Pres. Duterte Set to Sign Bangsamoro Law Monday Morning

Sultan Kudarat, Maguindanao-The bill on the proposed Bangsamoro Region recently passed by the Bicameral Conference Committee will be signed into law by President Rodrigo Duterte Monday morning (July 23) before his State of the Nation Address (SONA), Presidential Spokesman Harry Roque told reporters in MalacaƱang on Thursday.

Roque hailed the bicameral conference committee for approving the reconciled version of the proposed Bangsamoro Organic Law after heated debates and debacles among its members.

“We thank our lawmakers and members of the Bangsamoro Transition Council because the bicameral conference on the BBL (Bangsamoro Basic Law) is finished. Because they completed the bicameral conference, the President will sign the BBL before his SONA this coming Monday,” Roque said as quoted by Manila Bulletin.

The BBL has been renamed as organic law for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) last Wednesday.

Roque told reported in the press briefing that the Senate and the House of Representatives are expected to ratify the bicameral measure when they start the third regular session on Monday. It will then be submitted to the President for his signature before he delivers his nationwide public address that same day.

“Anytime now we can sign it. As soon as we receive the consolidated version of the proposed Republic Act, the President can sign it,” Roque said as quoted by Manila Bulletin.

“It’s possible it will be on Monday. That’s the target anyway,” he added.

Meanwhile, Mohagher Iqbal, Chair of the Moro Islamic Liberation Front (MILF) Peace Implementing Panel, also Commissioner of Bangsamoro Transition Commission (BTC) that crafted the BBL, said in an interview by ABS-CBN News Channel (ANC) on Thursday, July 19, that the MILF is extremely happy with the version of the Bangsamoro Organic Law that passed Congress.

Iqbal said, the version of the law that hurdled Congress is at least 85-percent compliant with the 2014 peace deal between their group and the government.

"On a personal note, I think the compliance of the law that was passed in the bicameral conference committee is 85 percent to 90 percent. But as to the final assessment, that will be the decision of the leadership of the MILF," he told ANC.

Iqbal also told ANC that MILF will prioritize education, social services and health in spending the block grant amounting to about 60 Billion Pesos Annually.
