Army paves the way towards genuine transformation

FORT BONIFACIO, Taguig City – In its drive to push the genuine transformation of the organization, the Philippine Army will hold the Army Transformation Roadmap (ATR) commitment ceremony attended by senior military leaders here on Wednesday, November 28 at 3 p.m.

Army Chief Lt Gen Emmanuel T. Bautista will lead the senior commanders of major Army units as well as staff officers at the Army headquarters in taking their oath of commitment in upholding the ATR.


Defense Secretary Voltaire T Gazmin will grace the ceremony as the Guest of Honor and Speaker.

He will be joined by the Armed Forces of the Philippines Chief of Staff Jessie D Dellosa and members of the Philippine Army Multi-Sector Advisory Board (PA MSAB) led by its chairman, Dr. Jesus P Estanislao.

Army spokesperson Harold Cabunoc described the ATR as a long-term, 18-year transformation program to pursue genuine reforms based on good governance and performance excellence.

“It is founded in the Army’s core values of honor, patriotism and duty and we aim that every single member of the Army embraces the meaning of it and live by example,” said Cabunoc.

Using the word ‘transformation’ is a clear manifestation of the organization’s commitment to change into something ‘much better’ and ‘more useful’. Through the ATR, the Army aims to break the status quo to become more responsive to the needs of time.
After its inception in 2010, the Army intends to inform its constituents and other stakeholders about the ATR and to celebrate its initial successes.

During the ceremony, a audio-visual presentation will be presented highlighting the significant developments in the organization and the way ahead in its transformation journey.

Gazmin will administer the Oath of Commitment by the unit commanders and chief of offices.

Bautista is expected to confer the ATR pins to all participants of the said event, the symbol of every soldier’s commitment to the advocacy of transforming the Army to become the source of national pride.

Opensiba sang BHB sa Nabagatnang Panay



Dalawa ang napatay at apat ang nasugatan nang tambangan ng isang yunit ng Bagong Hukbong Bayan  sa ilalim ng Napoleon Tumagtang Command (NTC-BHB) ang isang kolum ng Bravo Coy ng 82nd IB sa Sityo Tabionan, Brgy. Bucari, Leon, Iloilo noong Oktubre 27, mga alas-7:30 ng umaga. Isa sa dalawang napatay ay si PFC John Philip Durana na taga-Jaena Sur, Jamindan, Capiz.



Ang tinambangang yunit ng 82nd IB ay isa sa apat na kolum ng militar na nag-ooperasyon at nanghahalihaw sa kagubatan para maengkwentro ang BHB. Binantayan sila ng yunit ng BHB at dalawa kaagad ang  nabuwal sa unang bugso ng putok. Mabilis na sumaklolo ang malapit na ikalawang kolum ng kaaway. Nagmaniobra naman ang yunit ng BHB at ligtas itong nakaatras.

Bandang alas-12 ng tanghali noong araw ding iyon, dumating ang saklolo na isang ayudang MG520 at isang Huey helikopter upang kunin ang anim na kaswalti. Pero, pumalya ang Huey helikopter at nag-crash landing ito malapit sa Sityo Tabionan. Idinaan na lamang sa poblasyon ng Leon ang mga kaswalti.


Nagdagdag ng pwersa ang militar na kinabibilangan ng mga elemento ng 61st IB mula sa sentral Panay at 31st Division Reconnaisance Company. Pinaputukan naman ng isang yunit ng NTC-BHB ang kumikilos na kaaway sa Brgy. Danao, Leon, na katabi lamang ng Tabionan noong hapon ng araw na iyon. Masunod na araw ng Oktubre 28, bandang alas-7:00 ng gabi, binulabog naman ng isang yunit ng NTC-BHB ang command post ng Alpha Coy ng 82nd IB na nakahimpil sa Brgy. Lanag, Tubungan na malapit sa hangganan ng bayan ng Leon. Nagtakbuhan sa iba't ibang direksyon ang mga tropa na noon ay naglalaro ng basketbol sa plasa at naiwan nila ang kanilang mga armas. Laking gulat na lamang ng kanilang CO na natutulog dahil nang magising ito ay siya na lamang ang naiwan sa detatsment.


Noong Oktubre 30, dumating ang mekaniko ng helikopter na nasira at nakatambay sa Sityo Tabionan. Pero, hindi naayos ang Huey dahil nadisgrasya at nahulugan ng bakal ang ulo ng tinyente na mekaniko at siya naman ang dinala sa ospital. Ilang araw pa at muling pinuntahan ng mekaniko para ayusin ang helikopter pero nang subukang paandarin at lilipad na sana, umusok at umapoy ang helikopter at tuluyang hindi na ito makalipad. Pinagtatanggal na lamang ng militar ang mga pyesa ng Huey at sinunog ang ibang bahagi ng helikopter.


Samantala, noong Setyembre 27, isang kasapi ng Revolutionary Proletarian Army (RPA) ang napatay at dalawa ang nasugatan nang ambusin sila ng isang yunit ng BHB sa ilalim ng NTC-BHB sa Brgy. Valentin Grasparil, Sibalom, Antique. Nakumpiska ng BHB ang isang karbin, dalawang maikling armas, mga bala, granada at iba pang gamit militar at mga dokumento.


Natuwa ang masa at mga alyado sa paligid ng mga barangay ng Sibalom at kanugnog na lugar ng San Joaquin, Iloilo dahil nabawasan na ang mga bandidong RPA na nangingikil sa kanila.


Bago ito, noong Agosto 27, isang sundalo ng 82nd IB ang nasugatan nang maengkwentro nila ang isang yunit ng BHB sa Brgy. Onop, Miag-ao, Iloilo.

Binabati ng rebolusyonaryong mamamayan ng Timog Katagalugan ang Benito Tesorio Command-Bagong Hukbong Bayan Isabela sa matagumpay na taktikal na opensibang inilunsad laban sa 52nd Division Reconnaissance Company, nito lamang ika-17 ng Nobyembre, 2012.  Sa nasabing labanan, nasamsam ng BHB ang apat (4) na machine gun, apat (4) na ripleng M-16 at mga kagamitang militar.  Napaslang naman ang pitong (7) pasistang sundalo at nasugatan ang siyam (9) na iba pa.

Patunay ang matagumpay na taktikal na opensibang ito sa patuloy na paglakas ng rebolusyunaryong kilusan sa Cagayan Valley-Kabundukan ng Sierra Madre partikular sa probinsya ng Isabela at nagpapabulaan sa ilusyon ng Armed Forces of the Philippines (AFP) na humina na ang rebolusyunaryong kilusan sa lalawigan. Magsisilbi itong inspirasyon hindi lamang sa mamamayan ng Isabela kundi pati ng ibang rehiyon. Patunay din ito ng superyuridad ng taktika ng pakikidigmang gerilya na inilulunsand ng Bagong Hukbong Bayan (BHB) sa kanayunan.


Isang makatarungang digma para sa demokratikong interes ng sambayanan ang inilulunsad ng Partido Komunista ng Pilipinas-Bagong Hukbong Bayan. Ito ang tugon ng rebolusyunaryong mamamayan sa kontra rebolusyunaryong dahas na inilulunsad ng AFP na nagtataguyod sa interes ng naghaharing PML-komprador sa bansa.

Sa kanilang kabiguan, ang AFP ay muling naghabi ng kasinungalingan at itim na propaganda upang ibaba sa simpleng bandidong grupo ang Bagong Hukbong Bayan.  Malisyosong pinalilitaw ng AFP sa kanyang mga pahayag na isa lamang simpleng kasong krimen ang naganap na engkwentro sa pagitan ng mga rebolusyunaryong BHB at pasistang AFP sa Echague Isabela.  Hindi nito maamin-amin na ito ay isang lehitimong aksyong militar na ekspresyon ng pagtutol at paglaban ng mamamayan sa nararanasang labis na kahirapan at laban sa pasismong inihahasik ng reaksyunaryong AFP.

Upang siraan ang hukbong bayan, naglulubid ng kasinungalingan ang AFP at pinalalabas na pinatay nang walang laban ang mga pasistang sundalo at ninakaw ang mga kagamitang militar na kinumpiska ng BHB sa labanan.  Ang BHB ay isang rebolusyunaryong hukbo na mahigpit na nagpapatupad at tumatalima sa Batas ng Digmaan at may sariling panuntunan sa disiplina ayon sa Alituntunin ng Bagong Hukbong Bayan.  Palibhasa ay kagawian ng AFP ang pagpyestahan para sa kanilang sarili ang mga nakukulimbat sa masa at sa kanilang napapaslang na mga mandirigma ng BHB, nais nitong ihalintulad sa kanilang gawi ang pagkumpiska ng mga rebolusyunaryo sa mga armas na instrumento ng mga militar sa panunupil sa mamamayan.  Ang katotohanan, ang AFP ang may mahabang listahan ng pagyurak sa karapatan ng mamamayan – pamamaslang, pagnanakaw, panggagahasa, pagmamalupit, panununog at marami pang iba.  At ang mga ito, nagagawa lamang nila sa mga ordinaryong sibilyang walang laban.  Sa harap ng mga kasong ito,  walang dangal ang AFP sa pagtalikod sa mga pananagutan nito at pilit pa ring pinagtatakpan ang kanilang mga pag-abuso sa mamamayan.

Kinakatawan ng BHB ang rebolusyunaryong paglaban ng aping sektor ng lipunan na piniling maghimagsik upang baguhin ang bulok na sistemang umiiral sa bansa.  Ang BHB ay hindi lamang hukbo para tumupad ng mga tungkuling militar kundi isa rin itong hukbong nagsusulong ng produksyon at reporma sa lupa upang lutasin ang pundamental na suliranin ng kakulangan o kawalan  ng lupa ng masang magsasaka. Milya-milya ang pagkakaiba nito sa bayarang AFP na protektor ng interes ng mga panginoong maylupa-komprador, ng malalaking korporasyon sa pagmimina't pagtotroso at iba pang dayuhang interes.

Hindi matanggap ng reaksyunaryong gobyerno ang masaklap na kapalaran ng mga sundalong nasugatan at namatay sa labanan. Ang mga kaswalti sa mga labanan sa pagitan ng mga magkatunggaling hukbo ng mga pwersang belligerent ay natural na batas ng digmaan kaya't kahibangan ang pinalalabas ng reaksyunaryong Gobyerno ng Pilipinas (GPH) at AFP na isang kasong kriminal ang nangyaring pananambang at pagsasamsam ng mga kagamitang militar at iba pang katulad na insidente sa ibang rehiyon. Bilang tagapagtanggol ng interes ng mamamayan, tungkulin ng Bagong Hukbong Bayan na durugin at alisan ng kakayahang lumaban ang AFP na muog ng kontra-rebolusyunaryong karahasan laban sa mamamayan. Anumang armas na ginagamit laban sa mamamayan ay kailangang kumpiskahin at gamitin sa pagtatanggol at pagtataguyod ng kanilang demokratikong karapatan.

Nagsisilbing inspirasyon para sa mamamayan ang mga sunod-sunod na taktikal na opensiba na inilulunsad ng Bagong Hukbong Bayan.

Habang ibayong nagpapatindi ng pananalakay ang AFP sa mga larangang gerilya ng Timog Katagalugan, partikular sa mga probinsya ng Quezon, Rizal at Batangas, patuloy namang nagpupunyagi at lumalakas ang ibang larangang gerilya sa ibang bahagi ng rehiyon at buong bansa.  Patuloy na umuunlad ang mga larangang gerilya sa kanayunan sa kabila ng mga pasistang atake ng AFP.  Ito ang batas ng kasaysayan na kailangang maunawaan ng mga reaksyunaryong pasista – na ang kasaysayan ng paglaban ng rebolusyunaryong mamamayan ay laging kinokoronahan ng dakilang mga tagumpay laban sa pang-aapi at pagsasamantala.

Ang tagumpay ng mamamayan ng Isabela ay kabilang ngayon sa mga tagumpay ng sambayanang Pilipino para sa katarungan at kanilang demokratikong karapatan.

November 28, 2012 News – Ghazali Jaafar, First Vice Chairman of the Moro Islamic Liberation Front (MILF), lauded the position of His Excellency President Benigno Simeon Aquino III to establish a coordination mechanism for development assistance following the signing of the GPH – MILF Framework Agreement on the Bangsamoro last October 15, 2012 at Malacanang Palace.


“The MILF shares the position of President Aquino and we join his call to pursue a coordination mechanism for development assistance relevant to the GPH – MILF Framework Agreement on the Bangsamoro,” Vice Chairman Jaafar.


Jaafar expressed belief that development assistance from donor countries and agencies will pour in following the peace framework accord signed between the MILF and government.

The Vice Chairman called on the development institutions and partners from various countries, government and nongovernment organization to continue and strengthen their engagement and cooperation with the Bangasamoro Development Agency (BDA), the MILF’s development arm.

“We do not want that the development assistance and programs supposedly intended to address the immediate and long term needs of the people who had been seriously affected by the decades-long conflict in Mindanao and in the Bangsamoro will be wasted,” he said.

He said millions if not billions of money or funds had been wasted on the unwise and irresponsible system and management on development assistance particularly in the conflict affected communities in Mindanao and Bangsamoro Homeland.

“There must be ownership by the people and targeted beneficiaries, accountability and transparency in the implementation of development assistance in order to achieve maximum gains and avoiding revolts due to deliberate and misguided duplicity and fatigue on the overall process.

Chief government peace negotiator Marvic Leonen today said he remained confident that the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) would be able to complete the three annexes of the Framework Agreement on the Bangsamoro (FAB) by the end of the year even as the 33rd GPH-MILF Formal Exploratory Talks closed in Kuala Lumpur, Malaysia.

In a joint closing statement, Leonen and his counterpart, MILF chief negotiator Mohagher Iqbal, said the latest round of talks in Malaysia “ended in a positive note.”


“The 33rd round of Formal Exploratory Talks between the negotiating panels of the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) held in Kuala Lumpur on November 12-17, 2012 ended on a positive note,” the joint statement said.

“The Panels and their Technical Working Groups (TWGs) made substantial progress in crafting the annexes on Power-sharing and Wealth-sharing. The TWG on Normalization was convened for the first time. Its members agreed on an outline of issues and had initial positive exchanges on these matters, “ the statement added. “The Panels and their respective TWGs will meet again in December to continue working on the three annexes to the Framework Agreement on the Bangsamoro. They remain committed to complete the annexes before the end of the year.”


In an interview, Leonen said the peace negotiators were able “to end a day early because of the substantial movement in the crafting of the annexes through the efficiency of the three TWGs,” emphasizing that the working groups reached "substantial common points."
In his closing statement, Leonen expressed his optimism on the progress of the process, saying that “there may seem to be many points that are left to the draft annexes produced by our TWGs.”

“But I have confidence that it can be resolved,” he added.

Iqbal, in his own closing statement, shared Leonen’s positive view: “I know everybody exerted their utmost efforts and have managed to settle many things. But the remaining issues are still so many and very hard but with determination and commitment of both parties, I think we will be able to overcome a lot of issues.”

During the closing ceremonies, Malaysian facilitator Tengku Dato' Abd Ghafar Tengku Mohammed said he was hopeful the two panels would be able to finish their assigned tasks very soon.

“I don’t want the rhythm, the tempo and the support that the people have given to the government, the MILF, and the FAB to stop,” Tengku said.

Leonen explained that the FAB were not mere words contained in a document.
“It is a history of struggle, the struggle of the Bangsamoro people. And this struggle was continued in the negotiating table,” he pointed out. “The negotiations are now more than a decade. And that each word, each period, each comma contained in the Framework Agreement has saved a life in the future.”

Leonen noted that both parties were determined to “finish the comprehensive agreement, the annexes, as soon as possible before the deadline this 2012.”
“I know that we will succeed and I know that there will be a consensus on the annexes because I have seen the sincerity of the Republic of the Philippines, the sincerity of this administration. That sincerity is seen in the fact that most of its most important individuals have been sent in these negotiations,” Leonen noted.

The Philippine government has tapped representatives from various agencies including the Philippine National Police and the Armed Forces of the Philippines, the Department of Justice, Department of Interior and Local Government, National Economic and Development Authority, Department of Environment and Natural Resources, National Security Council, the Office of the Presidential Adviser on the Peace Process among others to help in the negotiations.

After the signing of the FAB last October 15, the two Parties agreed to meet again to craft the annexes that will comprise the Comprehensive Agreement. Leonen said the current TWGs isolated their differences as they identified common points and worked on their reports which they submitted to the government and MILF panels. 

“Negotiations are always exciting - you can see how ideas developed. As of this round, there are still some issues up for discussion and which needs consultation with our principals,” Leonen said during the interview. “We will present these annexes to the public once we are finished.”

What helped moved the discussions on the annexes forward were the continuous and overwhelming support from verious sectors in the country and from the international community, Leonen said. 

“The ground has been stable. The spirit of volunteerism coming from different sectors is very strong. There has been a lot of goodwill, especially coming from the various agencies involved.” 

The two Parties are set to meet again this December to finalize the text of the annexes.
“I look forward to our next meeting in December that we would be able to produce annexes on power sharing and wealth sharing and we could cover a substantial part of normalization. I think we will be able to achieve many things on the three issues at hand,” Iqbal said in his closing statement. 

“We’re past the major issues but there are still adjustments to be made concerning the details. Both parties know of the decision points needed. Both parties have publicly and officially committed to finish within the year,” Leonen said.

8 Generals, Senior Officers to Assume Key-Positions in AFP

CAMP GENERAL EMILIO AGUINALDO, Quezon City – The Armed Forces of the Philippines (AFP) welcomes the appointment of four Generals and four Senior Officers to major positions, including the Philippine Army’s 2nd Infantry Division, Philippine Military Academy, and Intelligence Service. The new designations were approved by the President and AFP Commander-in-Chief, Benigno S. Aquino III.

Maj. Gen. Nonato Alfredo T. Peralta Jr. will assume as the new Commander of the 2nd Infantry Division, Philippine Army (PA) replacing MGen Eduardo D Del Rosario. He is the current Superintendent of the Philippine Military Academy (PMA) based in Fort Gregorio Del Pilar in Baguio City. Peralta is a member of the (PMA) “Matapat” Class of 1979.
 

To replace Peralta as the new PMA Superintendent is Lt. Gen. Irineo C. Espino. He is the current AFP Inspector General, and is also a member of the PMA “Matapat” Class of 1979.
Meanwhile, Brig. Gen. Eduardo M. Año will assume as the new Chief, Intelligence Service, AFP (ISAFP) replacing Maj. Gen. Caesar Ronnie Ordoyo. Año is the current Assistant Deputy Chief of Staff for Intelligence, AFP. He is a member of the PMA “Matikas” Class of 1983.
To replace Año as the new Assistant Deputy Chief of Staff for Intelligence, AFP is Brig. Gen. Virgilio A. Hernandez. He is the current Assistant Chief, ISAFP, and is also a member of the PMA “Matikas” Class of 1983.

New appointments will also take place in several Army brigades and divisions. Col. Felix J. Castro Jr. will assume as the new Assistant Division Commander of the 9th Infantry Division, PA. He will replace Brigadier General Aurelio B. Baladad who was recently appointed as the new AFP Deputy Chief of Staff for Operations. Castro is the current Commander of the 903rd Infantry Brigade, 9th Infantry Division, PA, and is a member of the PMA “Dimalupig” Class of 1981.

To replace Castro as the new Commander of 903rd Infantry Brigade, 9th Infantry Division is Col Joselito E. Kakilala. He is the current Commander of the AFP’s Task Force GenSan based in General Santos City, and is a member of the PMA “Maharlika” Class of 1984.
On the other hand, Col. Marcos Norman S. Flores Jr. will assume as the Commander, 1002nd Infantry Brigade, 10th Infantry Division, PA replacing Col. Glorioso Miranda. He is the current Commander of the AFP’s Task Force Davao, and is also a member of the PMA “Maharlika” Class of 1984.

Yesterday, Col. Vicente M. Yordan assumed the position as the new Commander of the 55th Engineer Brigade, PA replacing Brig. Gen. Michaelo T. Salvaleon. Yordan is the former Army Chief Engineer. He is a member of the PMA “Sandigan” Class of 1982.

“Appointments in key-positions in the AFP are very important in coping with the dynamics of our organization. We are confident that the newly appointed senior officers will be able to infuse new vigor and bring fresh ideas to their respective offices for the advancement of the AFP as a transparent and professional military organization,” AFP Chief of Staff, General Jessie D. Dellosa said.

Mariing kinukundena ng Negotiating Panel ng National Democratic Front of the Philippines (NDFP) ang rehimeng Aquino sa inilabas nitong pabuya na nagkakahalaga ng P466.88 milyon para sa ikadarakip ng diumanong 235 lider ng rebolusyonaryong kilusan. Isa na naman itong tahasang paglabag sa umiiral na bilateral na kasunduang pangkapayapaan na nagbibigay ng mga garantiya sa kaligtasan at imunidad sa mga sangkot sa usapang pangkapayapaan. Inilalantad nito ang lubos na pag-alipusta ng rehimeng Aquino sa usapang pangkapayapaan sa NDFP.


Nilaman ang inihapag na pabuya sa DILG-DND Joint Order No. 14-2012 na imbing ikriminalisa ang rebolusyonaryong kilusan na may matibay at malawak na suporta ng mamamayan na ang mga saligang pambansa at demokratikong interes ay itinataguyod at ipinagtatanggol ng rebolusyonaryong kilusan.

GPH, MILF 33rd Exploratory Talks to commence in KL today



November 12, 2012 News: After the historic signing of the GPH-MILF Framework Agreement on the Bangsamoro in Manila last October 15, the government and MILF peace panels are again back to the Malaysian capital of Kuala Lumpur for the 33rd GPH-MILF Exploratory Talks which is slated to wind up on November 18. This will be 7-day grueling session with both parties tackling power-sharing, wealth-sharing, and normalization.

Both parties are expected to be in full delegation including members of the newly constituted technical working group on normalization.


The MILF delegation included three women and two members of the indigenous tribes. However, two members of the MILF peace panel and one from its secretariat will not be present during this meeting. Atty. Michael Mastura, Roberto “Maulana” Alonto, and Muhajirin Ali will be part of the powerhouse MILF delegation to the Foreign Ministers’ Conference of the Organization of Islamic Cooperation (OIC) which will be held in Djibouti starting November 15.  MNLF Chairman Nur Misuari will also attend the Djibouti meeting.

Abdulla Camlian, a member of the MILF peace panel, described the meeting today as very tough especially on the matters of policing, decommissioning, and gradual redeployment of government forces.

“I don’t expect a smooth-sailing on the issue of normalization; there will be no breakthrough at least during this meeting,” Camlian told Luwaran early today.
He also disclosed that the two peace panels have less to do during this meeting, saying the real hard works belong to the three technical working groups, which, he added, are expected to deliver in the face of the overwhelming support of the people and the international community to the peace process after the signing of the celebrated Agreement in Manila last month.

He also said that the two parties will discuss the issues of the MILF “political detainees”, inter-governmental relationship, transitional arrangement and modalities or political road map, third party monitoring team, independent commission on policing, multi-trust fund, and joint normalization committee.

“Some if not all of these issues are still not easy pricking,” he confessed.
It is also expected that the parties will discuss the status of the 15-man Transition Commission which will be constituted after President Benigno Aquino III issued the Executive Order for its creation.

Presidential Adviser on the Peace Process Secretary Teresita Quintos Deles on Thursday said the establishment of an inter-agency monitoring body on human rights violations allegedly committed by government and communist rebels underscores the Government of the Philippines’ (GPH) strong commitment to the achievement of peace.


“We have long recognized that respect for human rights is an indispensable ingredient in establishing and maintaining genuine peace,” Deles said at the signing of Terms of Reference (TOR) of the Complaints Monitoring Working Group (CMWG) held at the Astoria Plaza in Pasig City on November 8.

The CMWG is an inter-agency body tasked to monitor alleged human rights violations of both the security forces of the government and the Communist Party of the Philippines, the New People’s Army and the National Democratic Front (CPP/NPA/NDF).
The GPH Monitoring Committee (MC), the government component of the Joint Monitoring Committee formed to monitor compliance with the Comprehensive Agreement on the Respect for Human Rights and International Humanitarian Law (CARHRIHL), heads the CMWG with the Armed Forces of the Philippines (AFP), Philippine National Police (PNP) and Department of Justice (DOJ) as members.

Deles said the TOR emphatically reaffirms the government’s commitment to uphold human rights and international humanitarian law.

“More than simple terms of reference, this document, and the inter-agency cooperation it defines, embodies a loud and clear statement of intent…that our commitment to human rights and International Humanitarian Law goes far beyond mere policy statements and lip service and is premised on genuine accountability and justice, for as we know, without justice, there can be no peace,” Deles said.

The CMWG was created to facilitate the investigation of violations of alleged  human rights and IHLthrough cooperative efforts among its member agencies.
Atty. Jaime Arroyo, head of the GPH-MC Secretariat, stressed that the CMWG itself is not an investigative body, but it will “refer [the victims’ complaints] to offices of the government that are mandated to investigate and/or prosecute crimes” against human rights laws.

Reiterating the administration’s commitment to peace talks with the NDF, Secretary Deles said, “The government stands ready to face challenges in pursuit of peace with the Communist rebels and their various instrumentalities.”

“Finding a peaceful solution remains a high priority considering that the armed conflict between the government and the communist NPA has lasted for over four decades and has inflicted unimaginable suffering on several generations of Filipinos, whether it is the government troops, the rebels, or the civilians who are often caught between them,” she added.

Joining Secretary Deles at the TOR signing were Justice Secretary Leila M. De Lima, AFP Provost Marshal General Brig. Gen. Herbert Yambing, Philippine National Police (PNP) Directorate for Community Relations Director Lina Sarmiento, Political Affairs Undersecretary and GPH-MC Chair Jose Luis Martin Gascon and Commission on Human Rights Chair Loretta Ann P. Rosales.

A the same event, the GPH-MC launched an internet portal that enables partner agencies, other stakeholders, and victims of human rights and IHL violations to file their complaints online. ###
