OPAPP - MILF launch JCMAC v2.0 “peace corridor ii”
MARAWI CITY. September 7, 2018. The government through the Office of the Presidential Adviser on the Peace Process (OPAPP) headed by Sec. Jess Dureza and Moro Islamic Liberation Front (MILF) launched a Joint Coordination, Monitoring Action Center version 2.0 (JCMAC v2.0) at Dimaporo Gymnasium, MSU Campus, Marawi City on September 6, 2018.The Joint Coordination, Monitoring Action Center v2.0 is the part 2 or the continuation of JCMAC I popularly known as " GPH - MILF peace corridor " jointly implemented and supervised by both Peace Implementing Panels who took on a humanitarian role during the Marawi crisis from May 29, 2017 to November 24, 2018 that resulted to the rescue of 255 civilians from the conflict zone and secured and coordinated the passage of 165 humanitarian and relief assistance through the Malabang Peace Corridor.
The JCMAC v2.0 pursues the same mission of humanitarianism and sort of sounding board that will listen to the voices of the people and convey them to where they are intended.
They will link the both Peace Implementing Panels to government agencies involved in the reconstruction and rehabilitation of the city and surrounding areas and assist or partner with government agencies and entities in programs to address the issue of violent extremism.
Specifically, the role of JCMAC version 2.0 are three - fold: Response, Protection and Prevention that will establish a contact center to work on promoting the safety and welfare of the people, protecting of their rights and properties, help and support in addressing emergency conflicts to become preventive agents.
Chair Usec. Nabil Tan of the GPH Peace Implementing Panel in his opening statement emphasized the efforts of those individuals who contributed in the successful implementation of JCMAC I " peace corridor ".
He commended the officers and men of Armed Forces of the Philippines (AFP) and the Moro Islamic Liberation Front (MILF) for their efforts." The JCMAC has given us the proudest moment and without a close coordination with them, our work would have been very difficult."
MILF Peace Implementing Panel, Chair Mohagher Iqbal in his statement lauded the political will of President Rodrigo Roa Duterte and his commitment to rebuild Marawi City.
" From what we know and what we have experienced, once he commits, he will comply and deliver. He promised to pass the BOL and indeed he passed and signed it on July 27, 2018. He promised to rebuild Marawi City, in shaa Allah, he will fulfill that. He still has many more years in office."
Iqbal also stressed, " Marawi City can rise from ashes of destruction. I am sure of that, but this will not happen overnight. There will be many challenges and problems along the way; we are experiencing many of them now. Let us be patient and persevere. As part of our moral responsibility the MILF and government are here to continue extending our modest help to our besieged brothers and sisters in this city.
But please let it not be misunderstood that we are here to bring or deliver huge projects nor to make high - stake promises. None of those are in our mind. Probably, if the Bangsamoro Organic Law (BOL) which is MILF - led is in place
, then we can make a more concrete statement. But the BOL is not yet ratified, the plebiscite is still far away and most likely, it will take place in January 21, 2019."
Iqbal concluded his message by saying, " Let me state clearly and loudly that the MILF had done what it had to do and was capable of doing during the Marawi crisis. Had the MILF mishandled or misread the situation, the loss would be more than the gains. To some people or group our intervention was not sufficient but to us, these are the most we can do under the prevailing circumstances. We wanted to engage more deeply but they were not possible. There were no other viable option. Whether we are correct or not in our judgment, we can only say," Allah knows what we do not know. He is All Wise and All Knowing."
