BARMM launches ‘peace, security and reconciliation office’ to resolve horizontal conflicts

COTABATO CITY – The Bangsamoro government launched on Thursday, Jan. 26, the Peace, Security, and Reconciliation office whose major task is to settle rido (feuds) among warring groups, particularly, Moro combatants during the transitional government. 

The ceremonial launching was held inside the Bangsamoro Government Center.

The newly created office aims to coordinate and attend to the needs and concerns of transitioning combatants and conduct regular dialogues with community-based organizations, peace partners, local government units (LGUs), and civil society organizations.

Senior Minister Abdulraof Macacua said he was “happy to witness today the launching of the Peace, Security, and Reconciliation Office, which will be the primary agency to support and serve transitioning combatants and existing peace mechanisms and settle conflicts among warring groups during this transitional government.”

“It is the vision of the government of the day that as we move forward in the normalization process, it is only relevant that we end and put in place a long lasting solution to the horizontal conflicts in the region. The Bangsamoro government is in its consequential years (and) we cannot move forward if we cannot settle these conflicts on the ground,” Macacua said.

Meanwhile, UN Representative to the Philippines, Gustavo Gonzales in a video message said, “I congratulate all of you for the establishment of peace, security and reconciliation office which represent another achievement in the peace-building process. So the idea of PSRO is another example of the strong collaboration between BARMM and United Nations. Thanks to UN program which is funded by the UN peace building office and implemented by International Organization for Migration.”

“The UN will be a close supporter of this office. Someone said that peace is not something you wish for, it is something you make, something you are, something you do and something you share. So happy as a UN representative that our partnership is always offering us the possibility to share and build peace together,” Gonzales said.

The newly appointed director, Anwar Alamada took his oath of office before Senior Minister Abdulraof Macacua.

The Office of the Chief Minister allocated P15 million to jumpstart the office.

Present in the launching and oath taking ceremony were Cabinet Secretary Mohd Asnin Pendatun, Attorney-General Sha Elijah Dumama-Alba, IOM Chief of Mission Ms. Tristan Burnett, UNFPA Mindanao Sub-Office Head Rochelle Angela Yu Head, MP Mary Ann Arnado and Butch Malang, among others.
