies.”

“There are thousands upon thousands who wish to join the New People’s Army or its auxiliary militias,” said the CPP. “The NPA should be able to seize an increasing number of firearms in order to build, arm and train new companies and platoons of Red fighters.”

This refers to the allegation by Mr. Luis Jaladoni that the GPH illegally arrested Mr. Reynante Gamara whom he claims to be an NDF Consultant under the Joint Agreement on Security and Immunity Guarantees (JASIG).

Mr. Gamara’s arrest on 3 April 2012 was a police action based on an outstanding warrant for kidnapping with murder (Criminal Cases No. 11-3248 and 11-3249) issued on 23 March 2012 by Judge Rodolfo D. Obnamia, Jr. of the Regional Trial Court, Branch 64 in Mauban, Quezon.

We reiterate our position that as a logical consequence of the NDF’s failure to comply with the terms of the verification mechanism, JASIG has been rendered inoperative. As such, there is currently no basis to verify if the alleged consultant Reynante Gamara who used the pseudonym “Siling Perez” is supposed to be covered by an immunity guarantee.

The Communist Party of the Philippines (CPP) urged the Filipino people to oppose the Aquino regime's policy of national treachery in calling for increasing American military presence in the Phlippines through the Balikatan "joint exercises." The CPP issued this statement as around 4,500 US soldiers are set to arrive in the Philippines to hold naval and other maneuvers starting tomorrow along the South China Sea off the coast of Palawan, in the general vicinity of the disputed Spratly islands.

"The so-called joint military exercises to be carried out this year by the US and Philippine governments are clear acts of power projection and military muscle flexing by the imperialist US government directed at China whose rising economic power, political influence and military strength are perceived by the US as threats to its aims of expanding and strengthening its hegemony over the Asia-Pacific region," said the CPP.

The CPP denounced the Aquino regime for "deceiving the Filipino people into believing that allowing more American military troops in the Philippines will help enhance Philippine naval defense and capability to defend sovereignty. Aquino has stooped to the lowest levels of colonial submission in declaring that the Philippines can more effectively defend its sovereignty by putting it in the hands of his imperialist masters," said the CPP.

"Aquino is revealing himself more and more to be a mendicant colonial vassal in allowing the US military to use Philippine territory as their own in exchange for a few discarded and obsolete US military surplus hardware and war materiél," added the CPP. The CPP said further that the bargain sale of military surplus to the Philippines is being done by the US not because it seeks to help defend Philippine sovereignty. "The US military-industrial capitalists stand to benefit in the US-instigated push to build-up military strength by the Philippines and other countries in the Asia-Pacific region."

"In outright violation of its own constitution, the Aquino regime allows the US military to carry out combat operations in the Philippines by allowing it to fly surveillance drones to guide ground operations of the AFP, embed American troops in operating units of the AFP, deploy teams of American military advisers in AFP tactical command centers, carry out civilian-military operations and psywar activities, set up satellite and communications infrastructure and undertake other counterguerrilla-related activities."

"In order to accomodate the US plan to increase the number of its troops rotating permanently across several countries in the Asia-Pacific region, the Aquino regime is currently seeking to provide the US with military facilities for the regular docking of American warships, for the operation and stationing of US military drones, for rest and recreation of thousands of US soldiers and to address the other needs of the US military."

The CPP urged the Filipino people "to untiringly push for the abrogation of the Mutual Defense Treaty of 1951, the Visiting Forces Agreement and other similar one-sided military agreements which violate the country's national sovereignty."

"The Filipino people must wage information and study campaigns to heighten the patriotic awareness of their history of anti-colonial and national liberation struggle. They must expose how the US military and government continue to trample on Philippine sovereingty in order to extend its hegemony over the Philippines and the entire Asia-Pacific."

The CPP added: "They must wage mass campaigns in their communities, schools, factories and offices in order to collectively demonstrate their opposition to the puppetry of the Aquino regime and demand a stop to US military intervention in the Philippines."

"The CPP further calls on all revolutionary forces to stand ground in defense of national sovereignty and raise the Filipino people's determination to wage a patriotic armed resistance against the interventionist troops of the US imperialists."

People's war reaps major victories in Mindanao

People's war in Mindanao continues to advance and reap victories despite Oplan Bayanihan's violent war of suppression.

The New People's Army (NPA) operates in 42 guerrilla fronts all over Mindanao. The number of company-size guerrilla fronts increased in 2011.

Through self-reliance and assistance from relatively more advanced regions, the relatively weaker regions were able to expand and consolidate their subregions and guerrilla fronts. In the next year or two, they can be expected to march in step with the other regions nationwide.

More platoons were formed, with the NPA's armed strength growing by 20%. The NPA further expanded and gained strength, raising its capability to launch more extensive and intensive tactical offensives.

From January 2011 to March 2012, the NPA was able to launch about 600 tactical offensives all over Mindanao, 140% more than the 250 tactical offensives launched in 2010. The offensives, which were launched at an average of one to two per day dealt more than a battalion of casualties on troops of the Armed Forces of the Philippines (AFP). Two hundred of the casualties were killed in action while a hundred were wounded in action.

The NPA was able to punish notoriously exploitative, oppressive and environmentally destructive big mining and logging companies as well as plantations run by imperialists, big comprador bourgeoisie and landlords such as the Sumitomo Metals-owned Tag-anito Nickel Mines, SMI-Xstrata, Toronto Ventures, Russell Mining, Dole-Stanfilco, Sumifru and Del Monte, among others.

More barrios were also reached by the Party and people's army's organizing efforts, thus raising the size of the revolutionary mass base in Mindanao to about a million strong. The Party and people's army were also able to establish organs of political power, expand their united front work and consolidate guerrilla zones and base areas. These conditions have provided the NPA with opportunities to launch more extensive and intensive guerrilla warfare based on an ever expanding and deepening mass base.

Agrarian revolution is expanding in scope throughout the island. From the village level, agrarian struggles are now being conducted on the town, inter-municipal, provincial and regional levels. Hundreds of thousands of peasants are enjoying the fruits of agrarian revolution, strengthening the political power of the Party and the NPA in the countryside.

Open antifascist, antifeudal and anti-imperialist mass struggles against the US-Aquino regime are gaining strength. Fuelling the people's rage are the brutality and human rights violations committed by the state's fascist machinery. Protest actions are being launched against extrajudicial killings, oil price hikes, destructive mining and logging, the seizure of farmers' lands, the US Balikatan exercises and destruction wrought by the presence of American troops.

Militarization by the fascist regime is intensifying in peasant and Lumad communities through indiscriminate bombings, firing and strafing which have caused dislocation and evacuations and worsened the poverty of people in the CARAGA region, the Davao provinces, in Bukidnon and other areas of Mindanao.

Party membership grew in all five regional committees of Mindanao by more than 30%. The Party continues to strengthen its ideological, political and organizational leadership among NPA units, in the barrios, communities, factories, mass organizations and alliances.

More than 90% of Party members in NPA units have finished the Basic Party Course. The campaign to conduct the Intermediate Party Course among cadres in the regional, subregional, provincial, front and some section levels continues.

The Advanced Party Course is being given at the regional level and will be taken by cadres at the subregional, provincial and front levels in the next two years.

On the whole, the revolutionary forces in Mindanao have maintained initiative and flexibility against the concentrated and sustained encirclement campaigns of the enemy in two regions. On the other hand, the revolutionary forces in the three other regions have contained the enemy's attacks.

The CPP and NPA's brilliant victories in Mindanao are proof of Oplan Bayanihan's failure to stop the advance of people's war in the island.

Red fighters counter intensive SOT operations by 57th IB, 8th IB AFP troops in two separate ambush, command detonated explosive blast

Offensive Special Operations Team (SOT), psychological warfare activities and series of indiscriminate bombing operations by the 57th Infantry Battalion and 8th Infantry Battalion in Magpet, North Cotabato and Kibawe, Bukidnon have led to the dislocation of civilians and a host of other human rights abuses.

Acting in active defense and to counter the destructive operations under the Oplan Bayanihan, Guerilla Front 53 operations command-Herminio Alfonso Command-NPA ambushed the 57th IB forces March 29, 11 am in Sitio Bantaan, Bagumbayan, Magpet town killing one of the AFP troops and wounding another. The HAC-NPA's active defense martyred one Red fighter, Ka Nonoy. In retaliation, the AFP directed its two bomber planes and OV 10 and indiscriminately bombed civilian communities for two days in Bagumbayan, Magpet resulting to the dislocation of 122 families. It positioned its two 105 howitzer canyon behind the Bagumbayan public school and along a bridge in Kabacan river in Barangay Binay, Magpet town.

As the 57th IB-AFP troops continued with the offensive operations, on April 1, the Red fighters directed its command detonated explosive to prevent the entry of a 6x6 military truck in Purok 4, Mateo, Kidapawan city along the national highway. The NPA action temporarily prevented a further military assault.

That same day, between 5:30 to 7:00 am, the Red fighters ambushed an SOT of the 8th IB-AFP in Barangay Sampaguita, Kibawe town, Bukidnon, killing two AFP troops. After the battle, the AFP dropped eight bombs, one civilian, Jenis Maguate was wounded on the face and back. The civilian's cow and carabao were hit and killed with the bombing assault.

To justify its offensive bombing and ground operations in conditioning the minds of the public, the AFP spread the wild rumor of the presence of Ka Parago of the 1st Pulang Bagani Company-NPA in the North Cotabato-Bukidnon range. The military operations was also an act of desperation to pursue the NPA for the capital punishment it imposed on Patrick Wineger, a prized possession of the AFP who masterminded the killing of beloved Italian missionary and people's advocate Fr. Fausto "Pops" Tentorio.

602nd Brigade Commander Col. Cesar Sedillo and 57th IB Civil Military Operations chief Lt. Manuel Gatus bared their stark ignorance when they immediately condemned the command detonated explosive blast as a violation to the international humanitarian law. The command-detonated explosives of the type used by the NPA are not covered by the Mine Ban Treaty nor do they violate international laws governing armed conflicts. The NPA only uses command-detonated explosives against the intruding forces of the AFP/PNP. Command-detonated explosives are anti-personnel and anti-tank mines that fundamentally differ from mines that are designed to be exploded
by the presence, proximity or contact of a person which are specifically covered by the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and Their Destruction.

The AFP further attempts to score a propaganda point and fails miserably when it diverts its own abusive and offensive military operations that has left a string of extra-judicial killings of civilians like Fr. Tentorio and Ramon Batoy, and the psychological warfare against civilian peasants and indigenous peoples in North Cotabato and Bukidnon provinces. It attempts to deodorize its rotten self by extending civilian social services to the victims of its military operations.

All the more, the NPA is on a moral high ground in actively defending the civilians from intruding military forces by acting against legitimate military targets and mounting offensive military actions against the abusive AFP.
