Zamboanga City Mayor Maria Isabelle Climaco-Salazar made a formal request to the Department of Justice (DOJ) for the transfer of MNLF rebels detained at the San Ramon Penal Colony to another prison facility outside the City. Mayor Salazar made the request through a letter sent to DOJ Secretary Leila De Lima, the Zamboanga Today reported on October 14, 2013.

In her latest press briefing, the mayor said she made the request due to the apprehension aired by some residents of San Ramon regarding possible threats to security due to the presence of the MNLF within their vicinity.

The city’s residents meanwhile express apprehension on the trial to be held in Zamboanga City if the detainees are going to remain in the city.

She also said that there is a need to rehabilitate the courts which were heavily damaged due to the recent fighting between government troops and Moro National Liberation Front (MNLF) rebels.

The Department of Justice building is one of the structures heavily damaged by the recent attack. Although it was recently turned over to Department of Justice officials, the structure has not yet been repaired and electricity was not immediately restored.

Prosecutors have been holding office at the City Library where cases of rebellion and violation of International Humanitarian Laws are being prepared against other MNLF rebels involved in the attack.

At present, 140 MNLF respondents have been charged with Rebellion and Violation of International Humanitarian Laws. Prosecutors are preparing charges for 146 more respondents.

Meanwhile, Luwaran source from Zamboanga City reported that except for establishments near the vicinity of ground zero where military and police clearing operations are still going on, commercial establishments as well as schools has opened. Government offices were also reported to have resumed operations after weeks of closures due to the Zamboanga City stand-off that started on September 9 and ended on September 20, 2013 between MNLF-Misuari faction rebels and joint AFP troops-members of the Philippine National Police (PNP). As of press time, authorities have no idea or information as to the whereabouts of Ustdz Habier Malik, the right-hand man of Chairman Misuari who led the attacked on coastal villages of the city.
