Facility for Economic Empowerment of Bangsamoro Women Opens in Cotabato City

A new initiative designed to expand economic opportunities for Moro women officially opened its doors on August 22, 2025. The Women Empowerment Facility (WEF), spearheaded by the League of Moro Women Organization, Inc. (LMWOI), was launched under the ACCELERATE Bangsamoro Program of The Asia Foundation (TAF) with support from the Australian Government. Its financing framework was crafted by M&T Consultants, Islamic Co., the LMWOI shared this announcement in its official FB page.


The facility introduces a Murabahah-based microfinancing scheme, offering Bangsamoro women access to capital that is both ethical and sustainable. Organizers explained that WEF is envisioned not just as a financial mechanism but as a platform to strengthen women’s role in local economies, allowing them to diversify small enterprises while remaining rooted in Islamic principles of fairness.


To ensure this alignment, M&T Consultants Islamic Co. engaged early on with the Bangsamoro Darul Ifta (BDI) and the Bangsamoro Women’s Commission (BWC). Their guidance shaped the program in line with Shari’ah requirements and the region’s Women Economic Empowerment Policy, making WEF both faith-sensitive and policy-responsive.


Support from the Bangsamoro Government was also evident during the launch. Finance Minister Atty. Ubaida Pacasem noted that WEF is consistent with the Islamic Finance Roadmap of the Ministry of Finance, Budget, and Management (MFBM). Meanwhile, the Office of the Chief Minister highlighted how the initiative dovetails with BARMM’s broader goals, including social protection, digital governance, and sustainable peace.


Messages of support also came from key ministries such as the MTIT, MSSD, and CSEA, alongside representatives from Cotabato City’s LGU, UN bodies, international NGOs, cooperatives, and private sector groups. Their participation signaled a shared commitment to building a more inclusive Islamic finance ecosystem that promotes equitable growth and empowers Bangsamoro women at the grassroots level.
