Speaking during the dialogue with ARMM employees on Republic Act No. 11054 held at SKCC, ORG Compound, Cotabato City on Wednesday, Iqbal said, “With the BOL, the Bangsamoro people will be able to determine their political status and pursue economic, social and cultural development through the appropriate governance structures and institutions,” Iqbal stressed.
The RA 11054 he said, “shall legally entrench the principles found in the peace agreements, particularly the Bangsamoro people’s right to self-determination and also genuinely address the injustices committed in the past.”
Iqbal also emphasized that the envisioned new Bangsamoro Government shall guarantee that the rights and aspirations from various non-Islamized indigenous people's groups as well as Christian neighbors will be respected and safeguarded.
The BOL is known as Republic Act 11054, approved and signed by the President and presented to the MILF leadership in Malacañang Palace on August 6, 2018.
On the smooth transition from ARMM to Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Iqbal said that this is a bit challenging and arduous work. However, the Philippine Government and the MILF are preparing for a plan on its smooth transition through Coordination Team for the Transition or CT4T.
“No doubt, the transition from the current ARMM to the envisioned Bangsamoro government as per the BOL will be challenging and arduous,” Iqbal said.
“I am pleased to share that the ARMM and the MILF are part of a relevant working group to prepare the transition plan, including necessary protocols and legal codes, to guide us in this massive endeavor,” he said.
“I am referring to the Coordination Team for the Transition, or CT4T, which was first organized in 2014,” Iqbal added.
He explained that the CT4T is the primary mechanism for coordination between the Philippine Government, the MILF and other critical agencies to ensure that the necessary and appropriate steps in preparation for the transition leading to the formation of the interim government, or the Bangsamoro Transition Authority, would be undertaken.
He further said that CT4T’s work, the Bangsamoro Transition Commission (BTC) continues to conduct dialogues with different sectors and employees in ARMM, such as health and education, to discuss essential provisions of the BOL and also address any misapprehensions over the transition phase.
“With the help of the CT4T and numerous BTC activities, we will ensure that the transition to BARMM will not be haphazardly done,” Iqbal elaborated.
The MILF said, is more than willing to collaborate with the ARMM and actively participate in various peace process mechanisms for the seamless transition.
The program is organized by the Office on the Presidential Adviser on the Peace Process, the ARMM Government, and the Moro Islamic Liberation Front which was participated in mostly by thousands of ARMM employees.
