CPDF hails NPA in Abra and Kalinga

The Cordillera People's Democratic Front (CPDF) hailed two New People's Army (NPA) commands in Ilocos-Cordillera Region the Agustin Begnalen Command (ABC) of Abra for successfully foiling a military attack and the Lejo Cawilan Command (LCC) of Kalinga for launching a tactical offensive against the 77th IB-CAFGU detachment on February 3.

The CPDF belied the military's claims that the NPA suffered three dead and one wounded in Abra. According to the Saulo Lumadao Front (NPA-South Central Abra), two troopers of the 52nd Division Reconnaissance Company (52nd DRC) were wounded when the so-called elite fighting unit attempted to attack a temporary NPA encampment in Sitio Nagas-asan, Barangay Ud-udiao in Sallapadan, Abra at around 11 a.m. on February 3.

On the same day, an NPA team under the LCC harassed the 77th IB-CAFGU detachment at Cagalian Gate in Pasil town, Kalinga, wounding two soldiers and a CAFGU element.

The military operations in the area are aimed at suppressing the people's antimining struggles in the province.

Meanwhile, the Jovito Ragay Command of the New People's Army in Samar province reported that nine enemy soldiers and a CAFGU element were killed in successive battles in Calbiga town on January 23 and 25. Comrades successfully thwarted a raid by the 34th IB on an NPA base in Barangay Ginbanga on January 23. Killed in this firefight were two regular soldiers and paramilitary element Luis Gacuma. The comrades were able to retreat without suffering a single casualty.

The NPA launched a counter-offensive by harassing 34th IB soldiers in Barangay Huba-san on January 25 at 10 a.m. A misencounter ensued among the severely demoralized and confused soldiers, resulting in the death of seven troopers. The NPA again was able to retreat unscathed.

Too embarrassed to admit its losses, the military claimed before the media that its lone casualty was a paramilitary element killed in its offensive operations in Calbiga town.

GPH, MILF Peace Panels to meet in Kuala Lumpur today

February 13, 2012:Peace negotiators of the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) will start their 3-day peace negotiation in the booming capital of Malaysia from February 13-15 with the hope of resolving the stickiest points encountered by the parties in recent months.

Expected to come for the talks, on the side of the GPH, are Dean MarvicLeonen, Prof. Miriam Ferrer-Coronel, Businessman SenenBacani, and Dr. Hamid Barra, and Ms. YasminBusran-Lao; and on the MILF, Chairman MohagherIqbal, Atty. Datu Michael Mastura, Maulana Bobby Alonto, Prof. Abhoud Syed Lingga, and Abdulla Camlian.

Also joining the MILF peace delegation are Jun Mantawil, Mike Pasigan, Mhajirin Ali, and Atty. RaissaJajurie, who will sit in the MILF Secretariat. At present the MILF Secretariat is lacking with one member. Mr. OndelMeling, the second man in the group, is still bed-ridden and has not recuperated since 2006 after suffering from a serious stroke due to diabetes.

Datu Antonio Kinoc, an alternate member of the MILF Peace Panel, is not also joining the group. He would only be required to join the peace delegation when a clear agenda on indigenous peoples are up for discussion, especially when his counterpart in the GPH, Mayor Ramon Piang Sr. is also required by the GPH to attend the session.

During the 24th meeting of the peace panels last January 9-11, the issues that prominently preoccupied the parties are on power-sharing, wealth-sharing, and interim mechanism. They managed to come to understanding, short of a formal decision, on the powers exclusively exercised by the central government, but they lacked time to deal on powers which are concurrent to the central government and state government, and powers to be exercised by the state government. They, however, intensely discussed the interim arrangement for several hours, but it proved to be a very difficult nut to crack. Their respective roadmaps have many things in common but they differed substantially on timeframes and the need for mechanism that would ensure perpetuity of the agreement.

The agenda of the current session of the parties, the 25th, are not yet disclosed, but it is expected that they would continue the discussion of the sticky points enumerated above.

An effort by Luwaran to get some input from the MILF peace delegation failed. They explained that it is against established protocol of the negotiation to divulge any part of the negotiation, except when the parties agreed to disclose it. A case in point is the Report of the International Monitoring Team (IMT) on the Albarka Incident on October 18, 2011 where at least 19 soldiers were killed in an encounter with MILF fighters. The MILF peace panel wanted it declassified, but the GPH preferred it to remain a classified document. The Malaysian facilitator‘s position is to let it remain an internal document to the parties.

On the other hand, the CPDF castigates the spin masters of the AFP, including Col. Eliseo Posadas of the 503rd Brigade, for fabricating blatant lies to cover their losses and failures. Col. Posadas claimed in their first press release that the NPA sustained three killed and another one wounded but quickly contradicted himself later by reducing his claim to only one alleged casualty.

On the contrary, based on the official statement released by the Saulo Lumadao Front-NPA South-Central Abra, two of the attacking troops were either wounded or killed during the encounter at 11 till 1 a.m. last February 3 at Sitio Nagas-asan, Barangay Ud-udiao in Sallapadan, Abra. The alleged names of three casualties namely Ricardo Reyes or “Tubong”, “Ronnie” and “Spike” were merely inventions of Col. Posadas based mainly on the names of past surrenderees or renegades decades ago. It will be recalled that the name Ricardo Reyes was the same name claimed by same Col. Posadas as one of the casualties in the earlier Tineg encounter. Likewise, neither aliases Ronnie and Spike appeared in the roster of active NPA guerrilla but are aliases of former NPA members who previously lie lowed and are now living civilian lives. One would expect the military mindset to have a more fertile imagination in conjuring names.

On the same day last February 3, 2012, a team under the LCC successfully harassed the 77th IB-CA detachment at the Cagaluan Gate, Pasil, Kalinga. In a statement released by LCC, two AFP regulars and 11 CAFGU member were wounded. The AFP keeps this incident under wraps from the media.

Col. Eliseo Posadas and his ilk in the 5th ID have figured prominently in blatant lies before, including the claim that four innocent civilians from Cervantes, Ilocos Sur and Mankayan, Benguet, arrested in September and October last year, were members of the NPA. The four — Edward Galao, Hilario Bantew, Luinesa Bonella and Joy Atiw, were illegally arrested and detained on trumped-up charges and continue to languish in detention cells despite affidavits and manifestations by local government authorities and other personalities attesting to their civilian status.

The 52nd DRC’s heightened operations in Sallapadan and other neighboring areas is ostensibly to clear these areas from insurgency in pious compliance with the strategic investment defense task of the AFP to pave the way for the easy entry of large-scale mining companies and other economic aggressions by imperialist forces and their local stooges in the area. These towns are covered by mining applications of Mina Fortuna Integrated Mineral Resources covering 8,100 hectares and Discovery Mines covering 12,0000 hectares respectively. The province of Abra and the other provinces of the Cordillera and the neighboring regions of Ilocos and Cagayan Valley are covered by various overlapping applications and operations of large-scale mining and energy power plants.

The successful defense and repulsion by the NPA Red fighters in Sallapadan, Abra. as well as the attritive operations conducted in the PA-CCA detachment in Pasil, Kalinga is attributable to the overwhelming support of the masses to the NPA in defending their ancestral lands and cherishing their army, as well as the Red fighters’ mastery of terrain, steadfast discipline and deep resolve. It is proof the revolutionary movement’s continuing march to greater victories.

In contrast, no amount of face-saving falsehoods can reduce the ire and contempt of the people against the reactionary AFP. Col. Eliseo Posadas and his spokesperson, Capt. Ed Sia-ed, can continue to invent names of NPA casualties and supposed “overrun camps” but the dwindling willingness of his troops to fight cannot be concealed from the public for long. It is indeed revulsive to fight for a rotten system! #

In the quest for a just and lasting peace in Mindanao, government agrees that there is a need for 'genuine autonomy' which the current ARMM has not delivered. As of the last round of talks between the government and the MILF, details of such autonomy is still being discussed.

As was directed by the President from the beginning, this government works within the flexibilities of the Constitution and within the parameters of national sovereignty and territorial integrity.

At the same time, while government is engaged in negotiations with the MILF, it pushes for inclusivity to acknowledge all stakeholders within the Autonomous Region in Muslim Mindanao to define goals, articulate interests and agree on common courses of action.
Government will continue its consultations with all constituents affected. To date about 65 of these consultations have already taken place.#
