One civilian killed in raid of Philippine Army troops in Zamboanga Sibugay

 

April 30, 2012 News  - A Moro civilian was brutally killed in an early morning raid conducted by combined troops 11th DRC and 18th Infantry Battalion of the Philippine Army at Sitio Gangit, Barangay Mamagun in Naga, Zamboanga Sibugay Province  last April 28, 2012.




The Philippine Army troops fired high powered guns to two houses owned by civilians identified as Babo Indak and Zenaida Indak as soon as they reached the area, which resulted to the death of Khalifa Abdulsalam.
Kahlifa is a civilian student of a Madarsah, Islamic school.




According to military information, the army troops were conducting patrol that early morning and were fired upon by armed men which prompted them to return fire. A brief gun battle ensued.

However, the owner of the raided house, who is the mother of Khalifa, belied the military information, saying “the military just fired at our house and then went to our house, kicked and destroyed the door and opened fire again against civilians.”


“The military were not fired upon and there was no exchange of fire,” she said.


Families of the victim asked the government and MILF ceasefire committee and the Civilian Protection and International Humanitarian Laws and Human Rights Experts to conduct investigation on this raid and atrocities committed by government forces against innocent civilians.


But questions were raised on the continuing objection of the provincial government of Sibugay for a conduct of investigation by the IMT in the province.


The MILF and IMT had been asking the national government through the government peace panel to work on this objection of the provincial governor if indeed the government’s policy on the primacy of the peace process and ceasefire reigns over all the government institutions and instrumentalities.


Recalling that the investigation by the IMT on scores of alleged ceasefire and IHL violations committed by both the government and MILF related to the fighting between their forces in Sibugay from October 15-26, 2011 had not been conducted because the government could not reign over the objection of the Sibugay Governor.


These raid and killing of Kahlifa are violations to the ceasefire and civilian protection agreement between the government and MILF. Moreover, these cases are also violations of human rights and constituting criminal act by government security forces.


The families and victims of these atrocities were also told to report the incident and file formal complaint to human rights groups and the government Commission on Human Rights.

Dinukot ng tropang AFP-PNP si Jay-jay Abache, 26 taong gulang, may asawa at anak, isang construction worker, residente ng Taisan, Legazpi City noong Abril 30. Habang nasa bakasyon sa kanyang trabaho sa Laguna, umuwi si Jay-jay upang makapiling ang kanyang pamilya noong Abril 27.

Abril 30, alas-12 ng tanghali, habang bumibili sa isang karenderia sa sentrong baryo ng Brgy. Taisan, pilit na pinadapa, pinosasan, tinutukan at dinukot ng mga armadong elemento ng AFP-PNP na nakatakip ng bonnet sa ulo. Walang ipinakitang warrant of arrest kay Jay-jay.

Alas-onse ng gabi ng parehong araw, nakawala si Jay-jay nang i-turn-over siya sa PNP Legazpi.

Habang siya ay nasa kamay ng mga intel operatives ng AFP-PNP, nakaranas ng pisikal at sikolohikal na pagpapahirap si Jay-jay. Bakas sa kanyang mga pasa sa mukha at katawan ang karahasang sinapit sa kamay ng mga intel. Pinilit siyang umaming maysala sa isang kasong murder at siya diumano ay myembro ng NPA. Pilit din siyang pinaaming may baril.

Si Jay-jay ay isang sibilyan at non-combatant. Dinukot siya ng mga intel upang gipitin at pilitin siyang ituro ang kinaroroonan ng kanyang kapatid, na isang kasapi ng BHB.  Sa nakaraan, ang iba pa nilang mga kapamilya ay nakaranas na din ng intimidasyon mula sa mga militar.

Walang ibang may motibo at kapasidad para dukutin at isailalim sa tortyur si Jay-jay Abache kundi ang tropa ng AFP-PNP. Sa sobrang desperasyon at kabiguang mapasakamay nila ang kapatid ni Jay-jay, humantong ang mga AFP-PNP sa paggamit ng pinakamaruming taktika ng pagdukot sa mga kamag-anak ng kasama.

Pagkatapos i-turn-over si Jay-jay sa PNP-Legazpi, arogante pang binanggit ng kanyang mga abductors na “maling tao pala” ang kanilang nakuha. Ipinakikita nito na ipinagmamayabang pa nila ang kanilang krimen at hindi natatakot sa anumang batas na kanilang nilabag.

Ipinagbabawal sa Internasyunal na Makataong Batas ang pagdukot at pag-hostage ng mga kamag-anak ng mga kalahok sa digma, bilang isang anyo ng sikolohikal at mental na tortyur. Tanging ang mga buhong na AFP-PNP ang buong-kalupitang umaatake sa sibilyang populasyon habang sinungaling na nagpapanggap na‘kampeon ng kapayapaan’ at ‘kampeon ng karapatang-pantao’.

Ang sistematikong kampanya ng panunupil at pananalasa ng pinakamalalang paglabag sa karapatang-tao ay nakasaad sa Oplan Bayanihan, tulad ng sa nauna nang Oplan Bantay Laya 1 at 2. Partikular na nakasaad sa Oplan Bayanihan na kailangang gawin nang kalkulado ang mga pagdukot at pagpatay (EJK), sa paraang desimulado. Hindi nakapagtatakang kinukupkop ng AFP-PNP at ng rehimeng US-Noynoy Aquino ang mga demonyong tulad ni Jovito Palparan. Tampok na katangian din ng Oplan Bayanihan ang pagpapaigting ng psychological war at panlilinlang.

Walang magagawa ang mga maruruming taktika ng AFP-PNP at lalo lamang nitong pinapatunayan sa mamamayan ang likas na pagiging berdugo at mersenaryo nito. Wala itong kinikilalang batas at karapatan ng mamamayan at handang gumawa ng anumang kabuangan upang makamit ang kanilang misyong militar sa kapinsalaan ng mamamayan.

May 1 tactical offensive in Bukidnon

May 1, 2:30 AM— a team from the Rexan Perez Command of the New People’s Army (RPC-NPA) harassed a unit of the 8th IB PA launching Community Organizing for “Peace and Development” (COPD)- OPB in Purok 7 Brgy. Songco, Lantapan, Bukidnon. The 8th IB troops suffered nine casualties— two dead and seven wounded— as witnessed by civilians.

Used in the harassment are high-power rifles and a command detonated explosive which exploded at the military vehicle used by the mercenary troops.

After the incident, in interviews with local radio stations in Cagayan de Oro and Malaybalay, Maj. Eugenio Osias IV, 4th ID PA spokesperson and Lt. Col. Jose Maria Cuerpo, 8th IB PA commanding officer readily denied that some of their troops were killed during the incident. They claimed that only one  CAFGU member was wounded in action.

Maj. Osias also denounced the NPA for its Labor Day attack. He arrogantly claimed that their armed forces serve the welfare of the workers and the people and therefore do not deserve to be attacked by the NPA. On the contrary, the mercenary troops of the AFP only serve the greedy interests of a few local exploiting classes and their imperialist master who grab the land from the peasants, oppress and exploit the workers, Lumad and peasants and destroy the environment, all in the name of superprofits. In fact, the true motive for launching COPD in the barrios of Lantapan, Malaybalay and other areas in Bukidnon is to pave the way for more landgrabbing by foreign agri-business corporations such as MKAVI, Dole, Del Monte and Sumifru who aim to expand their banana and pineapple plantations in the area. The military presence is to ensure that any dissent from the locals is silenced.

Cuerpo and Osias also said that the NPA’s use of the explosive is a violation of the Mine Ban Treaty of 1997. It seems that they haven’t read the treaty for they failed to understand that under it, command detonated landmines are not banned. Anti-tank and anti-vehicle mines are also not banned. What was used in the harassment was a command detonated explosive, meaning; it can only explode when manually-operated against a definite military target.

On the other hand, the troops launching the COPD are in fact the ones who violated the human rights of the locals in the area. They have been occupying for more than a month now the barangay halls of Alanib and Songco in Lantapan; and Imbayao, Kapitan Angel and Dalwangan in Malaybalay. They terrorized many peasants. They used a barangay kagawad to summon the barriofolk one by one for interrogation. They were coerced to admit of supporting the NPA. They also encourage disco dances, drinking and the showing of pornographic films in the barangay hall.

The reactionary armed forces are also responsible for the indiscriminate aerial bombing against the farms of the peasants in Dalwangan, Malaybalay and Kibenton, Impasug-ong four hours after an encounter with the NPA last April 21. They couldn’t care less about protecting the environment even when the area being bombed is a protected area inhabited by eagles.

They want to conceal from the people the fact that the NPA, under the leadership of the Communist Party of the Philippines (CPP) truly defends and advances the interests and welfare of the working class and the whole Filipino people.

This victory for the NPA is also a victory for the working class and the oppressed people in their struggle against the exploiters and oppressors served by the likes of Osias and Cuerpo.

Ang mga kabataang ito ay papunta sa isang sayawan sa Brgy Basicao-Interior ng parehong bayan nang makasalubong nito ang tropa ng 2nd IB sa feeder-road.
